A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 TUSTIN, CALIFORNIA, FINDING THAT FINAL
ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE EAST

5 ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR

7 ACT.
8 The City Council of the City of Tustin does hereby resolve

I. The City Council finds and determines as follows:
!0
A. That Zone Change 94-006 is considered a
tl "project" pursuant to the terms of the
California Environmental Quality Act;'and
12
B. That the project is covered by a previously-
13 certified Final Environmental Impact Report for
the East Tustin Specific Plan which serves as a
14 Program EIR for the proposed project.
15 II. The East Tustin Specific Plan Final Environmental
Impact Report (85-2) previously certified on March 17,
16 1986, and modified by subsequently adopted supplements
and addenda, was considered prior to approval of this

over the subject project hereby finds that this
18 project is within the scope of the East Tustin
Specific Plan previously approved. All feasible
19 mitigation measures and alternatives developed in the
Program EIR are incorporated into this project. The

Quality Act.

Based on EIR 85-2, the City Council has found that the
23 project involves no potential for any adverse effect,
