CALL TO ORDER ROLL CALL PUBLIC INPUT- Members of the public may address the City Council on items on the Closed Session Agenda. CLOSED SESSION -The City Council shall convene in closed session to confer with the City Attorney about pending litigation to which the City is a party: (1) Garcia v. City of Tustin and (2) Santa Ana Unified School District, et al. v. City of Tustin. REGULAR MEETING - 7:00 P.M. APPROVAL OF MINUTES- FEBRUARY 20, 2001 SPECIAL AND REGULAR MEETINGS Recommendation' Approve the City Council Minutes of February 20, 2001. . APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation' Approve Demands in the amount of $2,572,632.10 and ratify Payroll in the amount of $414,093.46. . RESOLUTION NO. 01-23- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, SUPPORTING THE "NO-BUILD" ALTERNATIVE IDENTIFIED IN THE SUPPLEMENTAL DRAFT ENVIRONMENTAL IMPACT STATEMENT/REVISED DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE OCTA CENTERLINE PROJECT Recommendation: Adopt Resolution No. 01-23 supporting the "no-build" alternative identified in the OCTA CenterLine Project SDElS/RDEIR as recommended by the Public Works Department/Engineering Division. . TRANSIT OPERATIONS AGREEMENT BETWEEN THE CITY AND LAIDLAW TRANSIT SERVICES, INC. Recommendation: Approve the Transit Operations Agreement between the City and Laidlaw Transit Services, Inc. as recommended by the Parks and Recreation Services Department. . RESOLUTION NO. 01-18- A RESOLUTION OF THE CiTY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS Recommendation' Adopt Resolution No. 01-18 allowing destruction of records of recruitment files which are two years old and are no longer required to be kept in storage as recommended by the Director of Human Resources. . Department/Eng~r ~eering Division. CONTRACT RENEWAL FOR MAINTENANCE AND REPAIR SERVICES OF THE CITY'S HVAC SYSTEMS WITH BARR ENGINEERING, INC. Recommendation: Approve the first amendment to the contract agreement between Barr Engineering, Inc. and the City of Tustin for HVAC maintenance and repair services, subject to City Attorney approval as recommended by the Public Works Department/Field Services Division. RESOLUTION NO. 01-19- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ORDERING THE PREPARATION OF AN ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR 2001-2002 Recommendation' Adopt Resolution No. 01-19, which orders the preparation of the Engineer's Report for the Tustin Landscape and Lighting District Levy of Annual Assessments for Fiscal Year 2001-2002 as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 01-22 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENTS AT VARIOUS LOCATIONS (ClP NO. 6145) Recommendation' Adopt Resolution No. 01-22 approving the plans and specifications for Water Main Replacements at Various Locations (ClP No. 6145) and authorizing and directing the City Clerk to advertise for bids as recommended by the Public Works DepartmentNVater Services Division. DECLARATION OF SURPLUS EQUIPMENT Recommendation' Declare various Field Services equipment as surplus and not required for public use, in accordance with Section 1626 of the Tustin City Code, and authorize the Public Works Department to sell the equipment at public auction as recommended by the Public Works Department/Field Services Division. RESOLUTION NO. 01-20 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING AND DETERMINING THE INDUSTRIAL DISABILITY OF JOHN MIRARCHI Recommendation' Adopt Resolution No. 01-20 to' grant John Mirarchi finding an industrial disability retirement from his position of Police Officer effective March 5, 2001 as recommended by the Director of Human Resources. DECLARING EQUIPMENT AS SURPLUS Recommendation' Declare the Konica 6190 and Konica 5370 copiers as surplus equipment and authorize staff to sell the equipment at public auction as recommended by the Office of the City Clerk. PLANNING COMMISSION ACTION AGENDA- FEBRUARY 26, 2001 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. APPROVE SIDE LE.,ER AGREEMENT WITH TUSTIN /IUNICIPAL EMPLOYEES ASSOCIATION Recommendation' Approve the Side Letter Agreement between the City of Tustin and the Tustin Municipal Employees Association (TMEA) authorizing provisions for an agency shop for the general employees representation unit as recommended by the Director of Human Resources. ORDINANCE NO. 1234- AMENDING TERMS OF OFFICE OF THE MEMBERS OF THE AUDIT COMMITTEE Ordinance No. 1234 had first reading by title only and introduction at the February 20, 2001 City Council meeting. Recommendation by the Office of the City Clerk' o Have second reading by title only of Ordinance No. 1234. . OTHER BUSINESS - City Manager, City Attorney, City Council COMMITTEE REPORTS- City Council ADJOURNMENT - The City Council has scheduled a Goal Setting Workshop on Monday, March 19, 2001, at 5'00 p.m. in the Clifton C. Miller Community Center at 300 Centennial Way; and the next regular meeting of the City Council is scheduled for Monday, March 19, 2001, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
