HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - TRAFFIC SIGNAL INSTALLATION AT PIONEER ROAD AND PIONEER WAY (CIP NO. 4060) II IIII II I I III III II I I IIIII II III I I SUMMARY This project provides for the installation of a traffic signal at Pioneer Road and Pioneer Way. The traffic signal will alleviate some of the traffic congestion experienced during the weekday peak hours. Design is complete and the plans and specifications are now ready for public bidding. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 01-11 approving plans and specifications for the traffic signal installation at the intersection of Pioneer Road and Pioneer Way, and authorizing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's estimate for this project is $131,420.00 and will be funded through the City's FY 2000/2001 Capital Improvement Program (ClP) budget and a developer contribution, which was a condition of approval for Tentative Tract Map No. 14396. BACKGROUND AND DISCUSSION The approval of Tentative Tract Map No. 14396 included a condition that required the developer to contribute $75,000.00 for the design and construction of a traffic signal at the intersection of Pioneer Road and Pioneer Way. The intersection is currently controlled with ail-way stop signs. The traffic study for the tentative tract map project indicated that a traffic signal was needed at this location to assign right-of-way, particularly in the weekday A.M. and P.M. peak hours. The traffic study also identified the developer's fair share contribution of the signal costs. With the opening of Pioneer Middle School located at the southwest corner of Pioneer Road and Pioneer Way and the Progression of development of the residential tract at the north end of Pioneer Road, significant traffic congestion has been observed at the subject intersection. Recent traffic count data and input from the Tustin Police Department has determined the need for the timely construction of this signal. Traffic Signal Installation at Pioneer Road and Pioneer Way (CIP No. 4060) February 5, 2001 Page 2 , The traffic signal has been designed with protected/permissive left-turn phasing to provide off- peak hour convenience for drivers in this area. The signal will also provide a separate walk phase in all directions for pedestrian use during the daily school starting and ending times. The traffic signal includes a preemption device to provide for emergency access for the'Fire Station located at the southeast corner of this intersection. The construction work will include all labor, materials, tools, equipment, and incidentals for the subject project as detailed on the plans and specifications for this project. Anderson Senior Project Manager-Transportation ';1 t_5 ~S o0 21 27 RESOLUTION NO. 01-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, APPROVING PLANS AND SPECIFICATIONS FOR TRAFFIC SIGNAL INSTALLATION AT PIONEER ROAD AND PIONEER WAY (CIP NO. 4060) WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of a traffic signal installation at Pioneer Road and Pioneer Way; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said works; and NOW, THEREFORE, BE IT RESOLVED that the planS and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Traffic Signal Installation at Pioneer Road and Pioneer Way (CIP No. 4060) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise, as required by law, for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications; and BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act: Pursuant to Section 15303, Class 3.
