HUSTON, CITY MANAGER POLICE DEPARTMENT CRIME SCENE INVESTIGATION (CSI) VEHICLE PURCHASE SUMMARY In September 2000, the City of Tustin Police Department received $123,610.00 in grant funding from the State of California for use to purchase high-technology equipment. These funds were deposited into revenue account 01-000-3881 and have accrued interest in the amount of $7,540.00. Total available funds are therefore currently $131,150.00. The Police Department is prepared to expend these 'funds at this time. RECOMMENDATION . , Authorize the Police Department to enter into a contract with The Mattman Company--Specialty Vehicles Division for the purchase 'of a Crime Scene Investigations Vehicle at a cost of $108,388.00. Authorize the Police Department to purchase speCialized equiPment for this vehicle not to exceed the remaining $22,762.00 of the grant funds. The specialized equipment will be used for the collection, storage, identification, preservation and examination of evidence from crime scenes collected by technicians assigned to conduct CSI' for the Department. FISCAL IMPACT $131,150.00 Grant Fund expenditure. BACKGROUND The State of California Budget Act of 2001 established a $30 million one-time funding to local law enforcement agencies for the purchase of high-technology equipment. Each law enforcement agency in the state was eligible to receive a minimum grant of $30,000.00. The Tustin Police department applied for and received a grant funding in the amount of $123,610.00. Interest earnings since receiving these funds have increased this total to $131,150.00. William A. Huston, City Manager Crime Scene Investigation Vehicle Purchase November 5, 2001 Page 2 The Budget Act of 2001 required that each participating agency report no later than August 15, 2001, what the grant funds have been spent to purchase or to declare what those funds will be used to purchase. On August 14, 2001, the Tustin Police Department notified the State Department of Finance that the grant funds provided to the City of Tustin Police Department were to be used to purchase a high-tech crime scene investigation vehicle and equipment for the vehicle. We are now obligated to spend the funds in this manner. With the advent of DNA profiling, it has become critical that the collection, preservation, and testing of DNA and accurate reporting of the results, are of the utmost importance in criminal cases. Purchasing a specialized CSI Vehicle and equipping it with the latest equipment will help in the prosecution of the guilty and the exoneration of the innocent. In addition to proving the ability to conduct high-technology evidence collection and preservation, this vehicle will also be equipped to provide more traditional CS! services including fingerprinting collection, physical evidence collection, and photographic documentation of crime scenes. We currently do not have the capability to conduct our own extensive crime scene investigations and we must rely on the availability of technicians and equipment from other agencies. This equipment will allow us to be more self-sufficient and provide for a greater level of service to our community. It is also known that the County of Orange is looking to implement cost recovery for their CSI services, which is our only current source of CSI for significant criminal investigations. Being able to provide these services on our own will therefore also eventually result in significant cost savings by reducing the dependence on an outside agency for this service. Attached is a proposal from The Mattman Company to provide a state of the art, Crime Scene/Mobile Laboratory Vehicle. It is recommended that the City enter into a contract to have Mattman provide the CSI vehicle for several reasons as follows: In 1998, the Police Department was authorized by Council to purchase a Mobile Command Post/Substation. At that time we discovered that The Mattman was a premier provider of these types of specialized police vehicles, had considerable experience in the field, and was local to the area. Additionally, they were willing to customize the vehicle and allow for modifications during the actual construction of the vehicle. We will be able to inspect the vehicle as it is constructed and make proposals for minor modifications as deemed necessary at no additional expense. William A. Huston, City Manager Crime Scene Investigation Vehicle Purchase November 5, 2001 Page 3 Since taking delivery of the Mobile Command Post (known as our Community Response Vehicle), the Department has received awards for the design and quality of the vehicle when it has been displayed for comparison with similar vehicles from other agencies. The terms and conditions of the State Grant that provided for the funding for high- technology purchases mandates that the monies be expended by December 31, 2001. Because of the timelines facing, the agency, it is impractical to solicit bids from other possible vendors when we know that there are few other vendors of this type of specialty equipment and none that are local. If a contract is not established with The Mattman Company at this time, we are likely to lose the funding. Terminals shall be crimped with the tool recommended by the manufacturer and per the MIL-SPEC. Spade and hook terminals are unacceptable. 2~ All wiring shall be supported with insulated clamps complying with MS21919. m Wire bundles shall be tied with trimmed.nylon ties. 4~ All added electrical circuits shall be protected by resetable circuit breakers rated for 125% of load. Si Full wiring schematics shall be provided, including 120VAC and 12VDC main distribution, 12VDC branch distribution, and Iow voltage control cimuits. All wiring shall be color coded, numbered, and charted on a master wire list. WIRING R..EQUIREMENT~S, (cont,): . All added widng shall be protected from chafing and abrasion. . Electrical installation: The complete widng system and electrical appliances shall be to modem automotive standards through out the installation. Extreme care shall be exercised to provide for easy serviceability of the system in future years. Easily removable perimeter wire chase covers shall be provided to allow access to installed wiring harnesses for service, and additions of new systems in the future. Covers shall be finished with materials to compliment the vehicle interior. e Full pre-wiring shall be provided for anticipated future equipment installations, including control circuits, audio distribution/recording, and video distribution/recording. Anticipated installations shall be determined at a pre-build conference. 10. No exceptions will be accepted in this section.
