OATH OF OFFICE Ceremonial Oaths of Office were administered to Councilmembers Bone and Kawashima by City Clerk Pamela Stoker. PRESENTATION Proclamations were presented to former Councilmembers Saltarelli and Potts by Mayor Thomas on behal~ of Orange County Supervisor Tom Wilson; and Mayor Pro Tem Worley presented service awards to Thomas Saltarelli and Jim Potts on behalf of the City Council and City of Tustin. CLOSED SESSION - None PUBLIC HEARING (ITEM 1 ) 1. GENERAL PLAN AMENDMENT 00-001 It was moved by Doyle, seconded by Worley, to continue this item to January 16, 2001. Motion carried 5-0. CONSENT CALENDAR (ITEMS 2 THROUGH 15 ) Item No. 2, Approval of Mintues - December 4, 2000 Regular Meeting, was removed from the Consent Calendar by Councilmember Bone. It was moved by Worley, seconded by Doyle, to apProve the remainder of the Consent Calendar as recommended by staff. Motion carried 5-0. J APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation. Approve Demands in the amount of $1,543,394.90 and ratify Payroll 'in the amount of $394,824.58. Al PLANNING COMMISSION ACTION AGENDA- DECEMBER 11,2000 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. INTERIM CONTRACT FOR JOHN WAYNE NOISE ABATEMENT PROGRAM QUARTERLY REPORT Recommendation: Allow Wieland Associates to perform the JWA Quarterly Report analysis in the interim basis until the City obtained a consultant through a competitive Request for Proposal (RFP) process; and authorize staff to prepare a letter of agreement to secure the interim service as recommended by the Community Development Department. RELEASE Of MONUMENTATION BOND FOR TRACT NO. 14934 (TUSTIN GROVE) Recommendation' Authorize release of the Monumentati°n Bond for Tract Nol 14934 in the amount of $82,000.00 as recommended by the Public Works Department/Engineering Division. RELEASE OF MONUMENTATION BOND FOR TRACT NO. 14410 (EL DORADO) Recommendation: Authorize release of the Monumentation Bond for Tract No. 14410 in the amount of $20,000.00 as recommended by the Public Works Department/Engineering Division. RELEASE OF MONUMENTATION BOND FOR TRACT NO. 15420 (MADRID) Recommendation: Authorize the release of the Monumentation Bond for Tract No. 15420 in the amount of $16,000.00 as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 00-93- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR TUSTIN SPORTS PARK BALLFIELD RENOVATION Recommendation' Adopt Resolution No. 00-93 approving plans and specifications for renovation of baseball fields at Tustin Sports 'Park, and authorizing the City Clerk to advertise for' bids as recommended by Parks and Recreation Sergices. RESOLUTION NO. 00-92- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE COMPENSATION PLAN AND APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TUSTIN AND THE TUSTIN MUNICIPAL EMPLOYEES ASSOCIATION, CONCERNING WAGES, SALARIES,. FRINGE BENEFITS AND CONDITIONS OF EMPLOYMENT Recommendation' Adopt Resolution No. 00-92 amending the City's compensationplan, approving the two-year Memorandum of Understanding for the Tustin Municipal Employees Association as recommended by the Director of Human Resources. 1999-2000 ANNUAL REPORT Recommendation: Receive and file the Annual Report of Housing Activity for 1999-2000; and direct a copy of the Annual Report to be filed with the State Controller and State Department of Housing and Community Development as recommended by the Redevelopment Agency staff. MEETING Councilmembers Bone and Kawashima 'stated they would abstain from voting on Item No. 2. It was moved by Doyle, seconded by Worley, to approve the Minutes of the December 4, 2000 Regular Meeting. Motion carried 3-0, Bone and Kawashima abstained. REGULAR BUSINESS (ITEMS 16 THROUGH 17 ) 16. MAYOR AND MAYOR PRO