Adopt Resolution No. 01-07 amending the City's ClasSification and Compensation Plans
as follows:

Adopt new classification specifications and corresponding salary ranges for
the positions titled Payroll Specialist, Information Technology Specialist,
Senior Information Technology Specialist, .and'Administrative Services
Manager.
Increase the City's classification plan by one position allocation, and
Increase the salaries for the part-time un-represented classifications of
Recreation Aide, Recreation Leader, Recreation Program Assistant/Day
Camp Counselor, Sports Field Maintenance Aide and Reception. Clerk.
FISCAL IMPACT: Minimal; additional costs will be absorbed within current budget.
DISCUSSION'
New Class. Specifications and Corresponding Salary Ranges
The City has embarked upon a program to revise all of its class specifications to more
accurately reflect the duties and responsibilities of City jobs as well as outline the
essential functions of our jobs in compliance with the Americans with Disabilities Act.
The new classification entitled Payroll Specialist more clearly identifies the duties and
responsibilities of this position and differentiates the classification from the Account
Clerk classification where the payroll function is currently performed. Staff requests you
adopt the new Payroll Specialist classification with a salary range of $2686-$3265/mo.
and authorize an increase to our classification plan by one position so that we may
recruit and hire a Payroll Specialist.

The Information Technology Specialist classification is allocated within our current
classification plan. However, when the budget was adopted the position was
conceptual in nature and a class specification had not yet been created. Staff requests
you adopt the class specification for Information Technology Specialist with a salary
range of $3570-$4339/mo. so that we may recruit and hire this position. The Senior
Information Technology Specialist is also a part of this revised classification
specification and staff requests you adopt this classification with a salary range of
$4171-$5070/mo. to meet the future needs of the City; we do not intend to fill the Senior
position at this time.
The Administrative Services Manager classification was created as the result of a job
audit and more appropriately reflects the duties and responsibilities of the incumbent.
Staff is recommending this classification be adopted with a salary range of $5098-
$6197.
Part-time Un-represented Classifications and Recommended Salary Increases
Salaries for part-time un-represented positions in the City had not been reviewed for a
number of years. Based on the survey results within our ten-City survey group our
salaries for these classifications have become non-competitive; some of our part time
salaries have fallen to 23% below the median of our survey group. As such the City has
encountered some difficulty with its recruitment and retention efforts. Staff is
recommending the following increased salary ranges for these part time classifications.

All other part-time position wages are competitive and consistent with the median of our
ten-City survey group.
To ensure our part-time un-represented positions continue to be competitive, staff is
also requesting the Council authorize that in the future the salaries for these
classifications increase consistently with the positions in our general employees group
represented by Tustin Municipal Employees Association.

RESOLUTION NO. 01-07
A RESOLUTON OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION AND
COMPENSATION PLANS
WHEREAS, the City adopted a Classification Plan in 1984 by
adopting Resolution No. 84-63; and
WHEREAS, the City Council has amended the Classification Plan
when appropriate;
WHEREAS, it is now desirable to revise and update the
Classification Plan;
WHEREAS, the City now desires to provide increases in
compensation to its part-time un-represented employees as a result of a
conference with respective Department Heads, and subsequent to
recommendation of the City Manager.
NOW, THEREFORE, the City Council of the City of Tustin,
California does hereby resolve as follows:
Section 1. The Classification Plan of the City of Tustin, dated
August 20, 1984, is hereby amended to add one position allocation, adopt
the position duties and classification titles as outlined in the attached
classification specifications, and assign salary ranges as follows:
Administrative Services Manager
Information Technology Specialist
Senior Information Technology Specialist
Payroll Specialist
$5098-$6197 per month

Section 2. Salary Increase: Effective February 10, 2001, the base
salary rates and the salaries of all employees in the following

PAYROLL SPECIALIST

DEFINITION:
Under general supervision, the Payroll Specialist participates in a variety of difficult and complex
professional and analytical assignments in support of the City's payroll function including, but not limited
to, payroll administration, processing and reporting; maintenance of employee records, employee
insurance and related reconciliation; compliance with tax laws, labor contracts and other governing
documents. Prepares statistical and governmental reports as related to the City payroll; maintains leave
reports; controls accruals and calculated values of accrued leave at end of fiscal year; analyzes computer
printouts; answers payroll questions; performs related duties as required.
CLASS CHARACTERISTICS:
The Payroll Specialist is a journey level classification characterized by the requirement to possess and
regularly apply specialized and/or technical knowledge and skills in the accounting/payroll function(s).
The Payroll Specialist performs a variety of difficult, complex and responsible duties within the
accounting/payroll function; works independently and makes decisions/recommendations based upon
specialized knowledge of accounting/payroll functions and practices.
ESSENTIAL FUNCTIONS: (includes but are not limited to the fo/lowing)
These functions may not be present in all positions in multiple position classes. When a position is to be
filled, the requisite essential functions will be noted in the announcement of position availability.
Performs a variety of complex technical accounting tasks involved in the preparation and
maintenance of accounting, budgetary and fiscal records.
Inputs, reviews, balances and maintains a variety of accounting/payroll records, documents, and
journal entries. Assists management to interpret and apply various regulations and contractual
provisions including but not limited to, Family Medical Leave Act (FMLA), Americans with Disabilities
Act (ADA), Memoranda of Understanding (MOU), Consolidated Omnibus Budget Reconciliation Act
(COBRA), retroactive pay provisions, Federal and State tax and payroll regulations, deferred
compensation, Public Employees Retirement System (PERS), Internal Revenue Code 125 Plan
fringe benefit calculations, Workers' Compensation (WC), State Disability Insurance (SDI),
Unemployment Insurance (UI), and other related, programs/applications; extracts, posts, adjusts,
classifies and reconciles entries. Provides technical expertise and assistance.
Assists management to interpret complex and/or varied accounting payroll documents, regulations
and procedures and applies these to varied or difficult circumstances including making
decisions/recommendations regarding which formula or regulation should be applied.
Prepares a variety of reports including, but not limited to, PERS, deferred compensation, FLSA,
· quarterly and annual reports to the Internal Revenue Service (IRS), the Employment Development
Department (EDD), and the Franchise Tax Board, and annual reports for the Bureau of the Census.

