HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: CONSULTANT SERVICES AGREEMENT FOR CONSTRUCTION MANAGEMENT SERVICES ON THE CITRUS RANCH PARK PROJECT (CIP NO. 2046) SUMMARY The Consultant Services Agreement between the City and Willdan will provide construction management services to oversee the construction of the Citrus Ranch Park Project (CIP No. 2046). Construction management services will include the following on-site personnel: Construction Manager/ Resident Engineer; Assistant Construction Manager/Administrative Support; and Project Inspector. Additionally, the Agreement will provide for supplemental construction survey services. RECOMMENDATION It is recommended that the City Council approve a Consultant Services Agreement with the firm of Willdan to provide construction management services for the Citrus Ranch Park Project (CIP No. 2046) in the not to exceed amount of $460,000 subject to City Attorney approval, and authorize the Mayor and City Clerk to execute the. Agreement on behalf of the City. FISCAL IMPACT The cost for construction and construction management services is estimated to be $6,000,000 and $500,000, respectively. The total not to exceed fee for construction management consists of various components as follows: Inspection .......................................................................................... $184,000 Administrative (Technical Support) ....................................................$ 95,200 Construction Surveying ...................................................................... $ 30,000 Resident Engineer (Construction Management) ................................ 150 800 TOTAL $460,000 The industry standard for Construction Management is in the 3% to 5% range. The cost of Construction Management for this contract is 2.5% of the estimated City construction contract. This cost is within industry standards. Consultant Services Agreement for Construction Management Services on the Citrus Ranch Park Project (CIP No. 2046) February 19, 2008 Page 2 BACKGROUND The proposed project. will construct park improvements at Citrus Ranch Park. These improvements consist of clearing and grubbing; site grading; site drainage; a concrete block restroom/maintenance building with the appropriate domestic water and sanitary sewer connections; a lighted picnic shelter; a lighted overlook shade structure; lighted walkways; play equipment (for ages 3-5 and ages 5-12); and landscaping and irrigation of the remaining open space. The proposed project will also involve crossing over the County of Orange Regional Riding/Hiking trail at the main entrance. This will necessitate obtaining a permit and easement from the County of Orange. The design consultant, RJM Design Group, Inc. is currently processing the permit for the City. DISCUSSION Construction of the project will require oversight of the construction activities. A Construction Manager/Resident Engineer, Assistant Construction .Manager/Administrative Support, and a Project Inspector are proposed during the construction of the project. Additionally, the construction management team will be supported by construction survey services to provide quality control for the Contractor's survey staking. Another important feature of the services to be performed prior to soliciting bids is a constructability review. The Construction Management firm will conduct a constructability review of the bid documents as they relate to construction details, multi-agency coordination, utility coordination, safety, budget, and schedule. Specifically, the constructability review program will examine the following: • Ambiguities in the construction documents • Completeness of the plans and specifications • Compatibility of the plans and the technical specifications • Readability that may cause difficulties in the contractor's preparation of the bid and/or construction of the project • Safety considerations • Construction cost estimate • Project schedule The Construction Manager will be responsible for keeping the project on schedule and within budget. The Construction Manager will coordinate the construction activities of all aspects of the project under the oversight of the City's Engineering Division. Staff recently requested proposals for construction management services on this project. Three firms were requested to submit proposals as follows: Jacobs Civil, Inc. Washington Group International (now URS Corp Willdan Consultant Services Agreement for Construction Management Services on the Citrus Ranch Park Project (CIP No. 2046) February 19, 2008 Page 3 The Parks and Recreation Department had previously retained Hall & Foreman, Inc. to perform construction management services on the project. They were recently contacted and as a result of not currently having the necessary staff to provide these services declined the offer to proceed with the construction management services provided for in their contract. Of the three proposals received, Willdan was rated the most qualified firm for this particular project. Their proposed staff had the most experience working for local agencies on similar park projects. Willdan is currently providing construction management services for the Fountain Valley Recreation Center, a $17 million park facility. This project has many of the same elements found in the Citrus Ranch Park Project. Willdan has been designing and overseeing the construction of community parks for over 20 years. They recently completed construction management services for the Colonel Bill Barber Memorial Park in Irvine adjacent to City Hall. The cost proposal submitted by Willdan was determined to be fair and reasonable. In fact, the cost proposed was the lowest of the three firms submitting proposals based on the estimated