TEM SELECTION It was moved 'by Kawashima, seconded by Thomas, to nominate Mayor Pro Tem Worley as Mayor. Motion carried 5-0. It was mOved by Bone to nominate Councilmember Doyle as Mayor Pro Tem. It was moved by Kawashima, seconded by Worley to nominate Councilmember Thomas as Mayor Pro Tem. COUNCIL APPOINTMENT OF COMMISSION/COMMITTEE MEMBERS Council concurred to direct the City Attomey to modify the ordinance regarding appointment of Commission/Committee members to coincide with the November electiOn. Council/staff discussion followed regarding agendizing modification of the ordinance requiring Commission/ Committee members to resign from Commission/ Minutes- City Council December !8, 2000 - Page 5 TREE LIGHTING CEREMONY Mayor Pro Tem Thomas stated the Christmas Tree Lighting Ceremony was a successful event. NEW COUNCILMEMBERS Mayor Worley welcomed Councilmembers Bone and Kawashima to Council. COUNCIL SUPPORT Mayor Worley thanked her parents, children and friends for their continued support. LEGAL REPRESENTATION/MCAS, TUSTIN Mayor Worley introduced George Schlossberg, the City's Washington D.C. attorney on Base closure matters. MAYORAL APPOINTMENTS Mayor Worley stated that Mayoral appointments would be made at the January 2, 2001 ., Council meeting. .... COMMITTEE REPORTS ORANGE COUNTY TRANSPORTATION AUTHORITY CENTERLINE PROJECT Councilmember Bone reported the EIS/EIR was released December 15, 2000; an Open House would be held on January 1'8, 2001 from 2:.00 p.m. to 7:00 p.m. at OCTA; a Public Hearing would be held on January 22, 2001; and on February 15, 2001 the OCTA Board would take action on the selection of altematives. TRANSPORTATION CORRIDOR AGENCY Councilmember Bone detailed changes in toll violations to take effect January 1,2001. ADJOURNMENT - Mayor Wodey adjoumed the meeting at 8'05 p.m. and invited the public to attend the Mayor's Reception immediately following the meeting in the Clifton C. Miller Community Center;. and the next regular meeting of the City Council was scheduled for Tuesday, January 2, 2001, at 7:00 p.m. in the Council Chamber at 300 Centennial Way. TRACY WILLS WORLEY, MAYOR PAMELA STOKER, CITY CLERK Minutes- City Council December 18, 2000- Page 7 Committee seats before running for Council; and surveying Orange County cities to determine if appointments were made by individual councilmembers in other cities, PUBLIC INPUT S, Claus Wished everyone a Merry Christmas and said he had just ridden on the Police Department Santa Sleigh through Tustin. Marry Burton Encouraged the City of Tustin and Santa Ana Unified School District to work together to resolve issues on the MCAS, Tustin .EIR, Art Montez Buena Park Noted the inequities in the MCAS, Tustin EIR regarding race and color being denied educational opportunities; and requested that this issue be resolved. OTHER BUSINESS SANTA COP Councilmember Doyle stated the Santa CoP Program was a success and noted that he was still receiving gifts at his restaurant; and requested that the Police Department pick them up to deliver them to other needy children. TUSTIN HOSPITAL Councilmember Doyle gave kudos to staff for organizing gift giving for children at Tustin Hospital. .. CHAMBER OF COMMERCE BREAKFAST Councilmember Bone said he had attended the Chamber of Commerce breakfast honoring Senator Lewis. TUSTIN MEMORIAL SCHOOL Councilmember Kawashima noted that a Tustin Memorial School class had been given a tour of City Hall and had conducted a mock Council meeting. CITY CLERK · Counciimember Kawashima congratulated Pamela Stoker on being re-elected as City Clerk. CHRISTMAS AND HANUKKAH HOLIDAYS Councilmember Kawashima wished everyone Happy Holidays; and Mayor Pro Tem Thomas wished everyone Merry Christmas and Happy Hanukkah..