Acts as the department liaison to coordinate accounting/payroll transactions, year-end schedules and
other related documents with internal departments and external agencies. Explains City
accounting/payroll policies and procedures to internal customers and external agencies as needed.
Prepares, processes' and edits insurance and other miscellaneous billing, payments and/or reports
for disability, terminations, retirements, deferred compensation and other related areas as needed.
Develops worksheets, manuals, listings and other accounting/payroll controls for balancing and
reconciling various reports, summaries and control figures.
Updates salary, benefit, tax and related tables, reports and schedules. Writes and/or runs payroll
and related software utilities.
Coordinates payroll schedules and other requirements with City department timekeepers including
proofing time entry report, printing and distributing checks and processing, verifying and transmitting
direct deposits.
Responds to payroll verification requests and subpoenas involving employee payroll records.
Prepares memos and letters for both internal and external correspondence.
Researches, analyzes and makes recommendations to management regarding payroll policies and
practices.
Cross-trains other personnel in areas of responsibility.

WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,
squatting, and stooping in the performance of daily activities. The position also requires grasping,
repetitive hand movement and fine coordination in preparing statistical reports and data using a computer
keyboard. Additionally, the position requires near vision in reading correspondence, statistical data on
the computer. Acute hearing is required when providing telephone service and communicating in person.
The need to lift, drag and push files, computer reports or other materials weighing up to 10 pounds also is
required.
QUALII~lCATION GUIDELINES: (The following are minimal qualifications necessary for entry into the
classification)
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for acceptable job performance. Example combinations include:
High school diploma or equivalent and a minimum of three years of increasingly responsible
accounting experience including one year of direct payroll experience. One year of related
college level coursework may be substituted for one year of work experience. College level
coursework in accounting is highly desirable. Bilingual helpful but not required.

SENIOR INFORMATION TECHNOLOGY SPECIALIST
Class specifications are only intended to present a descriptive summary of the range oil duties and responsibilities

DEFINITION:
Under general supervision (Specialist) or direction (Senior Specialist) administers data processing
activities on a large local area network and/or for major applications; provides technical support, training,
and direction to City personnel utilizing computer and telecommunications equipment, peripheral devices,
and applications; installs, tests and resolves problems with computer hardware and software; assists with
and/or manages hardware, systems, and software and related applications; performs related duties as
required.
CLASS CHARACTERISTICS:
The Information Technology Specialist provides technical assistance to employees using data processing
systems focusing on the computer, telecommunications and related equipment and specialized software
applications of their assigned functions/departments. Incumbents are more involved with the use of both
software and hardware than systems design, needs, and implementation. Incumbents utilize technical
assistance from vendors and other data processing professionals. Positions in this class support large
groups of users, many different applications, frequently on different platforms.
The Senior Information Technology Specialist is a journey level classification requiring significant
knowledge of data processing systems and methods. The incumbent oversees data processing
activities, identifies and evaluates changes and additions to computer systems, and provides technical
support to City employees focusing on information systems needs, computer and telecommunications
equipment and specialized software applications; works with minimal technical support from vendors
and/or other positions and has more frequent contact with outside vendors of specialized software related
to overall system needs, design, and implementation of applications.
The Senior Information Technology Specialist is distinguished from the Information Technology Specialist
by the Senior Specialist's responsibility for the supervision of staff and/or the coordination of projects,
programs and/or workloads of other staff. The Senior Information Technology Specialist works
independently on assignments with limited direction; assignments may result in compilation of data for a
report and/or recommendations for action by management whereas the Information Technology
Specialist receives more direction on projects and assignments tend to be more routine and limited in
scope.