construction schedule. All personnel assigned to the City by Willdan will be compensated on an hourly basis for providing construction management services. Based on past experience, the hourly rates from Willdan were also found to be comparable to the hourly rates charged by other construction management firms. Therefore, it is staff's professional opinion that a not to exceed negotiated fee of $460,000 is reasonable for the level of work associated with the proposed project. The Consultant Services Agreement has been signed by the authorized signatory of the consultant and is being reviewed by the City Attorney. It is, therefore, recommended that the City Council approve the Consulting Services Agreement with Willdan for construction management services on the Citrus Ranch Park Project (CIP No. 2046) subject to City Attorney approval. RECITALS WHEREAS, City requires the services of a consultant to furnish the necessary professional construction management services for the Citrus Ranch Park Project (CIP No. 2046) hereinafter referred to as "Project"; and WHEREAS, Consultant has submitted to City a proposal dated February 11, 2008, and proposed Budget Detail dated February 11, 2008, copies of which are attached hereto marked as Exhibit "A" and is by this reference incorporated into this Agreement; and WHEREAS, Consultant is qualified to provide the necessary construction management services for the Project and desires to provide said services to City; and WHEREAS, City desires to retain the professional services of Consultant for said Project. NOW, THEREFORE, for the consideration and upon the terms and conditions hereinafter set forth, the parties agree as follows: AGREEMENT Section 1: Scope of Consultant's Services Consultant shall perform all work necessary to complete in a manner satisfactory to City, the services set forth in Exhibit "A" in accordance with the terms and conditions of this Agreement. Section 2: Order of Precedence In the event of a conflict between or among any of the documents comprising this Agreement, the following order of precedence shall govern the provision in question: 1. This Agreement 2. Consultant's Proposal (Exhibit "A") Section 3: Time for Completion The time for completion of the work to be performed by Consultant is an essential condition of this Agreement. Consultant shall prosecute regularly and diligently the work of this Agreement according to reasonable schedules established by the City for various items described. and as outlined within Consultant's proposal. Consultant shall not be accountable for delays in the progress of its work caused by any condition beyond its control and without the fault or negligence of Consultant. Section 4: Compensation A. The compensation to be paid under this Agreement shall be as set forth in Exhibit "A", which shall not exceed a total cost of $460.000.00. B. Consultant shall submit detailed invoices, based upon the actual work performed accompanied by backup documentation as requested by the City. C. Progress payments for work completed shall be paid by City as the work progresses, within thirty (30) days of the date of Consultant's invoice. D. Consultant shall provide City with a monthly itemization of all work performed, and the fees accrued thereon, in complete and sufficient detail to fully apprise City thereof. E. City shall notify Consultant within ten (10) business days after receipt of invoice if it disputes all or some element of the invoice. City and Consultant shall promptly attempt to effect a resolution of any dispute. Not withstanding the foregoing, City shall pay the undisputed portion of any invoice. 2 Section 5: Independent Contractor Consultant's relationship to City in the performance of this Agreement is that of an independent contractor. Consultant's personnel performing services under this Agreement shall at all times be under Consultant's exclusive direction and control and shall be employees of Consultant and not employees of City. Consultant shall pay all wages, salaries and other amounts due its employees in connection with this Agreement and shall be responsible for all reports and obligations respecting them, such as social security, income tax withholding, unemployment compensation, worker's compensation and similar matters. Section 6: Indemnification Consultant agrees to indemnify, defend and hold City, its officers, agents, employees, successors and assigns harmless from any loss, damage, injury, sickness, death, or other claim made by any person and from all costs, expenses and charges including attorney's fees caused by or arising out of Consultant's, its officers', agents', subcontractors', or employees' negligent acts, negligent errors, or negligent omissions or willful misconduct, or conduct for which the law imposes strict liability on Consultant in the performance or failure to perform this Agreement except as caused by active negligence, sole negligence or willful misconduct by the City. Section 7: Insurance A. Consultant shall maintain in full force and effect during the term of this Agreement policies of commercial general liability and automobile liability insurance (each of which shall include property damage and bodily injury) and each with limits of at least $1,000,000 combined single limit coverage per occurrence and $2,000,000 general aggregate. B. Consultant shall maintain in full force and effect during the term of this Agreement a policy of professional liability insurance coverage with limits of at least $1,000,000 combined single limit coverage per claim or per occurrence and $2,000,000 annual aggregate. If Consultant provides claims made professional liability insurance, Consultant shall also agree in writing either (1) to purchase tail insurance in the amount required by this Agreement or to cover claims made within five (5) years of the completion of Consultant's service under this Agreement, or (2) to maintain professional liability insurance coverage with the same carrier, or with an equivalent carrier in the amount required by this Agreement for at least five (5) years after completion of Consultant's services under this Agreement. Consultant shall also provide evidence to the City of the purchase of the required tail insurance or continuation of the professional liability policy by executing the attached Letter Agreement on Consultant's letterhead. 