SUBJECT: SUMMARY OF PROJECTS
The following is a list of projects and activities since the Summary of Projects provided at
the September 25, 2007, Planning Commission meeting. The list focuses on the status
of projects that the Planning Commission, Zoning Administrator, or Community
Development Director approved, major improvement projects, and other items of
interest.
Maior Projects Under Construction
• Cathy's Kids Club/Conditional Use Permit 06-010 (365 West First Street):
Remodeling the Shakey's Restaurant site into a daycare center. A building permit
was recently issued and construction is anticipated to start in the near future.
• Prospect Village Project (191-195 East Main Street; 270-292 Prospect Avenue):
Construction of the commercial building and the live/work units is anticipated to be
completed by March 2008.
• Pacific Office Plaza (1412 and 1422 Edinger Avenue): Two new condominium
office buildings totaling 66,578 square feet of office. Project is complete.
• The Cottages/Nevis Homes (1361 EI Camino Real): Project includes construction
of 93 condominium units. Building permits were issued. Phase 1 consists of 30
units and is nearing completion. Sales of the Phase I units are currently taking
place. Phase 2 (36 units) is forthcoming in the next few months, and Phase 3 (27
units) will begin thereafter.
• Red Hill Town Homes (14421-14471 Red Hill): Project includes demolition of 57
apartment units and construction of 75 new condominium units. The City Council
approved the project on March 20, 2007. No construction plans have been
submitted.
Hampton Village (1972 Mitchell Avenue and 14251-14351 Browning Avenue):
The project consists of demolition of 60 existing apartment units and construction of
77 residential condominium units. No construction plans have been submitted.

Miscellaneous Projects
• ACS Medical Office (12741-12791 Newport Avenue): Project involves the
construction of a two-story office building. Project is complete.
• Mobile Home Park Expansion (14092 Browning): Permits for grading and
landscape for ten new mobile home pads were issued. The use is anticipated to be
established by September 2008.
• Tustin Strata Center (14111 Newport Avenue): Construction plans for
development of a 2,800 square foot retail building at 14111 Newport Avenue were
recently approved for permits. Construction is anticipated to begin shortly.
• BIA Sign Program -Various directional signs for various housing developments
within the City's public right-of-way. Several signs have been installed within the
public rights-of-way.
• Silverado Senior Living (formerly Tustin Hacienda) (240 East Third Street):
Conversion of an existing rest home into a rest home for Alzheimer patients was
approved. Project is complete.
• I-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings
and construction of new buildings to accommodate a self storage facility were
approved. Permits were issued and construction is underway.
• Office Building (12721 Newport): Construction of a new one-story office building
within the Newport Warren Planned Community District. A Certificate of Occupancy
was recently issued. Project is complete.
• Red Hill Lutheran Church Expansion: Conditional Use Permit and Design Review
for a school expansion to 500 students and construction of new fellowship hall were
approved by the Planning Commission. Construction plans are currently in plan
check.
• Nunos Brothers Retail Building (15761 Tustin Village Way): A 15,000 square
foot retail center proposed to replace a former retail center that was destroyed by
fire. The Design Review proposal was approved April 16, 2007. Grading and
building plans are in plan check. No permits have been issued.
• American Senior Living (13841 Red Hill Avenue): Zone Change, Conditional Use
Permit, and Design Review to authorize the construction of 201 assisted
living/congregate care facility for persons of 62 years or older were approved. No
construction plans have been submitted.

