SUBJECT: MAJOR STREET NAMING WITHIN AND ADJACENT TO THE TUSTIN
LEGACY PROJECT
SUMMARY:
An evaluation of the renaming of streets adjacent and within Tustin Legacy has been
completed for City Council consideration.
RECOMMENDATION:
Pleasure of the City Council
FISCAL IMPACT:
In the event that the City Council wishes to rename Edinger, Valencia or Armstrong,
costs associated with modifying signage at certain intersection and freeway ramp
locations will be incurred as well as the need to provide assistance to businesses and
residences that will have to re-address their businesses or residences as identified in
the background information which follows. Total costs for the recommended street
renaming of Tustin Ranch Road to Legacy Parkway from the I-5 Freeway would be
determined by Cal Trans and since this would directly benefit the Master Developer
Legacy Park project, it is recommended that these costs be borne by Tustin Legacy
Community Partners, L.L.C.
BACKGROUND:
Several members of the Tustin City Council have recently requested that City staff
review opportunities for modifying street names of certain major and secondary arterial
roadways within and adjacent to the Tustin Legacy project including, but not limited to,
Edinger Avenue (between the SR-55 Freeway and the City's easterly boundary),
Valencia Avenue (between the SR-55 Freeway and its current terminus in the Tustin
Legacy project at Kensington Park Drive), and Armstrong Avenue (between Valencia.
and its current terminus north of Warner Avenue in the Tustin Legacy project). It was
also requested that we consult with Tustin Legacy Community Partners, L.L.C.

("TLCP"), as to their opinions about any potential street name changes or assignments
of new major or secondary arterial roadway street names within portions of the master
developer's 820 acre footprint at Tustin Legacy. Attached is correspondence received
from TLCP with their recommendations and specific summary justifications regarding
any major or secondary arterial roadways being renamed adjacent or within the Tustin
Legacy project. Staff has also evaluated the costs and other implications of any street
renaming. Based on the analysis completed by staff and TLCP, the following
background information and recommendations are presented for City Council
consideration:
Edinger Avenue - No Change Recommended
Edinger is a major arterial roadway that extends from Tustin easterly across major
portions of Orange County. TLCP and City staff would not recommend changing the
name of this street since the name of this roadway is highly regionally recognized for
orientation and association with central Orange County and assists TLCP in their
marketing, particularly of non-residential uses.
There are currently 65 businesses addressed on Edinger Avenue between the SR-55
Freeway and the City of Tustin's easterly boundary. Costs associated with modified
signage to accommodate any street renaming at freeway off-ramp locations and at
intersections along Edinger Avenue would be approximately $11,000 and involve 16
panel replacements of miscellaneous new signs. The City would also need to assist the
65 businesses with costs of .modifying their business cards, mailing materials and
letterhead which could approach approximately $2,000 to $5,000 per business
depending on the type and size of the business (maximum exposure for 65 businesses
would be somewhere between $130,000 to $325,000 based on advice provided by
Overland Pacific).
Valencia Avenue - No Change Recommended
Valencia is a secondary arterial roadway that begins at a terminus adjacent to the SR-
55 Freeway and currently extends to Kensington Park Drive in Tustin Legacy. TLCP
recommends that the street name Valencia Avenue be retained from its current
terminus to a future Park Avenue in TLCP's Neighborhood G (the Loop Road east of
Tustin Ranch Road). Valencia has strong historical association within Orange County, in
that the Valencia Orange was an orange ~ first created by a resident Californian. It is
believed that the success of this crop in Southern California led to the naming of Orange
County.
There are 11 businesses and 63 residential units addressed on Valencia Avenue. The
costs associated with modified signage to accommodate any renaming of this street
would be approximately $3,000 and involve 5 panel replacements and one new sign.
The City would also need to assist businesses and the Advanced Technology Education
Campus with costs of modifying their business cards, mailing materials and letterhead
at approximately $ 2,000 to $5,000 per business depending on the size of the business
(maximum exposure would be somewhere between $22,000 and $55,000 based on
advice of Overland Pacific). Costs of assisting residential unit owners would be staff

