CALL TO ORDER ROLL CALL PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). CLOSED SESSION - The City Council shall convene in Closed Session to confer with the City Attorney pursuant to Government Code Section 54956.9 (b)(2)(A) significant exposure to litigation (3 cases) and 54956.9 (b)(2)(C) to consider the claims of Laurie Bush and Arthur Larry Davis. The claims may be reviewed in the City Clerk's Office. GENERAL PLAN AMENDMENT General Plan Amendment (GPA) 00-001 is a proposal to amend all current Elements of the Tustin General Plan related to the former Marine Corps Air Station Tustin site and a privately owned four acre parcel in the vicinity of Harvard Avenue and Edinger Avenue owned by The irvine Company. Recommendation by the Redevelopment Agency Staff: . Recommendation: Continue this item to the February 5, 2001 Council meeting as recommended by the Community Development Department' 3. TENTATIVE PARCEL MAP 2000-219 Tentative Parcel Map 2000-219 is a request to combine three parcels at 12569 Newport Avenue into two parcels for the purpose of developing two medical/general office buildings previously approved under Design Review 98-036. On January 8, 2001, the Planning Commission recommended that the City Council approve Tentative Parcel Map 2000-219 with conditions to ensure compliance with the Subdivision Map Act. (Owners/Applicants: Dr. Steven Shepherd and Steve McKinlay) Recommendation: Adopt the following Resolution No. 01-03 approving Tentative Parcel Map 2000-219 as recommended by the Community Development Department: RESOLUTION NO. 01-03- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP 2000-219 TO COMBINE THE THREE EXISTING LOTS TOTALING 30,636 SQUARE FEET LOCATED AT 12569 NEWPORT AVENUE INTO TWO LOTS OF 12,398 AND 18,238 SQUARE FEET FOR THE PURPOSE OF DEVELOPING TWO MEDICAL/GENERAL OFFICE BUILDINGS CONSENT CALENDAR (ITEMS 4 THROUGH 13 )' All matters listed under Consent Calendar are considered routine 'and Will be enacted by one motion. DECLARATION OF SURPLUS EQUIPMENT Recommendation' Declare equipment as surplus and not required for public use, in accordance with the Tustin City Code, Section 1626 and authorize the Public Works Department to sell the equipment at public auction as recommended by the Public Works Department/Engineering Division. CONSULTANT SERVICES AGREEMENT FOR RIGHT OF WAY APPRAISAL SERVICES FOR IRVINE BOULEVARD/NEWPORT AVENUE INTERSECTION ENHANCEMENT PROJECT (ClP NO. 7118) Recommendation' Approve the Consultant Services Agreement with The Reliance Group to prepare an appraisal report for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (ClP No. 7118) for a not-to-exceed fee of $31,100.00' and authorize execution of the Consultant Services Agreement by the MaYor and City Clerk, subject to approval by the City Attorney as recommended by the Public Works Depa .rtment/Engineering Division. RESOLUTION NO. 01-01 -A RESOLUTION OF THE CITY COUNCIL 'OF THE CITY OF TUSTIN, CALIFORNIA, REAPPOINTING GEORGE W. JEFFRIES AS CiTY TREASURER FOR CALENDAR YEAR 2001 ' Recommendation' Adopt Resolution No. 01-01 and authorize the Mayor to execute Amendment'No. 3 to the Agreement for the Services of George W. Jeffries, CCMT as recommended by the Finance Director. ANNUAL REVIEW AND ADOPTION OF THE INVESTMENT POLICY Recommendation: Continue delegation of Investment Policy to G.W. ORDINANCE NO. 1228-COX COMMUNICATIONS FRANCHISE RENEWAL Ordinance No. 1228 had first reading by title only and introduction at the January 2, 2001 Council meeting. Recommendation by the Office of the City Clerk: Have second reading by title only and adoption of the following Ordinance No. 1228 (roll call vote): ORDINANCE NO. 1228- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RENEWING A FRANCHISE FOR A CABLE TELEVISION SYSTEM GRANTED TO COXCOM, INC., DBA COX COMMUNICATIONS ORANGE COUNTY 15. ORDINANCE REGARDING THE TERMS AND APPOINTMENT OF PLANNING COMMISSIONERS AND PARKS AND RECREATION COMMISSIONERS Pursuant to the City Council's request, staff has drafted an ordinance amending the provisions of the Tustin City Code pertaining to the appointment and terms of Planning Commissioners and Parks and Recreation Commissioners. The goal of the amendment ยท is to more closely align the terms of the Commissioners to the terms Of the City Councilmembers. In the event the Council wants to change the method of selection or delete existing provisions regarding resignation in the event a Commissioner files for elective office, staff has proposed language for these amendments. Recommendation by the City Attorney: Introduce an ordinance 1) amending the terms of current Commissioners; 2) changing the method of selection; 3) deleting language requiring Commissioners to resign if they file for elective office.
