HUSTON, CiTY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION RESOLUTION OF SUPPORT FOR THE "NO BUILD" ALTERNATIVE OF THE OCTA CENTERLINE PROJECT Il I l[ I Il I II t I I Il Il SUMMARY Adoption of Resolution 01-23 will formalize the City Council's support for the "no-build" alternative identified in the Orange County Transportation Authority (OCTA) CenterLine Project Supplemental Draft Environmental Impact Statement/Revised Draft Environmental Impact Report (SDEIS/RDEIR). RECOMMENDATION It is recommended that the City Council adopt Resolution 01-23 supporting the "no-build" alternative identified in the OCTA CenterLine Project SDEIS/RDEIR. FISCAL IMPACT There is no fiscal impact to the City at this time. BACKGROUND In September 1999, OCTA released a Draft Environmental Impact Statement/Draft Environmental Impact Report (DEIS/DEIR) proposing a major transportation system improvement within the central portion of Orange County known as the CenterLine Project. The project would construct a 28-mile light rail transit system between the City of Fullerton on the north, extending south through the Cities of Anaheim, Orange, Santa Ana, Costa Mesa, then east through the City of Ir vine. During the comment period for the September 1999 DEIS/DEIR, OCTA received more than 2000 comments and the project was rejected by the core Cities of Anaheim, Orange and Santa Aha as well as the 1998-99 Orange County Grand Jury. OCTA has since revised the CenterLine Project based upon input received during the previous comment period and is currently circulating the SDEIS/RDEIR for public comments. DISCUSSION The SDEIS/RDEIR evaluates seven build alternatives including the Staff Recommended Alternative, the irvine Alignment Alternative, the Elevated Alternative, and four Minimum Operable Segment Alternatives. Ail of the alternatives are projected to cost more than $60,000,000.00 per mile to construct. This project will consume the majority of state transportation funds available for Orange County for the next 15-years. This means that other roadway funds may not be available to provide local roadway improvements to relieve congestion and bottlenecks. This amounts to only 1% of traffic forecasted for the County in 2020. Transportation Cer,:er j AcTivity/Employment Center 0 1 2 5 M!ies ")'3 RESOLUTION NO. 01-23 12 16 l? 19 2O 22 25 26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, SUPPORTING THE "NO-BUILD" ALTERNATIVE IDENTIFIED IN THE SUPPLEMENTAL DRAFT ENVIRONMENTAL IMPACT STATEMENT/REVISED DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE OCTA CENTERLINE PROJECT WHEREAS, the Orange County Transportation Authority proposes to build a 28-mile light rail transit system identified as the CenterLine Project, and is currently circulating a Supplemental Draft Environmental Impact Statement/Revised Draft Environmental Impact Report (SDEIS/RDEIR); and WHEREAS, the CenterLine Project is expected to cost $1,960,000,000.00, thereby utilizing a substantial share of local transportation funds that could be used for other, more cost-effective transportation improvements; and WHEREAS, the CenterLine Project will not noticeably reduce traffic congestion or air pollution, and may extend travel times and travel expenses: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin supports the "no-build" alternative for the CenterLine Project identified in the SDEIS/RDEIR PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 5th day of March 2001.
