SUBJECT: RENEWAL OF EMERGENCY AMBULANCE CONTRACT
RECOMMENDATION:
That the City Council approve renewal of the 911 Emergency Ambulance Contract with
Doctors Ambulance Service for the period September 1, 2009 through August 31, 2014.
BACKGROUND:
The City Council awarded the ambulance contract to Doctors Ambulance Service in
2004 following a request for proposal process administered by the Orange County, Fire
Authority (OCFA). The contract was for an initial term of five years with an option to
extend the agreement for an additional five years. A new ambulance service request for
proposal process would be lengthy due to regulatory and service standards review
requirements. OCFA and City staff are recommending that the current agreement with
Doctors Ambulance Service be extended because it is in full compliance with the
agreement and provides quality service.
FISCAL IMPACT:
None. Ambulance services are paid through user fees.
RENEWAL AGREEMENT
FOR PROVISION OF
EMERGENCY MEDICAL TRANSPORTATION AND RELATED SERVICES
BETWEEN
THE CITY OF TUSTIN
AND
HERREN ENTERPRISES, INC. OPERATING AS
DOCTORS AMBULANCE SERVICE
(EOA No. 23)
On September 1, 2004, the City of Tustin entered into the attached five-year agreement
("Agreement") with Herren Enterprises, Inc. operating as Doctors Ambulance Service (the
"Parties"), to provide emergency ambulance services within Exclusive Operating Area #23
(Tustin), upon the terms set therein. Agreement will automatically expire at 11:59 p.m. on
August 31, 2009.
Pursuant to Section 8 of the Agreement, the Parties hereby memorialize their intent to
renew the Agreement on the same terms and conditions. The renewal agreement shall be
effective from September 1, 2009 to 11:59 pm August 31, 2014. In order to permit the Parties to
plan and invest appropriately, this renewal agreement shall be irrevocable, so long as the
Agreement has not been terminated by OCFA prior to 11:59 p.m. on August 31, 2009.
