HUSTON, CITY MANAGER POLICE DEPARTMENT USED VEHICLE PURCHASE 380-40 SUMMARY In accordance with the City's Purchase of Used Vehicles and Equipment Policy, the City Manager has approved issuance of a Purchase Order for two used vehicles to Enterprise Auto Sales for two unmarked vehicles for the Police Department. One is a replacement vehicle for Investigations; the other is an additional vehicle to be assigned to Community Services. RECOMMENDATION · Authorize the purchase of a 2000 Chevrolet Astro Van at a total cost of $18,965 Authorize the purchase of a 2001 Pontiac Bonneville at a total cost of $20,550. FISCAL IMPACT Total amount budgeted' $ 44,000 Total amount of purchase' $ 39,515 Total savings' $ 4,485 BACKGROUND The Police Department has found that purchasing used vehicles with generous warranty protection through reputable dealers has resulted in significant savings to the Vehicle Replacement Fund. The Department has been dealing with Enterprise Auto Sales for more than five years with excellent results, including good price reductions, quality vehicles, and excellent warranty response and 'after-purchase attention. The City's Purchase of Used Vehicles and Equipment Policy requires a staff report to the city council outlining the fact that a purchase is being made according to Section 1624 of the Purchasing Ordinance. HUSTON, CITY MANAGER STEVE FOSTER, CHIEF OF POLICE USED VEHICLE PURCHASE SUMMARY The Police Department needs authorization to purchase two used vehicles (both budgeted in FY 2001/2002) by using the Used Vehicle Purchase Policy (attached). This used vehicle purchase is for one Investigations unmarked car (1994 Chevrolet Lumina, #503-3438) and an additional unmarked car for Community Services. FISCAL IMPACT Total amount budgeted is $44,000. This amount reflects $25,000 from account number 01-503-9845 and $19,000 from account number 01-503-6845. Total amount to be spent is $39,515 which would result in a saving of $4,485. BACKGROUND In the past we have tried a variety of strategies to insure we have the highest quality cars at the best prices. We have purchased new economy-sized vehicles and we have purchased used mid-sized vehicles with additional equipment for approximately the same amount of money. We have found that the used vehicles of better quality are much better received by our personnel and (per Alan Gallagher) cost about the same to repair and service as the stripped models. Attached are the two specific recommendation memos from Sergeant Jeff Beeler, Investigations, and Sergeant Mark Bergquist, Community Services. They contain the three competitive bids and information on the two vehicles we want to purchase' · Community Services--2000 Chevrolet Astro Van, White, 30,216 miles. - Investigations---2001 Pontiac Bonneville, Gold, 17,200 miles. We ask that these vehicles be purchased from Enterprise Car Sales of Orange for the following reasons' · Competitive pricing due to the over 40,000-vehicle inventory available. · Verifiable maintenance records. · Vehicle Certification at no additional cost to us. · 12 month/12,000 mile warranty at no additional cost · 24-hour Roadside Assistance for one year at no additional cost. 7-day money back guarantees or full exchange to another vehicle if not happy with the vehicle for any reason. Known supplier. We have used Enterprise in the past and Alan Gallagher, our supervisor of vehicles, has advised us that these vehicles have all been excellent purchases. RECOMMENDATION We have tentatively agreed to purchase these two budgeted vehicles from Enterprise Car Sales. I recommend approval and ask you for authorization to proceed.
