SUMMARY:
Staff is requesting the City Council set the date and time to conduct interviews to fill
Vacancies on the Planning Commission, Parks and Recreation Commission, and Audit
Committee.
RECOMMENDATION'
Pleasure of the' City Council.
BACKGROUND'
Due to the recent adoption of Ordinance No. 1233, terms for all commissioners on the
Planning Commission and Parks and Recreation Commission will expire on March 21,
2001. Pending adoption of Ordinance No. 1234, Audit Committee member terms will
expire on April 31,2001.
Information was made available to the public through an advertisement in the Orange
County Register, the City's website, and on the City's posting board, that the City Council
was seeking candidates interested in serving on the Planning Commission, Parks and
Recreation Commission, and Audit Committee.
The following individuals have expressed interest and their applications are attached for
City Council review:
PLANNING COMMISSION (5 vacancies) - Two (2) vacancies for i-year terms expiring on
March 1,2002, and three (3) vacancies for 2-year terms expiring on March 1,2003'

PARKS AND RECREATION COMMISSION (7 vacancies)- three (3) vacancies for 1-year
terms expiring on March 1, 2002, and four (4) vacancies for 2-year terms expiring on
March 1, 2003:

Smith.
Any additional applications received by staff after the preparation of the agenda will be
provided to the City Council at their meeting on March 19, 2001.
The final step in the selection process would be completion of ballots by the City Council,
which has been tentatively scheduled for their meeting on Monday, April 2, 2001.

Background' I studied Civil Engineering for 2 years and understand and have hands on
experience in building construction.

vectors and stresses of structures, earthquake dynamics, and roof loading. I read and

abatement.

I am active in my church, where I lector (read), and help out with community events such as
Bible Camp. I am a member of Tustin Pride. I am a current Board Member of the American
Society of Mechanical Engineers and have been active in the Orange County Sections of many
of the local engineering professional societies. I help out with Science Fairs and have helped the
Furore Scientists and Engineers of America with some of their local events. As mentioned
before, I currently serve as the Administering Agency Subcommittee Co-Chair of the Local
Emergency Planning Committee. I am an active member of the Orange County Linux User
Group where I have successfully co-chaired the Linux Demo Days committee. (Linux Demo
Days has been held at Micro Center in Tustin for the past two years.) I am also active in the
"Coffee and Computers" group held every Friday at the Senior Center. I am currently president
of my Homeowner's Association.

1999-Present: Orange County Fire 'Authority
Fire Safety Engineer- Developed California Accidental Release Prevention Implementation Program
for jurisdiction of 21 contract cities and the unincorporated areas of Orange County. Leading author for state-
wide guidance document produced by the Governor's Office of Emergency Services for the CalARP program.
Provided legislative analyses of regulations and laws as they apply to Risk Management Programs for industrial
facilities. Evaluated Risk Management Plans and Programs to ensure compliance with law and regulation and
protect the public. Reviewed chemical classifications of hazardous materials for accuracy in accordance with
California Fire Code. Served as co-chair of the Local Emergency Planning Committee Administering Agency
Subcommittee. Also served as steering committee member for the local Community Awareness and Emergency
Response group. Responsible for improving the Hazardous Materials Services Section customer service by
implementing web based dissemination of information to businesses and the public resulting in increased
satisfaction among businesses. Implemented the Y2K hazardous materials triage project for OCFA jurisdiction
by triaging over 300 businesses to ensure that there would be no hazardous materials incidents to endanger the
public due to a Y2K computer error.
1991-1998: PLG, Inc.
Risk/Safety Analyst - Evaluated systems, equipment and programs for chemical and nuclear plants
worldwide to ensure risk levels kept to a minimum. Designed Risk Management Programs to ensure that state
and federal regulations were met. Designed and implemented software for analysis of mechanical systems,
nuclear plants and chemical refineries. Technical lead on the UNOCAL (TOSCO) Rodeo refinery's RMPP
upgrade. Technical manager for the RMPP to RMP upgrade project at the TOSCO LAR. Developed
methodologies for Counter-Terrorist and Sof~are ThreatJRisk Analyses.
Computer Operations Manager- Determined yearly needs for international company, budgeted and
directed purchasing of hardware and sof~vare. Directed Computer Operations staff in troubleshooting problems
and resolving queries relating to client and third party software. Responsible for the implementation of a
heterogeneous network running NOVELL Netware 4.x and 3.x, Windows 95, and Unix as servers and Windows
3.1, 95 and Macintosh as clients. Developed and coordinated Software Quality Assurance Program and
implemented for multiple projects. Trained personnel in the use of software tools via seminars and direct
training. Implemented multiple Network Operating Systems upgrades and Intemet connection.

