SUBJECT: APPROVAL OF RESOLUTION 08-05 AUTHORIZING THE CITY OF
TUSTIN TO PARTICIPATE IN THE COUNTY OF ORANGE RECYCLING
AND WASTE DIVERSION GRANT PROGRAM
SUMMARY
The Orange County Integrated Waste Management Department has established a grant
program for cities to implement Landfill Waste Diversion Programs. Staff is recommending
that the City Council approve the City's participation in the program and utilize the funds to
develop a program for a battery and fluorescent bulb collection program and a program to
divert green waste from Orange County landfills.
RECOMMENDATION
Adopt Resolution 08-05 authorizing the City's participation in the County of Orange Recycling
and Waste Diversion Grant Program.
FISCAL IMPACT
The County grant funds will be utilized to offset expenditures from the existing Public Works
Department Operating Budget.
BACKGROUND
The County of Orange has initiated a new Grant Program which provides funds for cities to
increase waste diversion. The funding is based on population and the City is entitled to
$30,000.
Cities have been granted broad discretion to use the funds but must adhere to the following
criteria:
The proposed program/project should establish a new, or significantly expand an
existing, program or activity. These funds must not be utilized to supplant existing
funding levels.
The proposed program/project should offer a fresh, unique perspective on a waste
diversion strategy for the proposed recycling activity, event or program.
The proposed program/project should offer an immediate or ongoing impact on
waste diversion and recycling issues.

• The proposed program/project should provide a regional and local benefit.
• The program/project should provide an opportunity for media coverage.
Staff is recommending that the approximately $20,000 be utilized to implement a one year
trial program to perform public outreach and to collect used batteries and fluorescent light
bulbs in partnership with selected local businesses and at City Hall and the Tustin Senior
Center. Staff proposes to use the City's existing vendor, MDS, Inc. to implement this
program on a time and materials basis.
In addition, staff recommends that approximately $10,000 be utilized to conduct an
aggressive outreach effort to ensure that green waste is properly disposed of by commercial
and multifamily customers. This program will also help to prevent self haul of green waste
to landfills. Staff will work with CR&R and EcoNomics, Inc. to implement this program.
Based on experience in similar sized cities, MDS, Inc. estimates that the program could
divert up to 300 fluorescent tubes, 100 compact fluorescent bulbs and 250 batteries weekly.
The Green Waste Program could divert up to 100 tons annually from landfill disposal. In
addition several hundred tons of recyclables will be preserved from green waste
contamination.

RESOLUTION NO. 08-05
A RESOLUTION AUTHORIZING THE CITY OF TUSTIN TO PARTICIPATE
IN THE COUNTY OF ORANGE RECYCLING AND WASTE DIVERSION
GRANT PROGRAM
WHEREAS, the County of Orange has established the Regional Recycling and
Waste Diversion Grant Program.
WHEREAS, the County of Orange has allocated $30,000 to the City of Tustin for
the implementation of recycling and waste diversion programs or activities; and
WHEREAS, the City of Tustin agrees to use these funds for new or significantly
expanded programs or activities to enhance recycling efforts and divert materials from
Orange County landfills and agrees to all of the stated terms and conditions outlined in
the Regional Recycling and Waste Diversion Grant Program documents.
WHEREAS, the City of Tustin intends to utilize these fund a battery and fluorescent
bulb collection program and an outreach program to divert green waste from
commercial recycling bins.
NOW, THEREFORE BE IT RESOLVED that the City of Tustin authorizes
participation in the County of Orange Recycling and Waste Diversion Grant Program
and authorizes the Public Works Director or his designee to accept the funds and to
implement the program.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 15th day of January 2008.
