HUSTON, CITY MANAGER FROM' POLICE DEPARTMENT SUBJECT: SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF) SUMMARY: In 1996 AB 3229 established the Citizen's Option for Public Safety (COPS) and required a special fund be established for these funds. The initial allocation of funds was approved to fund the Gang Unit. Since that time, subsequent SLESF funds have continued the funding of th'e Gang Unit. In addition to the special fund, the Bill requires a public hearing. It further requires the funds be used for front-line law enforcement services including equipment, anti-gang and community .crime prevention, programs. RECOMMENDATION: 1. Open and close a Public Hearing. . Authorize usage of the funds as recommended by the Police Department. FISCAL IMPACT: $148,189.18 in revenue BACKGROUND' Since its inception, the COPS/SLESF grant programs have been used to partially fund our Gang Unit and anti-gang crime prevention programs. The Gang Unit and the Police Department anti-gang programs have been successful with a reduction of gang related crime. The Police Department is requesting subsequent funds received for fiscal year 2000/2001 in the amount of $148,189.18 be used to continue on-going community crime prevention programs focusing on anti-gang activities. This would include the partial funding of the Police Department's Gang Unit consisting of one Sergeant and three Officers. In addition, approximately $30,000 of the total to be used to develop and equip front-line law enforcement officers with "Less Than Lethal" ballistic type equipment and training. These new expenditures will further enhance the Police Departments ability to deliver safe and effective front-line police service to the community. As required, the public hearing notice was published February 8, 2001. STEVE FOSTER Chief of Police OFFICIAL PUBLIC NOTICE HEARING Notice is hereby given that the City Council, of the City of Tustin, will conduct a public hearing on February 20, 2001 at 7'00 p.m. in the Council Chambers, 300 Centennial Way, Tustin, California to consider the following: THE POLICE DEPARTME~ USE OF CITIZEN'S OPTION FOR PUBLIC SAFE~ (COPS) PROGRAM SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF) FOR 2000-2001 TO CONTINUE FUNDING OF GANG SUPPRESION UNIT AND TO DEVELOP LESS THAN LETHAL STRATEGIES. The SLEF grant program has been used to partially fund the Departments Gang Unit since it's inception. The gang unit has been directly responsible for a substantial reduction of gang related crime in the City. The developmem of"Less Than Lethal" strategies will enhance the department's ability to deliver safe and alternative methods of police service to the community.