• Beach Pit BBQ (560 EI Camino Real): Conversion of an existing auto repair shop
(Tustin Garage) into a restaurant. A Temporary Certificate of Occupancy has been
issued. Project is nearing completion.
• Alders Apartments (15600 Williams): Construction of two new apartment units and
additional parking on a vacant lot. Construction plans are currently in plan check.
• Wags and Wiggles (14402 Chambers): Conversion of an existing industrial
building into a dog daycare, training, and boarding facility was approved by the
Planning Commission in November 2007. Permits were issued and construction is
currently underway.
• Raj Manufacturing (2692 Dow Avenue): The Design Review proposal for an
addition to an existing industrial building was approved November 8, 2007. Grading
and building plans are in plan check. No permits have been issued.
• Royal Street Communications New Wireless Facility (12711 Newport Avenue):
A minor rooftop stealth wireless facility was approved at an existing office building.
Permits have been issued and construction is complete.
• Royal Street Communications New Wireless Facility (225 W. Main Street): A
new minor stealth wireless facility to be located at the church tower was approved at
Tustin Presbyterian Church. The applicant is in the process of preparing
construction plans to be submitted for plan check.
• Royal Street Communications New Wireless Facility (3057 Edinger Avenue): A
building-mounted wireless facility at Jamboree Plaza was approved. Construction
plans have not been submitted.
• Sign Code Exception for Tustin Freeway Center (14041-14051 Newport
Avenue): A sign code exception for an increase in height and size of the Tustin
Freeway Center's monument sign was granted. Sign plans are currently in plan
check.
• Tustin Market Place Master Sign Program (EI Camino Real): An amendment to
the master sign program adding the Danny's Car Wash site to the sign program and
permitting a monument sign for business identification was approved. Sign
installation is complete.
• Women's Fitness (17651-B 17th Street): A conditional use permit to establish a
women's weight loss and fitness facility in the Tustin French Quarter shopping
center was recently approved on January 22, 2008.
• Panattoni Development office conversion (15771 Red Hill Avenue): Zone
Change and General Plan Amendment to allow for conversion of an existing

industrial building into an office building were approved by the Planning Commission
and the City Council. No construction plans have been submitted for plan check.
Zoning Administrator Actions
• Conditional Use Permit 07-002 - A request for authorization to provide massage
and assembly services as part of an existing wellness business in the Oak Tree
Plaza shopping center at 17612 East 17th Street, Suite 101, was approved.
• Conditional Use Permit 07-012 (2631 Michelle Drive): A master sign plan for the I-
5Self Storage facility at 2631 Michelle Drive was approved. The project is currently
under construction. Signs installation will be forthcoming.
• Conditional Use Permit 07-007, Design Review 07-007 (13982 Newport Avenue):
Remodel and expansion of an existing Rally's to establish a new Arby's Restaurant
with one drive-thru lane and shared parking at Newport Camino Plaza. No plans
have been submitted for plan check.
• Time Extension -Conditional Use Permit 05-028 (Villa Valencia Mobile Home
Estates): The Zoning Administrator approved a 12-month extension for Conditional
use Permit 05-028 which authorized development of ten (10) mobile home pads as
an expansion of an existing mobile home park.
• Conditional Use Permit 07-018 (624-A South "B" Street) - A request to locate a
pet grooming and dog daycare business at 624-A South "B" Street in an existing
tenant space was recently approved on February 4, 2008.
• Conditional Use Permit 07-019 (701 E. First Street) - A request to continue
operation of a temporary trailer for full banking activities for a period of six (6)
months while the permanent building undergoes structural rehabilitation was
approved (Bank of the West).
Tustin Legacy
• The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): The
majority of the center is complete with the exception of a few tenant improvements,
Building 5 in the lifestyle center, and the three remaining restaurant pads. The In-N-
Out restaurant is under construction and should be completed in the next few
months. The Bistro West restaurant was issued permits on January 29, 2008, and
construction has begun. The final restaurant pad is planned for the Marmalade
restaurant; however, conceptual plans have not yet been submitted to the City for
review. Please see attached charts for a comprehensive list of building permits
issued and tenant occupancy.
• Columbus Square/Columbus Grove: Eleven (11) model home sites of the 14
products are open. Construction of the model home for the senior housing