2000- present: Naval Weapons Station Seal Beach
Operations Officer (Department Head) for a unit consisting of approximately 60 personnel and served as
the Commanding and Executive Officers on numerous occasions. Awarded the Military Outstanding Volunteer
Service Medal for service in the community.' Directly responsible for 1800+ man hours of contributory support
and movement of 80,000+ tons of ammunition, and a direct labor savings to the' navy of over $64,000.
1998 - 2000: Assault Craft Unit Five
Repair officer for the R1 division of Naval Reserve Assault Craft Unit Five. Provided leadership to
over 40 enlisted personnel responsible for repairing and upgrading Landing Craft Air Cushion (hovercraft).
Diregtly responsible for over 2300 man-hours of contributory support to the active Navy within the past year.
During this time, the division saw a dramati~ increase in promotions 'and in-rate capabilities. A 91% passing
rate for all individuals in these shops who took the last Navy-wide exam. Three of these individuals were the
only individuals promoted within their job classification in the entire Naval Reserve. While serving at ACU-5,
the unit also earned the prestigious Leo V. Bilger award.

What types of civic activities are you involved in?
I am active in my church, where I lector (read), and help out with community events such as
Bible Camp. I am a member of Tustin Pride. I am a current Board Member of the American .
Society of Mechanical Engineers and have been active in the Orange County Sections of many
of the local engineering professional societies. I help out with Science Fairs and have helped the
Furore Scientists and Engineers of America with some of their local events. As mentioned
before, I currently serve as the Administering Agency Subcommittee Co-Chair of the Local
Emergency Planning Committee. I am an active member of the Orange County Linux User
Group where I have successfully co-chaired the Linux Demo Days committee. (Linux Demo
Days has been held at Micro Center in Tustin for the past two years.) I am also active in the
"Coffee and Computers" group held every Friday at the Senior Center. I am currently president
of my Homeowner's Association.

1999-Present: Orange County Fire AUthority
Fire Safety Engineer- Developed California Accidental Release Prevention Implementation Program
'for jurisdiction of 21 contract cities and the unincorporated areas of Orange County. Leading author for state-
wide guidance document produced by the Governor's Office of Emergency Services for the CalARP program.
Provided legislative analyses of regulations and laws as they apply to Risk Management Programs for industrial
facilities. Evaluated Risk Management Plans and Programs to ensure compliance with law and regulation and
protect the public. Reviewed chemical classifications of hazardous materials for accuracy in accordance with
California Fire Code. Served as co-chair of the Local Emergency Planning Committee Administering Agency
Subcommittee. Also served as steering committee member for the local Community Awareness and Emergency
Response group. Responsible for improving the Hazardous Materials Services Section customer service by
implementing web based dissemination of information to businesses and the public resulting in increased
satisfaction among businesses. Implemented the Y2K hazardous materials triage project for OCFA jurisdiction
by triaging over 300 businesses to ensure that there would be no hazardous materials incidents to endanger the
public due to a Y2K computer error.
1991-1998: PLG, Inc.
Risk/Safety Analyst- Evaluated systems, equipment and programs for chemical and nuclear plants
worldwide to ensure risk levels kept to a minimum. Designed Risk Management Programs to ensure that state
and federal regulations were met. Designed and implemented software for analysis of mechanical systems,
nuclear plants and chemical refineries. Technical lead on the UNOCAL (TOSCO) Rodeo refinery's RMPP
upgrade. Technical manager for the RMPP to RMP upgrade project at the TOSCO LAR. Developed
methodologies for Counter-Terrorist and Software Threat/Risk Analyses.
Computer Operations Manager- Determined yearly needs for international company, budgeted and
directed purchasing of hardware and sofhvare. Directed Computer Operations staff in troubleshooting problems
and resolving queries relating to client and third party software. Responsible for the implementation of a
heterogeneous network running NOVELL Netware 4.x and 3.x, Windows 95, and Unix as servers and Windows
3.1, 95 and Macintosh as clients. Developed and coordinated Software Quality Assurance Program and

Operations Officer (Department Head) for a unit consisting of approximately 60 personnel and served as
the Commanding and Executive Officers on numerous occasions. Awarded the Military Outstanding Volunteer
Service Medal for service in the community. Directly responsible for 1800+ man hours of contributory support
and movement of 80,000+ tons of ammunition, and a direct labor savings to the navy of over $64,000.
1998- 2000' Assault Craft Unit Five
Repair officer for the R1 division of Naval Reserve Assault Craft Unit Five. Provided leadership to
over 40 enlisted personnel responsible for repairing and upgrading Landing Craft Air Cushion (hovercraft).
Directly responsible for over 2300 man-hours of contributory support to the active Navy within the past year.
During this time, the division saw a dramatic increase in promotions and in-rate capabilities. A 91% passing
rate for all individuals in these shops who took the last Navy-wide exam. Three of these individuals were the
only individuals promoted within their job classification in the entire Naval Reserve. While serving at ACU-5,
the unit also earned the prestigious Leo V. Bilger award.
