PROCLAMATION - None PUBLIC INPUT Stated that Tustin Pride was conducting a Christmas tree recycling program at Columbus Tustin Gym on January 6 and 7, 2001. Complained about AT&T cable service. CLOSED SESSION -At 6:00 p.m. Mayor Worley opened the Public Input. There were no members in the audience and the Public Input was closed. Mayor Wodey announced the City Council would' convene in Closed Session to confer with the City Attomey pursuant to Government Code Section 54956.9(b)(I)(A), significant exposure to litigation (two cases). APPROVAL OF MINUTES - DECEMBER 18, 2000 SPECIAL AND REGULAR MEETINGS Recommendation: Approve the City Council Minutes of December 18, 2000. ,, APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation' Approve Demands in the amount of $2,210,401.60 and ratify Payroll in the amount of $424,631.92. . CONTRACT AMENDMENT FOR CUSTODIAL SERVICES WITH PACIFIC BUILDING CARE Recommendation' Approve the second amendment to the Contract Agreement with Pacific Building Care for custodial services, subject to the City Attorney's approval as recommended by the' Public Works Department/Field Services Division. Motion carried 4-0, Thomas absent. MISS TUSTIN SCHOLARSHIP PAGEANT It was moved by Worley, seconded by Bone, to authorize a contribution of $2,500.00 to the Miss Tustin Scholarship Pageant fund. Motion carried 4-0, Thomas absent. RENEWAL OF A CABLE TELEVISION FRANCHISE WITH COX COMMUNICATIONS, INC. Joe .Meyers, Senior Management Analyst, stated ordinance should be corrected to reflect the following' the The franchise commencement date should read February 16, 2001, with the expiration date to read February 17, 2011. It was moved by Doyle, seconded by-Kawashima, to approve the renewal of the cable television franchise for Cox Communications, Ir~c.', corrected as follows: commencement date of February 16, 2001 and expiration date of February 17, 2011; and introduce and have first reading by title only of Ordinance No. 1228. Motion carried 4-0, Thomas absent. Pamela Stoker, City Clerk, read the following Ordinance No.' 1228 by title only: ORDINANCE NO. 1228- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RENEWING A FRANCHISE FOR A CABLE TELEVISION SYSTEM GRANTED TO COXCOM, INC., DBA COX COMMUNICATIONS ORANGE COUNTY PUBLIC INPUT- None Minutes- City Council January 2, 2001 - Page 3 OTHER BUSINESS HOLIDAYS Councilmember Doyle stated he hoped everyone had a nice Christmas and New Year holiday. DONATIONS TO TUSTIN HOSPITAL Councilmember Doyle thanked various individuals and businesses for donating presents to children at Tustin Hospital. UTILITY ISSUES Councilmember Doyle requested that a Gas Company representative be at the January 16, 2001 Council meeting to discuss rate increases; and commented on various utility issues. Councilmember Kawashima stated a citizen had asked him what the City was doing to conserve electricity during the pending rolling blackouts. William Huston, City Manager, replied that no Christmas lights were. displayed outside of City Hall; staff was utilizing less office, lighting; and stated that the Tustin Landscape and Lighting Districts would be examined regarding funds available..to ..m, .eet, t.h..e increase, d.. costs and conservation. Mayor worley remarked that the Public Utilities Commission had authorized an 80% rate increase over the coming months. MCAS, TUSTIN Mayor Worley commented on a newspaper article regarding South Coast Community College's proposed Digital Innovation Center for the Arts, Science, and Technology (DICAST), its state-of-the-art high tech plan for reuse of the base; and its construction of a 1,000 bed dormitory. JOHN WAYNE AIRPORT Counciimember Bone requested staff analyze the John Wayne Airport extension settlement expiration and present the information to Council. GROUP HOMES Councilmember Bone requested agendizing information on drug rehabilitation group homes regarding how many, where they are located, and how to control the number in Tustin. Minutes- City Council January 2, 2001 - Page 4 COMMITTEE REPORTS 91 EXPRESSWAY Councilmember Bone noted that the 91 Expressway was increasing its t°ll fees. ADJOURNMENT- Mayor Worley adjourned the meeting at 7:51 p.m. The next regular meeting of the City Council was scheduled for Tuesday, January 16, 2001, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