Senior Data Processing Specialist
· Identifies and evaluates complex network and/or user problems; researches, identifies and obtains
appropriate resources for resolution of complex problems; corrects routine problems by making minor
repairs to computer equipment and/or entering specialized commands or data into systems;
determines and contacts appropriate resources for additional assistance; provides emergency
response to system problems.
Instructs computer system users in the use of computer equipment and of computer applications;
answers questions and resolves problems related to the methods and procedures for utilizing
Computer applications.
Manages installation of new hardware/software; installs, tests, upgrades and monitors the operation
of computer hardware and software; configures hardware and software for individual, department
and/or Citywide needs.
Evaluates needs for new and revised systems; identifies possible improvements in information and
telecommunication systems; makes recommendations for purchase of new information and/or
telecommunications systems equipment and software; negotiates with vendors for services and
products; oversees the work of vendors.
Designs and programs computerized databases using commercial database software, spreadsheets,
and other programs; designs, writes and test macros to assist staff in performing complex repetitive
data processing tasks; writes report generation programs and data entry routines using fourth
generation languages.
Serves as LAN administrator and/or computer access security officer; establishes procedures and
backs up data stored in computers; directs and assists staff in maintaining efficient operation of
LANs.
Maintains various records and documentation for computer systems including, but not limited to
inventories of software licenses and network and other computer related equipment and location
maps to workstations and hub connections.
Conducts on-the-job training to uses; provides classroom instruction to staff including .developing
course outlines, curricula and materials needed..

WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,

squatting, and stooping in the performance of daily activities; installation work involves moderate physical
exertion including occasional climbing, working on ladders and/or uneven surfaces. The position also
requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and
data using a computer keyboard. Acute hearing is required when providing telephone service and
communicating in person and near vision is required in reading correspondence, statistical data, and in
setup and/or repair of computers and related equipment. The need to lift, carry, drag and push files,
computer reports or other materials weighing up to 60 pounds and/or utilize a hand truck or dolly is also is
required. Incumbent(s) must have the stamina to work long hours and overtime, if assigned, and be
willing to work an irregular schedule which may include weekends, holidays, evenings and/or varying
shifts.
QUALIFICATION GUIDELINES: (The following are minimal quafifications necessary for entry into the
classification)
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for acceptable job performance. Example combinations include:
Graduation from High School or GED and completion of training in the general principles of
computerized data processing and the principles and methods of computer programming and the
use of computer applications AND EITHER two years of education in computer science or
management information systems from an accredited college or two years of experience assisting
others in the use of computer equipment for office applications including applications on a LAN and
WAN as well as LAN/WAN administration or similar responsibilities, or, two years of experience
performing basic applications systems design and programming work. The Senior Specialist
requires the equivalent of an Associates Degree in computer science or management information
systems from an accredited college AND two years of increasingly responsible experience
assisting others in the use of computer equipment for office applications including applications on a
LAN or WAN as well as LAN/WAN administration or similar responsibilities.
KNOWLEDGE/ABILITIES/SKILLS: (The foflowing are a representative sample of the KAS's necessary

Knowledge of:
Principals, practices, and functions of installation and operation of computers and related
equipment, software, LAN's, WAN's, computer concepts and specifics relating to the use,.

financial record keeping and records management; a variety of operating systems, including
Microsoft NT and UNIX, and related software used by the City; general principles of computer
systems analysis.

In addition, the Senior Specialist must also have the ability to plan, organize, and carry out
studies and analysis; prepare clear, complete, and technically accurate reports correspondence,

situations and take effective action; speak before groups, organizations, regulatory bodies and at

CLASS CHARACTERISTICS:
The Administrative Services Manager is a management classification exercising functional supervision
over assigned Public Works Department projects, programs and/or administrative areas. The
Administrative Services Manager works independently on assignments with limited direction; conducts
complex and significant analyses, develops and monitors budgets, prepares comprehensive .reports,
negotiates and administers contracts and independently develops, administers and/or manages City-wide
programs and projects; supervises, coordinates and directly oversees the work of assigned staff.

Develops, modifies and maintains the City's Emergency Preparedness Program; directs citywide
emergency preparedness training; coordinates with other departments to plan for citywide response
during major emergency.
· Researches, recommends, coordinate and participate in the preparation and administration of grants.
Responds to inquiries from City Council, various outside agencies and the general public regarding
customer service and Public Works issues; responds to and resolves difficult and sensitive inquiries
and complaints.
Coordinates staff workload and training; manages and evaluates assigned staff; works with
employees to correct deficiencies and increase department productivity.
Maintains advanced knowledge of public administration, organization and management principles
and practices; municipal fiscal policy, financing and procedures; applicable ordinances, laws and
regulations; and advanced research techniques and information source.
WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,
squatting, and stooping in the performance of daily activities. The position also requires grasping,
repetitive hand movement and fine coordination in preparing statistical reports and data using a computer
keyboard. Additionally, the position requires near vision in reading correspondence, statistical data on the
computer. Acute hearing is required when providing telephone service and communicating in person.
The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is
required.

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for acceptable job performance. Example combinations include:
Graduation with a bachelor's degree from an accredited college or University preferably with a
major in public administration or a closely related field and at least five years of progressively
responsible professional experience within a municipal agency that includes performing
administrative analysis, establishment and maintenance of procedures and systems, and
supervisory responsibility.
