RESOLUTION NO. 78-18
A RESOLUTION OF THE CITY COUNCIL, CITY OF
TUSTIN, CALIFORNIA, AMENDING THE GENERAL
PLAN BY ADOPTION OF GENERAL PLAN AMENDMENT
77-3(A) and 77-3(B).
The City Council, City of Tustin, California, does hereby resolve as
follows-
1. The City Council finds and determines as. follows-
a. That a proper application, General Plan Amendment 77-3(A)'
was filed by Goldrich, Kest'and Associates, for the purposes
of reclassifying the property located 470' easterly of E1
Camino Avenue and north of Sixth Street, and containing
approximately 2.43 acres, and shown on Exhibit "A," attached
hereto an~l incorporated herein by this reference, from
Commercial to Planned Development-Residential.
b. That a series of public hearings were duly called, noticed
and held on said application.
c. That Environmental Impact Report 77-6, a focused EIR was
prepared, heard in a public hearing, and recommended for
certification by the Planning Agency to the City Council on
January 3, 1978.
d. That the best use of the property would be a Planned Residential
Development for Senior Citizens.
e. That the change in land use would be in the public's best
interest and further the goals of the City of Tustin to
provide decent housing to all its citizens.
f. That in accordance with Section 65356 of the Government Code
of the State of California, a public hearing was duly
advertised and held on December 5, 1977, on the application
of Orange County Institute for Transactional Analysis, as
authorized by the property owner Mrs. Dorcus Alexander of
14742 S.W. Newport Avenue to consider General Plan Amendmen'
77-3(B) to reclassify the property at the southeasterly
corner of Sycamore Avenue and Newport Avenue, shown on

Exhibit "B, attached hereto and incorporated herein by this

reference, which is in the unincorporated area of Tustin's
Sphere of Influence, to professional use.
g. Application has been made for a negative determination of
environmental impact report and a finding is hereby granted.
h. That the change in classification would be in the public
interest and not detrimental to the welfare of the public or
the surrounding property owners.
3. The City Council hereby amends the General Plan of the City of
Tustin by the adoption of General Plan Amendment' 77-3(A) reclassifying the
property which is the subject of GPA 77-3(A) from Commercial to Planned
Residential for the purpose of allowing the applicant to apply for a
rezoning to the Planned Development District for the 2.43 acres proposed
for Senior Citizen development.
4. The City Council hereby amends the General Plan of the City of
Tustin by the adoption of General Plan Amendment 77-3(B) classifying the
property which is the subject of GPA 77-3(B) to Professional, subject to
the following conditions'

a. That existing structures on the property must, prior to
being used as professional offices, be brought into con-
formance with all provisions of the business-commercial
section of the Uniform Building Code as adopted by the City
Council.
b. That style of architecture at the subject property shall be
residential in character to be compatible with the sur-
rounding uses.
c. That precise development plans shall be submitted to accompany
the rezoning application.
PASSED AND ADOPTED at a regular meeting of the City Council, City of
Tustin, California, held on the 16th day of January, 1978.