3 C. Consultant shall carry and pay for such workers' compensation insurance as is required to fully protect Consultant and its employees under California Worker's Compensation Insurance Law. The insurance company shall agree to waive all rights of subrogation against the City for losses paid under the policy, which losses arose from the work performed by the named insured. D. Other applicable insurance requirements are: (1) Name the City, its officials and employees as additional insured on the commercial general liability and automobile liability insurance policies. (2) The insurance shall be issued by a company authorized by the Insurance Department of the State of California and rated A, VII (seven) or better (if an admitted carrier) or A-, X (ten) or better (if offered by a surplus line broker), by the latest edition of Best's Key Rating Guide, except that the City will accept workers' compensation insurance rated B-, VII (seven) or better, or from the State Compensation fund. (3) The insurance shall not be cancelled, except after thirty (30) days written prior notice to the City; and (4) The commercial general liability and automobile liability insurance shall each be primary as respects the City, and any other insurance maintained by the City. shall be in excess of this insurance and not contribute to it. E. Upon execution of this Agreement, Consultant shall provide to City certificates of insurance and insurer endorsements evidencing the required insurance. Insurer endorsements (or a copy of the policy binder if applicable) shall be provided as evidence of meeting the requirements of Subsections (1)(3) and (4) of Section 7D above and the waiver of subrogation requirement in Section 7C above. If self- insured for worker's compensation, Consultant shall submit to City a copy of its certification of self-insurance issued by the Department of Industrial Relations. Section 8: Termination of Agreement A. City and Consultant shall each have the right to terminate any or all of the services covered by this Agreement at any time or any reason by giving ten (10) business days written advance notice to the other party. B. Upon termination of this Agreement, Consultant shall be paid for services rendered by the effective date of the termination. C. Upon termination of this Agreement or completion of the Project, all documents relating to the Project shall become the sole property of City. Should City terminate this Agreement pursuant to subparagraph A. of this Section, Consultant shall within ten (10) business days of receipt of notice of termination, provide City with all documents within Consultant's possession relating to this Agreement and the Project, including but not limited to all completed documents and all drafts of uncompleted documents. 4 Section 9: Notice Any notice allowed or required to be given shall be effective upon personal delivery thereof, or upon depositing thereof in the United States Postal Service, certified mail, upon receipt requested, postage prepaid, addressed as follows: To City: City of Tustin Attn.: Tim D. Consultant shall proceed immediately and diligently to perform the services provided for in this Agreement upon receipt of notice from City to proceed therewith. B. No part of this Agreement may be assigned by Consultant without the prior written approval of City. C. This Agreement shall extend to and be binding upon and inure to the benefit of heirs, executors, administrators, successors and assigns of the respective parties hereto. D. Consultant shall perform all services required under this Agreement using that degree of care and skill ordinarily exercised under similar conditions in similar localities, and shall be responsible for all errors and omissions for services performed by Consultant under the terms of this Agreement. E. Consultant certifies that there shall be no discrimination against any employee who is employed in the work covered by this Agreement, or against any application of such employment, because of race, religion, color, sex, or national origin including but not limited to, the following: employment, upgrading, demotion or transfer, recruitment, or recruitment advertising, lay-off or termination, rate of pay or other forms of compensation, and selection for training, including apprenticeship. F. This Agreement shall be interpreted in accordance with California Law. The parties agree that the Orange County Superior Court is the exclusive venue for any lawsuits by either party regarding this Agreement. 