HomeMy WebLinkAboutCC RES 77-18 RESOLUTION NO. 77-18 A RESOLUTION OF THE TUSTIN CITY COUNCIL APPROVING THE CITY OF TUSTIN PORTION OF THE 1980 FUNCTIONAL USAGE STUDY, THE URBAN AREA BOUNDARIES OF SAID CITY, AND THE DESIGNATION OF FEDERAL-AID URBAN ROUTES IN SAID CITY. W}IEREAS, Title 23 U.S. Code Section 103(d)2 states that: After June 30, 1976, tile Federal-aid urban system shall be located in eaclz '__. urbaniz(.d area and suct~ other urban areas as the State highway departments may desJgnate and shall consist of arterial routes and collector rou. tcs, exclusive of urban extensions of the Federal-aid primary system. The r~utes - on the Federal-aid urban system sha].i be designated by appropriate locdl officials, with the concurrence of the State highway departments, subject to the approval o-. the Secretary and in the case of Urbanized areas shall also be in accordance with the planning process required pursuant to the provisio~s of Section 134 of this Title; and · WHEREAS, the 1973 Federal-Aid Highway Act Section 148D states that Federal-Aid Systems realignment shall be based upon anticipated func- · tional usage in the year 1980 or a planned connected system; and WHEREAS, the 1980 Functional. Usage Study will serve as the basis for determining eligibility for Federal-Aid Systems and has served as the basis for requesting streets to be on the Federal-Aid Urban System; and WHEREAS, the approval of the 1980' Functional Usage Study will not preclude future adjustments of street classifications due to changing population and travel and land use; and WHEREAS, the Functional Usage Study map is consistent with the 1980 Functional Usage Systems of contiguous jurisdictions and is satisfactory to the California Department of Transportation; and kq~EREAS, revisions in urban area boundaries for this City are made to ensure that the entire length of a street or highway is included on one Federal-Aid System and does not transfer between sy.stems within the City boundaries; 'NOW, THEREFORE, BE IT RESOLVED by the Tustin city Council, that this Council hereby approves the 1980 Functional Usage Study, the Federal-Aid Urban System, and the Urban Boundaries as forwarded by the City to the County of Orange. .
