AWARD OF CONTRACT FOR THE CONSTRUCTION OF MAIN STREET
WATER FACILITIES IMPROVEMENTS (CIP Nos. 6103 and 6108)
SUMMARY
Award of this contract will provide for demolition of the existing buildings and construction of a new
2.2 million gallon buried concrete reservoir, booster pump station, chlorination facilities, equipping
of Well No. 4, emergency generator, electrical, instrumentation and control equipment. New site
buildings and amenities, including a fountain, benches, raised planters, brick pavers and.
decorative concrete will be constructed to match the architectural character of the Downtown
Historic District. The project also includes the construction of two public parking lots, one of which
is to be constructed on top of the below grade 2.2 million-gallon reservoir. Sidewalks, curbs and
gutters aroUnd the entire site will be reconstructed. The water facilities will be secured from the
public areas with the construction of decorative walls and gates.
RECOMMENDATION
It is recommended that the City Council award the construction contract'for the Main Street Water
Facilities Improvements to SSC Construction, Inc. of Corona, California in the amount of
$6,216,641.00 and authorize the Mayor and City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
With contingencies, construction management, inspection and other engineering services, the
total cost of this project is $7,454,340. The mid-year budget will appropriate .funds that were
programmed for FY 01/02 in addition to funds currently budgeted.

BACKGROUND
Bids for the Main Street Water Facilities Improvements were opened on December 19, 2000.
There were six (6) bids received and the results are as follows-

The Iow bid for the project is approximately 5.5% below the engineer's estimate of $6,580,500.
The references and State Contractor's License for SSC Construction, Inc., have been checked
and are appropriate for this project.
The project was budgeted as a Water Capital Improvement Program Project within the current
Fiscal Year. Although this project is budgeted as two separate projects, CIP No. 6103 and CIP
No. 6108, it is being awarded as one. This project will complete the construction of the Wellhead
Facilities for the new on-site well (CIP No. 6103) that was drilled during FY 99/00.
The construction of the Main Street Facilities Improvements is a key project in the overall Water
Capital Improvement Program. This site is the major water production center for the entire City
system. Groundwater produced and treated at the site is stored and then pumped into the
distribution, system to provide water Citywide.
