HUSTON, CITY MANAGER FROM: POLICE DEPARTMENT SUBJECT: EXTENSION OF AMBULANCE SERVICE CONTRACT-RECOMMENDATIONS I I I II I Ill Il I _ I I Il I I Il I Il .o SUMMARY Under a contract administered by the Orange County Fire Authority (OCFA), effective July 1, 1998, Doctor's Ambulance Service was selected as the Ambulance Service Provider for the City of Tustin, which is Ambulance Service Area 23. The length of the contract was 3 years, with one extension of 1 to 3 years permissible. RECOMMENDATION Extend the contract ambulance service contract for the CitY of Tustin (Ambulance Service Area 23), with Doctor's Ambulance Service effective July 1, 2001, for July 1, 2001, for a period of three (3) years, to expire June 30, 2004.. FISCAL IMPACT None due to the extension. separate process. Rates are periodically reviewed and modified by the OCFA under BACKROUND Although the contract is administered by OCFA, the City retains the authority to select and/or extend the ambulance service contract. OCFA has submitted performance records on Doctor's Ambulance Service for the period of April 1999 through September 2000. Review of those records reveals the contractor has met or exceeded all service delivery parameters. William A. This Agreement is due to expire on June 30, 2001. We have taken great pride in being the primary ambulance provider for the .City of Tustin and wish to solicit your approval of the allowable three (3) year extenSion of this Agreement based on the Special Provisions of the Orange County Fire Auth0rity's (OCFA) Request for Proposal (RFP). For your reference, that Special Provision (OCFA RFP Section 6 - Item 3) states: Contract Extension - Prior to the end of the proposed Agreement, the Contractor may be granted a single extension of 1 'to 3 years upon the following conditions: · The Contractor prOvides written notice to the County or Ci~ and Fire Authority, no sooner than 9 months and no later than 6 months prior to the expiration of the proposed Agreement of its desire to obtain an extension, lhe notice should include the number of years that the Contractor is requesting. · The Contractor provides written verification that its services rendered to date have been' consistently above the requirements as set forth in this RFP, the Contractors response to this ~F? and the proposed Agreement. Provided these conditions are met, the Fire Authority staff will prepare 1) a review of performance, 2) an impact analysis of granting the extension, and 3) a recommendation for action. The City Staff will then review the extension request and make a recommendation to the Council as to whether an extension should be granted and for what duration (i.e., 1, 2 or 3 years) as set forth in the-RFP. This decision shall be at the sole discretion of the City Council and shall be final. An aggressive equipment maintenance schedule 'and timely vehicle replacement result in 100% readiness and minimal downtimel We recently upgraded our Computer Assisted Dispatch (CAD) system to a new CAD system that will further enhance our outstanding response times. Furthermore, our Critical Care Transport Director is a Registered ~urse instructor who maintains our high skill levels by providing continuing £ducation Courses and C~PR certification for our Critical Care Transport team and our EMTs. Doctor's Ambulance Service believes that its municipal responsibility goes beyond emergency medical transportation. During our term of service we have consistently demonstrated this as proud sponsors and participants of many Tustin Community events. You will find a listing of those events on the attached enclosure. I am writing to tell you how nice your people were. The two EMTs'were Kelly Vanderbeek and Connie LaCross. They responded quickly, were very professional, smiled, had good senses of humor, and got me quickly and carefully to the emergency room. Kelly explained everything that was going on as we drove to the hospital, and explained What would happen when we got to the emergency room. In short, there are few things worse than being injured and finding yourself helpless. It sure was nice to have two competen.t professionals there to help. It mtns out that I had a bad shoulder sprain, but nothing broken. I've gone from being unable to move my arm last Friday to being able to raise my arm over my head yesterday. It's hard to ask for more than a speedy recovery, and it appears that I'm on my way to one. Please extend my thanks to Kelly and Connie.