5 IN WITNESS WHEREOF, this Agreement was executed by the parties on the date and year first above written. Engineering Services Manager Public Works/Engineering City of Tustin 300 Centennial Way Tustin, CA 92680 Subject: City of Tustin, Citrus Ranch Park Improvements Proposal to Provide Professional Construction Management Services Dear Mr. Kasdan: We appreciate the City of Tustin giving Willdan the opportunity to submit this proposal to provide construction management and inspection services on the Citrus Ranch Park project. We understand the estimated six million dollar Citrus Ranch Park will be the final new park constructed by the City in the Tustin Ranch area and will provide the community with three distinct recreational experiences. While the nature of the existing citrus grove will remain intact, the addition of amenities such as play structures, picnic structures and a plaza, will be offset in other areas of the park with passive rural experiences such as large turf areas surrounded by trees, foot trails and a substantial shade structure with a sitting area on the vista view-point at the apex of the citrus covered knoll. We are currently providing construction management, survey, geotechnical and materials testing, special inspection and engineering support for the 78-acre Fountain Valley Recreation Center. Willdan also completed the redesign and the constructability analysis for this project. This $17 million facility is currently under construction and is scheduled for completion in August of 2008. Citrus Ranch Park contains many of the same elements found in the Fountain Valley project. Willdan has been designing and overseeing the construction of community pazks for our clients for over 20 years. Please review our list of projects and referrals included in this proposal. We believe our current experience with the construction of public park facilities uniquely qualifies Willdan to provide the services needed to bring your project through construction. We are proposing to provide the following services for the preconstruction and construction phases of Citrus Ranch Park: • Constructability review of the plans and specifications. • Administration of the bidding period and preconstruction activities. • Management and inspection of the construction of the project. We look forward to working with the City during-the preconstruction constructability review and the construction of the Citrus Ranch Park project. Our services are explained in more detail in the following approach and scope of services. Mr. Dana Kasdan Construction Management Proposal February 11, 2008 Page 2 of 8 Pre-Construction Bidability/Constructability Review Approach Out- team will conduct a review of the project plans and specifications for Citrus Ranch Park to identify constructability issues such as ambiguities, conflicting information, completeness of information, level of detail and general readability that may cause difficulties in the contractor's preparation of the bid and/or construction of the project. We will develop a list of comments for transmittal to RJM Design Group for resolution and meet with the Design Consultant and involved parties regarding unresolved comments. Willdan worked successfully with RJM Design Group on the recently completed Bill Barber Park project for the City of Irvine. Peer Opinion of Probable Cost Our team will engage the services of O'Connor Construction Management to do an objective peer opinion of probable cost to compare to the Engineer's estimate and identify potential budget impacts. Construction Management and Observation Approach Willdan will provide an experienced staff of construction professionals to take the Citrus Ranch Park, project from concept to a reality. Through our experience as municipal engineers and staffing for public agencies, we have developed construction and program. management systems specifically devoted to our public sector clients. Willdan has demonstrated construction management expertise on various types of infrastructure projects including: sports complexes, parks, aquatic facilities, streets, bridges, sewers, storm drains, water systems and other utilities. Willdan will assign a qualified Construction Management Team, thoroughly familiar with the project special provisions, contract plans, standard specifications and standard plans applicable to the Citrus Ranch Park project. Willdan will document all aspects of the project and review the Contractor's Quality Control plan, with emphasis on work quality, test control, material testing and certification, scheduling, testing and operating status, certification of records, corrective action and audits. Our three primary goals are to assure the project is: • Constructed in conformance with the construction documents and applicable codes and regulations. • Completed within the contractual time requirements. • Completed within the limits of the budget. Our Construction Management staff will observe the progress and quality of the work being completed by the contractor to determine if the work is proceeding in accordance with the Contract Documents. Our construction observation personnel will exercise reasonable care and diligence to anticipate, discover, and promptly notify the Contractor of all defects or deficiencies in the materials and workmanship prior to being used in the construction. Mr. Dana Kasdan Construction Management Proposal February 1 1, 2008 Page 3 of 8 An additional goal of our Construction Management Team is to create and maintain a comprehensive "document trail" for activities occurring during construction of the project. • Construction Inspection Reports will be written on a daily basis to document the progress of the work as well as the labor and equipment used in the performance of related ongoing construction operations. Field conversations with the Contractor, safety issues, and any major event occurring on that working day will also be recorded in these Daily Reports. • When extra work is performed, a separate report will be written to monitor and document the particulars on related extra work, and to keep track of the labor, material, and equipment used in connection with this extra work. •. Periodic review of the Contractor's quality control program will be performed to determine the extent to which the quality system fulfills contractually imposed quality requirements. Willdan's Construction Management team will