HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION FOR THE STATE TO PURCHASE FURNITURE FOR WATER SERVICES I I I SUMMARY The relocation of the Public Works Water Services Division to a modular structure at the Field Services Yard necessitates the acquisition of compatible ergonomic furniture. Staff is recommending that the City Council approve Resolution 01-13 authorizing the General Services Department of the State of California to purchase office' furniture for the Public Works Water Services Division on behalf of the City. RECOMMENDATION It is recommended that the City Council approve Resolution 01-13 authorizing the City to purchase office furniture for the Public Works Department through the State of California General Services Department furniture contract for Steelcase furniture. FISCAL IMPACT Acquisition of furniture has been previously appropriated and is available in the Capital Improvement Budget, Project #6143, Maintenance Yard Remodel. BACKGROUND The construction of the City's new Main Street Reservoir has necessitated the relocation of the Water Services offices from 235 Main Street to the Field Services Maintenance Yard at 1472 Service Road by approximately April 1st. A modular structure is being acquired via a "piggyback" provision on a Tustin Unified School District contract With GE Capital. The existing water services furniture will not Physically fit in the new modular structure and is in' relatively poor condition. Staff proposes to acquire new ergonomic furniture for the new office. Staff has investigated the acquisition of this furniture that the furniture could not reasonably be acquired at a price less than the State contract rate. City Code section 1624c states the following' "When In the opinion of the purchasing agent supplies, materials or equipment can be. more efficiently or more cheaply obtained if acquired on behalf of the City by the State of California Department of General Services...the purchasing agent shall .so advise the City Council. Acquisition of any such supplies, materials or equipment by the State of California Department of General Services...may be authorized by resolution of the City Council." Staff now requests the City Council to authorize this acquisition through .the State contract for Steelcase furniture by approving Resolution 01-13. Tim D. Serlet Director of Public Works/City Engineer S:\City Council Items\01 City Council Items\Water Services Furniture Acquisition.doc l0 !5 16 17 18 19 20 26 RESOLUTION NO. 01-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS. WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the City to purchase equipment through the State of California General Services Department if it can be acquired more cheaply or efficiently by the state; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the City, through the State of California Department of General Services furniture contract for Steelcase product, to purchase various furnishings pursuant to Section 10324 of the California Public Contract code and that Mr. William A. Huston, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