time to provide information to residences about the impacts on the change of address
(i.e. preparation of a fact sheet and response to frequently asked questions) and
change of address mailing postcards provided to residents a cost of approximately
$5,150 for all residents.
Tustin Ranch Road -Change to Legacy Parkway from the I-5 to Barranca
Parkway.
The original naming of Tustin Ranch Road was designed as an Irvine Company
marketing tool for the East Tustin/Tustin Ranch master planned community. Its
inclusion on exhibits for the planned extension of the roadway south of Walnut to Von
Karman in Irvine was merely for convenience at the time with no real marketing
prospective in mind. The I-5 Freeway to the north of the Tustin Legacy project is a
physical boundary that seems to be a natural break for any renaming of an arterial
extension of the roadway to the south as it traverses through the Tustin Legacy project.
By changing the street name of Tustin Ranch Road south of the I-5 freeway to "Legacy
Parkway", a marketing window to the commercial and residential developments of
Tustin Legacy would be provided. There are currently no businesses or residences
along the impacted portion of Tustin Ranch Road. Approximately 5 miscellaneous Cal
Trans signs would need to be modified in the vicinity of the intersection of the I-5
Freeway and Tustin Ranch Road. The total costs would be on a case-by-case basis as
determined by Cal Trans.
Armstrong Avenue - No Change Recommended
Armstrong Avenue is located within the boundaries of the Tustin Legacy Project and will
extend from Valencia on the north to Barranca Parkway on the south. The Legacy Park
Campus, Technology and Research Districts immediately abut the roadway alignment.
As a result, TLCP feels strongly that the current street name has marketing appeal with
business and commercial industry. The Rancho Santiago Community College District
(RSCCD) Law Enforcement Training Facility has been addressed off of Armstrong
immediately north of the future Warner Avenue extension at Tustin Legacy. The City
would need to assist RSCCD with costs resulting from any renaming of this street at a
cost of approximately $2,000 - $5,000.
Carnegie Avenue - No Change Recommended
Carnegie Avenue will extend from Red Hill Avenue circularly to Warner Avenue,
crossing Legacy Park, Technology Campus and Community Core Districts. TLCP feels
strongly that the current street name has marketing appeal with business and
commercial industry. Since Carnegie also runs west across Red Hill Avenue, keeping
the same name on both sides of Red Hill for this street avoids confusion in street names
adjacent to a regional transportation route. There are currently no businesses affected
at Tustin Legacy.

Loop Road -Change to Park Avenue from its northerly terminus to Warner
Avenue and from Tustin Ranch Road to Legacy Road
Loop Road previously extended from Tustin Ranch Road to just north of Warner
Avenue and The District at Tustin Legacy (the Vestar project). The portion of Loop
Road that traverses The District at Tustin Legacy was previously renamed to Park
Avenue. It is recommended that there be a continuation north of the street name as
established by The District into Legacy Park Neighborhood G and to the west of The
District into the Legacy Park Neighborhood D (the Community Core). No businesses or
residences are currently impacted by this renaming proposal.
Legacy Road -Change to Richmond Park Road
Legacy Road was previously identified as a secondary connection within Legacy Park
between Neighborhood G and Neighborhood D (the Community Core). With the
recommendation to rename portions of Tustin Ranch Road to Legacy Parkway, Legacy
Road is repetitive and will need to be renamed. Since a large portion of the road will
parallel the 46 acre Community Park, TLCP recommends the road be renamed
Richmond Park Road.
Aston Avenue -Change to Stephens Green Road from Barranca Parkway to
Richmond Park
Aston is currently a minor local street south of the Tustin Legacy project within the City
of Irvine, and has no marketing appeal as it extends into the Legacy Park project. In
order to provide a marketing window to Legacy Park and to recognize the relationship of
the road to the Lineal Park which it will largely parallel, it is recommended that the road
be renamed to "Stephens Green Road". Both names reference great European Parks,
"St. Stephens Green Park" and "Green Park". Since Aston has not yet been
constructed within Tustin Legacy, no business address issues are present.
Moffett Avenue - No Change Recommended
Moffett currently traverses the John Laing Homes Tustin Field II project and Tustin
Grove on the easterly portions of the Tustin Legacy project and is proposed to extend to
Park Avenue (the former Loop Road) within Legacy Park's Neighborhood G. TLCP
supports retaining this street name given its long association with the defense
community and the recognition that Tustin Legacy was a former military base. No
residences are currently addressed on Moffett Avenue.

Dear Ms. Shingleton:
This correspondence addresses the recent discussions we have had concerning the street names
within Tustin Legacy, of which Legacy Park is our immediate focus. As you are aware, we will be
providing the City lists of potential street names for the future planned streets as part of the final map
and street improvement process. Ideally, we would show on the tentative map prior to the final map
should we reach agreement on both technical and marketing considerations.
We were also asked to look at the street names that already exist and consider whether or not we
would want to change the names. After discussions with our sales and marketing team, the following
outlines our perspective on those street names:

The street names that we do not support changing due to their regional context are Warner Avenue
and Edinger Avenue. In communicating with companies and organizations, it is important that we
retain the names of transportation corridors that are regionally recognized for orientation and
association with central Orange County. We also support retaining the street name Moffett Avenue
given its association with the defense community and Tustin Legacy as a former military base.
