HomeMy WebLinkAboutCC RES 77-055RESOLUTION NO. 77-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, PROTESTING PRESIDENT CARTER'S WATER POLICIES. The City Council of the City of Tustin, California, does resolve as follows: WHEREAS the Carter Administration has place many i vital new and ongoi'ng Congressionally-authorized multipurpose --. water projects in jeopardy by deleting their funding from the 1977-78 budget; and WHEREAS in many areas, such as California and Arizona, the' demand for water from such proje.cts is already far greater than their new yield and the near-term supply from these projects is urgently needed to prevent recurrence of the present devas- tating drought conditions; and WHEREAS many of the projects in jeopardy could already be supplying large amounts of water to alleviate drought con- ditions if they had been completed on their original schedules; and WHEREAS the survival of many farming communities and the provision of food and fiber at reasonable costs is also at stake in many areas to be served by these projects; and WHEREAS the development of highly-desirable smog-free electrical power is also being jeopardized in re-evaluation of ongoing, water projects, some of which are in areas where rolling blackouts from power shortages are already a threat as the drought continues; and . " WHEREAS water projects historically have been wealth-producing and pay most of capital costs back to the Federal Treasury through sale of water and power; and WHEREA the use by th~ President of new and greatly increased discount rates in reappraising ongoing projects is not permissible under a 1974 Act of Congress, and since, without a common denominator in discount rates, any project could eventually be stopped by the simple strategy of constant delay and reappraisal at higher rates; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, hereby protests the Carter Administration attempts to emasculate this Nation's future water supplies, and that the Congress fund these ongoing projects at the maximum practical level. , PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, held on the 16th day of May, 1977.
