SUBJECT: SUBMITTAL OF CITY OF TUSTIN APPLICATIONS FOR ORANGE
COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS,
FISCAL YEARS 2008/2009 THROUGH 2010/2011
SUMMARY
City Council adoption of Resolution No. 08-13 will approve the submittal of City applications
for the Orange County Combined Transportation Funding Programs (CTFP). The Orange
County Transportation Authority (OCTA) requires Council approval as part of the application
process.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 08-13 requesting that the
Orange County Transportation Authority (OCTA) include the City of Tustin's projects in the
Fiscal Years 2008/2009 through 2010/2011 Combined Transportation Funding Programs
(CTFP).
FISCAL IMPACT
Fiscal impact is unknown at this time. If all of the subject applications are approved by
OCTA, the City's funding obligations for various projects in the Seven-Year Capital
Improvement Program will be reduced by approximately $3.47 million.
BACKGROUND
On December 10, 2007, the OCTA issued a call for project applications for various Measure
"M" Programs within the CTFP for Fiscal Years 2008/2009 through 2010/2011. The specific
amount available countywide under each program is as follows:

This call for projects will be the final call for the current Measure "M" (now known as M1)
program. The $40.9 million available will provide funding through the end of M1 which will
be March 31, 2011. Historically, the OCTA has not over-programmed in any specific
program because a subsequent call could utilize any funding capacity made available by
cancellations and project savings. However, this is the last M1 call and no such safety net
will exist. In order to fulfill the obligations of M1, the available funding programs will be
programmed based upon estimated revenues. Generally, any remaining revenues,
resulting from savings, cancellations, or delay will be utilized to further fund the
development activities for the renewed Measure "M" (M2) programs.
Staff has prepared CTFP applications for three (3) projects utilizing three (3) different CTFP
funding sources consistent with the City's approved Seven-Year Capital Improvement
Program. The three (3) projects were selected based upon review of the City's current
Capital Improvement Program (CIP), past application submittals, current established
criteria for funding and evaluation of the project matching fund requirements.
Two (2) of the projects are a part of the Newport Avenue Extension Project-Phase II (CIP
No. 7131). They are the IIP project, the Newport Avenue/Sycamore Avenue Intersection
Improvement Project, and the SIP project, the Newport Avenue/Sycamore Avenue Traffic
Signal Modification and Interconnect Project. If the projects are awarded CTFP funds, the
two projects would be constructed in advance of the grade separation of Newport Avenue
at the OCTA railway crossing. This would also result in a cost savings of over $3.42 million
for CIP No. 7131.
The applications must be submitted to OCTA by February 29, 2008 to meet the CTFP
deadline. Exhibit "A" of Resolution No. 08-13 designates the projects to be submitted by
the City for Fiscal Years 2008/2009 through 2010/2011 of the CTFP. The CTFP funding
eligibility requirements include City Council approval of the applications.

RESOLUTION NO. 08-13
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING THE SUBMITTAL OF APPLICATIONS FOR
CERTAIN IMPROVEMENT PROJECTS TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED
TRANSPORTATION FUNDING PROGRAMS FOR FISCAL YEARS 2008/2009
THROUGH 2010/2011
WHEREAS, the City of Tustin desires to Implement the transportation improvements
listed in Exhibit "A" attached hereto and incorporated herein; and
WHEREAS, the City of Tustin has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure "M"
"Turnback" Funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as required
by the Orange County Combined Transportation Funding Program Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City of Tustin will not use Measure "M" Funds to supplant Developer
fees or other commitments;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin
hereby requests that the Orange County Transportation Authority allocate funds in the
amounts specified in the City's applications to said City from the Combined Transportation
Funding Programs for Fiscal Year 2008/2009 through 2010/2011. Said funds shall be
matched by funds from said City as required and shall be used as supplemental funding to
aid the City in the improvement of the projects listed in Exhibit "A" attached hereto and
incorporated herein.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 19th day of February 2008.
