HUSTON, CITY MANAGER PARKS AND RECREATION SERVICES APPROVAL OF REVISED PLANS & SPECIFICATIONS AND AUTHORIZATION TO RE-ADVERTISE FOR BIDS FOR TUSTIN SPORTS PARK BALLFIELD RENOVATION SUMMARY: At the City' Council Meeting on December 18, 2000 Plans & Specifications and Authorization to Advertise for Bid for the Tustin Sports Bailfield Renovation were approved. Due to the fact that the lowest bid significantly exceeded the estimate for the work, the Parks & Recreation Department, on the recommendation of the City Attorney, is requesting that the City Council reject all bids and re-advertise and re-bid the project with a reduced scope of work. The project includes renovation and grading of three baseball fields, with the addition of soil amendments, removal of turf and replacement with sod at the skinned area line. RECOMMENDATION: The City Council reject all bids and adopt the attached Resolution No. 01-16 approving revised plans and specifications for renovation of baseball fields at Tustin Sports Park, and authorizing the City Clerk to re-advertise for bids FISCAL IMPACT: Funding for the renovation is being provided through the Restricted Capital Maintenance Fund (50-000-2604/9115). Total estimated cost from the funds (RCMF) collected from the Cell Site Lease revenue is $33,000. BACKGROUND: The work to be performed is at the Tustin Sports Park located at 12850 Robinson Drive. The bailfields have not been renovated since the park was completed in 1995. The scope of work includes renovation and grading of three baseball fields, with the addition of soil amendments, and removal of turf and replacement with sod at the skinned area line. At the City Council Meeting on December 18, 2000 Plans & Specifications and Authorization to Advertise for Bid for the Tustin Sports Ballfield Renovation were approved. The bid opening was held on January 22, 2001 at which time the City received three bids: (1) Mariposa Horticultural at $41,248; (2) Sunrise Landscape at $44,397.12; and (3) American Restoration and Construction at $123,800. A fourth bid from Premiere Construction was submitted late and therefore was ineligible for consideration. The estimated cost for the project was $25,000-$33,000. Due to the fact that the lowest responsible bidder significantly exceeded the project budget, the Parks & Recreation Department is requesting that the City Council reject all bids and re-advertise the project with a reduced scope of work. SUMMARY: The City Council at its discretion may vote to reject all the bids received for the renovation of the Tustin Sports Park ball fields. Parks and Recreation staff are recommending that the City Council approve revised plans and specifications and authorize re-advertisement of the project. All of those firms that responded to the previous advertisement for bids will receive revised plans and specifications for re-bid. In addition legal advertisements will be placed in the local paper on February 28, 2001 and again on Maroh 7, 2001. WHEREAS, it is the intention of the City of Tustin to renovate the ballfields at Tustin Sports Park; and WHEREAS, the Parks and Recreation Services Department has presented revised plans and specifications for the construction of said works; and NOW, THEREFORE, BE IT RESOLVED that the revised plans and specifications presented by the · Parks and Recreation Services Department are hereby approved as the plans and specifications for; Tustin Sports Park Ballfield Renovation; BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt and sealed bids or proposals for the completion of work specified in the aforesaid plans and specifications; 2O 2.!