coordinate material testing and surveying support services. • Submittals, RFI's, COR's, CCO's, drawings, correspondence, telephone conversations, and other project related documentation will be logged, monitored, and tracked. Statements of Working Days will be issued on a weekly basis. • Construction Progress Meetings, Special Coordination Meetings and Schedule Review Meetings will be held to keep an open line of communication with the Contractor, City and design professionals to proactively provide solutions to challenges before they become major issues. Schedule and cost management are top priorities for our Construction Management Team. We will track, review, and monitor the construction project schedule and budget. Our Construction Management Team will maintain awareness of the progress of the construction project through field inspections of the work in progress, along with detailed periodic review and analysis of baseline and updated project schedules and budget. Willdan's Construction Management Team will focus on the following items to evaluate the Contractor's progress. • Contractor's monthly progress payment applications and contract pay item; • Construction schedule updates, periodic "Look Ahead" schedules; • Contract change orders, supplemental work items, contingency balance, and project budget. Should extra work become necessary, our team will analyze the contractor's Change Order Request. We will evaluate the contractor's estimate of costs and time and make recommendations to minimize additional costs and requested time extensions where appropriate. The Contractor's as-built redlined plans will be reviewed routinely to monitor the documentation of pertinent information such as changes and/or modifications that occur during construction. Willdan's Construction Management Team will maintain an updated set of conformed drawings, Mr. Dana Kasdan Construction Management Proposal February 11, 2008 Page 4 of 8 including RFI's and approved design changes, to compare and corroborate that the Contractor is maintaining adequate as-built records. Our Construction Management Team will work closely with the Contractor to facilitate the construction effort and keep the project and the contractor's operations on track. We believe effective contract closeout begins at the Notice to Proceed, not at the Notice of Substantial Completion. We recognize the importance of efficient and expeditious contract closeout. We know based on experience that, as a project progresses, dedication to quality project management includes attention to those activities connected with contract closeout. Efficient closeout and turnover procedures minimizes the Contractor's interference with the Owner's move-in and start-up activities. Project closeout will include the following key activities: • Orderly transfer of key project records and documents. • Develop a final punch list and walk through with the Contractor and affected property owners. • Resolution of outstanding contractual issues, changes, claims, and non- conformance reports. • Assessment of Liquidated damages, if applicable. • Formal review of key submittals including certificate of substantial completion, certificate of punch list completion, final lien waivers, guarantees/warranties, and final application. • Review and verification of Final Payment Request. • Review of Contractor's as-built plans prior to releasing final payment. • Coordination with third parties for final project. acceptance. In order to facilitate the coordination of review, tracking and reporting, the Construction Management Team uses the computer extensively. The Willdan Construction Management Group utilizes web based Primavera Expedition software to provide construction documentation control. This software has proven to be invaluable for recording, logging and tracking correspondence, submittals, Requests for Information, change orders, daily reports, meeting minutes, monthly payment requisitions and all other construction documents. Incoming correspondence is scanned into a PDF file and attached to the corresponding Expedition documentation. The Willdan team brings the ability to draw from more than 40 years of experience offering a complete range of engineering. and support services for the implementation of public works projects. Willdan's versatility is well suited for the multiple agency coordination and public works experience required to provide Construction Management and Inspection for this project. With leadership, dedication, expertise, commitment and the combination of state-of-the-art technical resources and the depth of staffing of a large professional firm Willdan is qualified to serve the individual needs of cities, counties and special districts, as well as State and Federal agencies. Mr. Dana Kasdan Construction Management Proposal February 11, 2008 Page 5 of 8 Construction Management The Willdan Construction Management Team will provide contract administration and document control in accordance with the plans and specifications, City policies, procedures, manuals and standards. Our team will work through the Construction Manager as the single point of contact to provide coordination and communication between the City, Design Team, Geotechnical services, surveyor and the Contractor. • Document Control and Meetings a) Provide document control utilizing Expedition software and maintain on site project files for correspondence, submittals, requests for information, change orders,. meeting minutes, progress payment requests, daily construction inspection reports and related project documentation. b) Prepare a Weekly Statement of Working Days for distribution to the contractor and file. c) Schedule and conduct weekly construction meetings, prepare agendas and meeting