SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE ANNUAL MAJOR
PAVEMENT MAINTENANCE PROJECT, FY 2007-2008 (CIP NO. 7001) AND THE
ANNUAL SIDEWALK REPAIR PROJECT, FY 2007-2008
(PROJECT NO. 402-6235)
SUMMARY
Bids for the combined Annual Major Pavement Maintenance Project, FY 2007-2008 (CIP No. 7001)
and the Annual Sidewalk Repair Project, FY 2007-2008 (Project No. 402-6235) have been received
and a construction contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Annual Major Pavement
Maintenance Project, FY 2007-2008 (CIP No. 7001) and the Annual Sidewalk Repair Project, FY 2007-
2008 (Project No. 402-6235) to Calmex Engineering, Inc., the lowest responsible and responsive bidder
in the amount of $1,278,789.99, and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT
The FY 2007-2008 Capital Improvement Program (CIP) Budget provides $1,500,000 for all of the
various components in the Annual Major Pavement Maintenance Project (CIP No. 7001), including
design, construction and contract administration. The bid amount for this portion of work is
$1,133,948.97. The work includes rehabilitation of Irvine Boulevard between Elizabeth Way and Red
Hill Avenue, a portion of which is within the County of Orange jurisdiction. Work within the County
jurisdiction is estimated to cost $120,000, which is included in the bid and for which the City will be
reimbursed by the County under a cooperative agreement. The Public Works Department/Engineering
Division Operating Budget for FY 2007-2008 provides $200,000 to cover all of the costs associated with
the Annual Sidewalk Repair Project (Project No. 402-6235). The bid amount for this portion of work is
$144,841.02. Both of these projects are part of the City's on-going Maintenance of Effort (MOE)
requirement to maintain eligibility for Measure M funding.

BACKGROUND
Bids were opened on February 20, 2008. There were ten (10) bids received and the results are
summarized as follows:

The references and the State Contractor's License for Calmex Engineering, Inc. have been checked
and are appropriate for the subject project. Their bid for the Annual Major Maintenance Project (CIP
No. 7001) and the Annual Sidewalk Repair Project (Project No. 402-6235) is about 19.5% below the
engineer's estimate of $1,588,570. This is primarily due to lower than expected costs for removal and
replacement of asphalt paving and concrete access ramps.
The FY 2007-2008 Annual Major Pavement Maintenance Project consists of asphalt concrete repair,
asphalt concrete resurfacing, crack routing and sealing, and traffic striping and markings within Zone 3
of the City's Pavement Management System. Zone 3 is generally bounded by Newport Avenue on the
west; Wass Street, Irvine Boulevard, and Melvin Way on the north; EI Camino Real on the south; and
Browning Avenue on the east. The majority of streets in Zone 3 are in fair to good condition. Asphalt
resurfacing is planned on Irvine Boulevard from Elizabeth Way to Red Hill Avenue. A portion of the
work on Irvine Boulevard is within the County of Orange jurisdiction, for which the City of Tustin will be
reimbursed under a cooperative agreement with the County in conjunction with this project. Also, the
bridge deck on Jamboree Road over Moffett Avenue will be sealed as recommended in the most recent
Caltrans bridge inspection report.
Work for the Annual Sidewalk Repair Project consists of removal and replacement of sidewalk at various
locations throughout the City. Some street trees will be removed and replaced with more appropriate
species as part of this effort. Additionally, concrete curb ramps will be modified or installed in compliance
with the federal Americans with Disabilities Act (ADA).
