HUSTON, CITY MANAGER FROM' PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR ANNUAL MAJOR MAINTENANCE PROJECT, 2000/2001 FY (CIP NO.'7001) I I I II I I I II I L I I I I SUMMARY Bids for this project have been received and a construction contract is ready to be awarded. The project will provide pavement rehabilitation of various City streets, as identified in the Citywide Pavement Management System (PMS). RECOMMENDATION It is recommended that the City Council take the following actions: 1. Declare the bid from Roy Allan Slurry Seal, Santa Fe Spring, CA as non-responsive for failure to'provide the contractor's license required by the specifications; 2. Award the construction contract for the Annual Major Maintenance Project, 2000/2001 FY (CIP NO. 7001) to All American Asphalt, Corona, CA., the responsive Iow bidder, in the amount of $588,588.58, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT 'Sufficient funds are available from the following four sources: the Annual Major Maintenance Account No. 7001 ($565,000), the Street and Alley Repair Budget Account No. 01-403-6245 ($60,000), the City of Santa Ana ($28,000), and the County of Orange ($32,000). COntingencies and incidental costs associated with construction will be paid from the remaining funds in the Annual Major Maintenance Account. The project provides for repair of some streets that have common boundaries with the City of Santa Ana and the County of Orange and these agencies will reimburse the City of Tustin for their proportionate share of the work. The apparent responsive Iow bid is 18.53% higher than the engineer's estimate of $496,556.58. The unit prices used in the engineer's estimate were averages based on data taken from similar projects completed last year. The increase of oil and energy prices when considered in conjunction with the current economy account for the resulting higher bids. Re-bidding this project in an effort to obtain lower bids was considered. However, with no change anticipated in the current economic environment it is very likely that bids would come in as high or possibly higher than the current Iow bid. Additionally, this project is part of the City's Annual Measure "M" Maintenance of Effort (MOE) requirements for the continuance of Measure "M" Funding and there is not sufficient time to re-bid the project and still .meet the MOE requirements to expend the funds by June 30, 2001'. Award Of Contract For Annual Major Maintenance Project, 2000/2001 FY (CIP No. 7001) February 5, 2001 Page 2 BACKGROUND The Annual Maintenance Project FY 2000/2001 consists of alley reconstruction, asphalt concrete repair/overlay, crack routing and sealing, slurry seal, and traffic striping and markings at various locations throughout the City. This year's project includes various streets in two sectors of the City. One sector lies within the area bounded by SR-55, Irvine Boulevard, Red Hill Avenue and I-5 Freeway. The second sector lies within the area bounded by Browning Avenue and Red Hill Avenue and between Irvine Boulevard and the I-5 Freeway as shown on the attached location maps. These sectors of the City are in the current phase of the maintenance cycle recommended for implementation by the City's Pavement Management System (PMS). Due to deteriorating pavement conditions the reconstruction of the alley between Orange Street and Newport Avenue, just south of San Juan Street is also included in this project: Five bids were received on January 9, 2001. The lowest bidder was deemed non-responsive for failure to provide the license required by the specifications. The result of the bidding is as follows' 1. Pavement Coating, Cypress ............................................................... $639,832.12 The references and the Contractor's State License for All American Asphalt have been checked and are appropriate for the subject project. Currently All American Asphalt is performing works for the City of Tustin under the Street and Alley Repair Program. Tim D.