minutes. Maintain a record of construction meeting minutes with a record of agenda items, ball in court and actions taken. • Permits, Bonds and Insurance Verify that the~required permits, bonds and insurance, have been obtained. Such action shall not relieve the Contractor of its responsibility to comply with the provisions of the Contract Documents. • Submittals Receive, log, track and review the Contractors' submittals as required by the specifications for completeness and forward submittals, shop drawings and product submittals to Design Professional for confirmation of compliance with the project plans, specifications and requirements. Track submittals .for a timely response and return to the Contractor and maintain a file of all submittals with an indication of current status. • Requests for Information Receive, log and review Requests for Information for content and completeness and forward to the Design Professional for clarification or interpretation and response. Transmit to the Contractor all information so received from the Design Professional or City. Track RFI's for a timely response, return to the Contractor and maintain a file of RFI's with current status noted. Mr. Dana Kasdan Construction Management Proposal February 11, 2008 Page 6 of 8 • Contract Change Order Preparation, Negotiation and Processing Negotiate contract change order content and cost with the Contractor. Prepare contract change order document for execution by Contractor and the City. Prepare and maintain a current contract change order log listing approved change orders by number, a brief description of the change order work and the cost established in the change order. • Certified Payroll Review Maintain a file of and review Contractor's certified payroll submittals for compliance with wage scales required by the specifications. • Contractor's Construction Schedule Review the Contractor's Construction Schedule prior to construction and verify that the schedule is prepared in accordance with the requirements of the Contract Documents. Monitor construction activities and review schedule updates, discuss schedule deviations with the contractor and report findings to City staff. • Project Closeout After verification of correction of final punch list items by the Construction Specialist, prepare the Notice of Completion for the project.. Construction Field Inspection Willdan's Construction Specialist will provide full-time, detailed field inspection services to verify compliance with the contract documents and standard drawings for this project and the Standard Specifications for Public Works Construction (Greenbook). The Field staff responsibilities will include the field inspection of grading, paving and subgrade, structures, electrical, drainage, signing and striping, landscaping as well as quantity calculations, construction traffic control and coordination of survey, materials sampling and testing. a) Verify the Contractor's compliance with the requirements of the Storm Water Pollution Prevention Program (SWPPP). b) Produce daily reports of contractor's activities, equipment and personnel. c) Issue correction and compliance notices to the Contractor as necessary. • Traffic Control and Public Safety Review and monitor all applicable traffic control and public safety plans for compliance with all safety laws and regulations and the City of Tustin Standards. Review all fencing, detour, lane closures, temporary access, signing, delineation and traffic control plans. Report deficiencies to the Contractor. Review and evaluate the results of all inspection and testing reports on the. day of the inspection or test. Provide notification to affected utility agencies regarding work that may affect their plant and services. • Progress Payments Review Contractor's payment applications and determine whether the amount requested reflects the progress of the Contractor's work. Make appropriate adjustments to each payment application far the preparation of progress payment requests. • Photographic Documentation Provide digital photographic documentation of the project site and activities during construction, • Maintain "As-Built" Drawings Maintain one set of redlined construction plans with up-to-date information reflecting all addenda, substitutions, clarifications, change orders and field corrections. Compare and coordinate inspectors and Contractor's redlined drawings at project closeout for the production of digital as-built drawings. • Project Closeout Prepare final punch list for correction of items not in compliance with the plans and specifications. After verification of correction of final punch list items notify the Construction Manager for the preparation of the Notice of Completion for the project. Quality Assurance Survey Services The Willdan Survey Team will provide a 2 person crew for quality assurance of the following project survey control milestones: • Review original survey control and inspect secondary control set for construction staking; identify and monitor that monuments being destroyed during construction are tied out. • 1st Progress Check of rough grade for play structures, picnic structures, and plaza • 2nd/Final Progress Check of rough grade for play structures, picnic structures, and plaza. • 1st Progress Check of finish grading. • 2nd/Final Progress Check of finish grading. • Perform limited as-built survey for conformance with Approved Plans. The proposed fee also includes an allowance for an additional 3 days for as -needed troubleshooting or other desired survey support. In addition to the services shown in this proposal, Willdan has the ability to provide geotechnical and materials testing and deputy inspection services for compliance with ICC regulations on structural elements of the project.