(Coventry Court) is complete and the recreational center is underway.
Approximately 1,000 permits have been issued between the two communities. 765
homes (units) are approved for occupancy.
• Orange County Rescue Mission's Village of Hope (1 Hope Drive): A 192-bed
transitional home for the homeless at Tustin Legacy to be operated by the Orange
County Rescue Mission. Temporary Certificates of Occupancy have been issued for
several of the buildings and final construction is nearing completion.
• Concept Plan 07-002 and Design Review 07-005 (15405 Lansdowne Road): The
project involves a multi-treatment campus which includes four (4) stand-alone
residential homes at 4,733 square feet each; three (3) two-story residential buildings,
each 8,430 square feet; a 12,224 square foot, two-story campus service center; and
a 1,000 square foot maintenance building for a total of 57,446 square feet of building
area with a serving capacity of 90 beds for abused and neglected children and their
parents and emancipated youth to be operated by the Orange County Social
Services Agency. Grading and civil plans are currently in plan check. Construction
plans are currently under review by the Division of the State Architect (DSA).
• Concept Plan 06-001 and Tentative Tract Map 17144 (Neighborhood E of the
MCAS Tustin Specific Plan): Concept Plan for potential development of
approximately 1,267-324 square feet of non-residential uses that encompasses
Phases 1 and 2 of Neighborhood E. Phase 1 includes a total of 318,600 square feet
of general office uses and 287,000 square feet of R&D flex/light industrial uses.
Phase 2 includes 319,675 square feet of general office uses; 93,920 square feet of
R&D flex light industrial use; 229,997 square feet of office park use; and, 18,132
square feet of neighborhood commercial (mixed use). The Design Review for Phase
1 has been approved (see Design Review 07-011 below).
• Design Review 07-011 (Neighborhood E): Phase 1 development of the
Neighborhood E Technology Park including 9 new office buildings on 29.44 acres.
Design Review 07-011 was approved on January 18, 2008, by the Community
Development Director. Plans have not yet been submitted for building plan check.
• Tustin Legacy Community Partners: Staff is continuing to work with the Master
Developer of approximately 805 acres to develop conceptual land use, circulation,
and open space plans. Concept plans for Neighborhoods D and G along with the
associated tract map have been submitted for review. Demolition and Mass Grading
are underway.
Roadway Public Improvements -Public Works Department
• In December 2004, construction began for the Irvine Boulevard/Newport Avenue
Intersection Widening Project (CIP No. 7118). Project is complete. An additional
handicap access ramp was recently installed at Plaza Lafayette along Newport
Avenue near the Tustin Brewery.

• Construction of the Valencia Avenue/Armstrong Avenue Project (CIP No. 7139)
started in May 2005. The project is complete.
• After starting in October 2005, construction of the Edinger Avenue Widening Project
(CIP No. 7147) is 99 percent complete and the Newport Avenue/SR-55 Ramp
Reconfiguration Project (CIP No. 7130) is 92 percent complete.
• Design of the Tustin Library Expansion Project (CIP No. 1045) is complete and
construction has begun.
• Design of Citrus Ranch Park (refined concept) has been submitted for City review.
• Design of the new traffic signal on Portola Parkway at Citrus Ranch Park (CIP No.
4026) is complete. Installation will be coordinated with construction of the park.
• Construction of the Pasadena Storm Drain Improvements (CIP No. 5032) between
McFadden Street and Sycamore Avenue is complete.
• Design is nearly complete for the Sycamore Storm Drain Project (CIP No. 5033).
Construction is being deferred to late June 2008 to minimize impacts to adjacent
schools.
• Design of the FY 2007/2008 Annual Major Pavement Maintenance Project (CIP No.
7001) and Annual Sidewalk Repair Project (402-6235) is complete and the project is
being advertised for bids. This includes repaving some residential streets and Irvine
Boulevard between Elizabeth Way and Red Hill Avenue.
• Construction of the Irvine Boulevard Rehabilitation from Ranchwood Road to
Jamboree Road (CIP No. 7181) and Jamboree Road Rehabilitation from Irvine
Boulevard to the 1350 feet north of Tustin Ranch Road (CIP No. 7182, 7183 and
7184) is complete.
• Design is underway countywide by OCTA on the Grade Crossing Safety
Enhancements Project, which includes the railroad crossing at Red Hill Avenue.
These improvements include those necessary for the Red Hill Avenue/SCRRA
Railroad Quiet Zone (CIP No. 4069) Project.
• Preliminary design engineering is including a seventh alternative for the Red Hill
Grade Separation at the OCTA/SCRRA railway crossing (CIP No. 7175).
• Parking capacity at the Tustin Metrolink Station is now inadequate to meet peak
period demands. The City of Tustin and the Orange County Transportation Authority
(OCTA) will be executing a Cooperative Agreement for design and construction of a
parking structure within the next two years. Temporary offsite parking is being
investigated.

• Construction is complete on the City Property Improvements at 450 EI Camino Real
(CIP No. 1040). Work consisted of landscaping and wooden fencing on a portion of
the previously vacant lot.
• Construction has started on the Prospect Village projects (CIP No. 7176 & 7177).
Work is complete with the exception of the public alley, which is due for completion in
the spring of 2008.
• The bike trail along the railroad right of way north of Tustin Field is complete.
