Subject: Parking on Irvine Boulevard in front of the Palmwood Condominiums
I recently learned you are considering prohibiting any parking at all on Irvine Boulevard in front of
Palmwood Condominiums. This would create an extreme hardship to residents here. We only have one
parkiing space and one one-car garage each, and many owners in here have more than two cars, plus
have vsitors, friends, delivery people (such as UPS and FedEx) and workers. They just have nowhere
else to park! 1st Street is always full, very small area, and everything else is tow-away. Plus folks
coming in in the evening and having to walk a great distance is creating a risk for them, especially at
night. Please reconsider and keep the parking availability there on Irvine Boulevard. Thanks you for

Hello,
I am a resent at Palmwood Condos located off of Irvine Blvd. This is a residential complex and
removing the parking on Irvine Blvd would servery change the quality of life of the residents.
Where would our guests or owers park. Safety would also be an issue if needed to park more
than a block away from our homes.
I don't know why you are planning on removing the Irvine Blvd Street Parking but if needed
issue permits to the Palmwood Condo residents and guests.
Please reconsider the paln to remove the stree parking on Irvine Blvd.

I'm writing in response to a notification that we received about these proposed parking
restrictions. This idea seems ill-advised for several reasons:
1. Our residential community here in Palmwood has 98 homes. For the City of Tustin to
even consider eliminating available parking in front of our units just boggles the mind. We
each have a garage and one parking space. The elimination of street parking makes things very
difficult for those families who have more than two cars. Visitors, workers, and delivery
people would have a definite problem since there is no visitor parking in our complex.
2. We have one entrance and one exit gate on Irvine Boulevard. The eastbound lane narrows
as it approaches our entrance gate. Even though I've had my turn signal on, there are times
when I've come close to being run down as I slow to turn into the entrance. Then there are
the difficulties encountered as one attempts to enter into traffic from our exit gate. The
street curves slightly there, so it's difficult to see or be seen by approaching traffic. I'm
assuming that one possible reason why people won't be allowed to park on Irvine is to add
another traffic lane to facilitate the flow of traffic. That would definitely increase the
thrill factor of trying to enter or exit the complex! I can forsee an increase of traffic
accidents at those two locations.
3. Many people using the sportspark at Columbus Tustin Middle School use Irvine Blvd. for
parking (as well as during Tustin Tiller Days.) Where would these people park if that parking
is not available? I've noticed that the parking lot off Prospect seems rather full.
You may have already considered these factors, but if you haven't, please do so thoughtfully.
I may think of other reasons why the elimination of street parking on Irvine Blvd. is not a
good idea, but these were the most obvious ones.

I am writing this letter to show my concern for your Parking issue on Irvine blvd. I Live in the Palmwood condo's. 423
East 1st St. and yes I am a home owner. I have just moved into this community and now I am finding your taking away
the parking on irvine so there will be no parking anywhere close by? This will lower my property value. That just doesn't
work for me and I vote. This is totally unacceptable. People walk there dogs, work out, play baseball/soccer at the school
across the street where are they supposed to park? If I have friends or family over and they cannot park on irvine then
where exactly are they supposed to park? If I get something delivered pizza, UPS, FEDEX whatever, and they cannot
deliver because of this no parking law then I am just out? no don't think so. This is outrageous and totally unacceptable.
If you want to turn off parking somewhere then do it in front of your own home and leave the people that voted you in
office alone. If it isn't broke don't fix it

18It is our understanding that there is a workshop 3/18/08 at 4:15 regading subject
matter.
Just a quick note to say it would be disastrous for our tenant and others on Irvine
Blvd. if parking were eliminated!! I travel in that area and even during key times
and the traffic flows well. This would be a serious mistake to the business offices
and the community.

I understand you are considering painting the curbs red along Irvine Blvd in front of the Columbus-Tustin
baseball fields, fairgrounds, sports complex.
While there is parking in the lot to the north of the playgrounds it is not always sufficient for all the players
especially during baseball season, and especially for the high usage times such as tournament days, and opening
days. The additional parking provided by parking along the north side of Irvine Blvd is very much appreciated by
the players and does not seem to cause a safety hazard. I can only assume that the plan to paint the curbs red
is an attempt to improve city revenues from parking tickets. During tiller days, and tournament days when
parking is tight even the South side of the street is used and on several occasions I have seen this area harvested
for parking tickets and on 2 occasions even had mass tow-aways where a flotilla of tow trucks arrived en-mass to
capture as many cars as possible.
Please don’t paint the curbs red. This is valuable parking for a valuable city resource.

My name is Don Ropele and I live in Tustin at 17381 Amaganset Way. I have lived in
Tustin since 1969 and like all of us; I have seen many changes throughout our City.
I understand that the Council will be considering a measure that would prohibit pazking
on city streets from 2:00 am to 6:00 am. I implore you to give this measure your utmost
attention as I see our streets slowly becoming what the streets in Santa Ana look like and
that is one big parking lot. My neighbors and I completely support this effort.
I equate the parking of so many cazs on our streets to the "Broken Window" theory which
says that one broken window leads to more broken windows and ultimately slums, crime
and poverty. I believe that the over abundance of cars on our streets leads to decreased
property values, safety issues and crime.
One only has to drive our streets and see that so many people use their gazage for other
purposes than to house their cazs. Thus their cars end up on the streets. On a personal
note, our new neighbors across the street pazk one trailer and two cars on their driveway
and two trucks, one trailer and one car on the street. To me this is blight and completely
unacceptable.
I understand that your discussions will have to take into consideration the pazking
problems that apartment complexes present. You will also have families with many cars
and no place to park them other than the streets. However we all know cities that have
parking restrictions in place now and it seems to work well for them.
Now is the time to make a statement to our neighbors and friends that Tustin cares about
the quality of our environment and the city in which we live. I urge you to enact this
measure.

Many thanks to all of you for yesterday's open & honest discussion of our parking crisis in
Tustin. I came away from the meeting feeling proud to be a resident and taxpayer of this
great city.

I wanted to cheer out loud when several of you referred openly to the carjam of parked cars
in our town as *blight*. Blight is exactly what it is, and I so appreciate your courage and
candor.

The car blight problem is particularly evident in the south/central part of town. One of the
worst examples of the problem can be found along Mitchell (between Newport and Redhill). The
south side of Mitchell does not seem to have street sweeping, and the gutters there contain
rotting mud and debris, in some places several inches high. Furthermore, the single family
home tracts in the same area are cluttered by non-resident junkers stored and parked on our
streets, moving only long enough to avoid a ticket for street sweeping. This is
heartbreakingly discouraging for the many, many pride of ownership residents in south/central
Tustin.

My husband and I participated in the recent volunteer workday to clean up Mitchell, and I can
assure you that much of the litter we cleaned up that day was not generated by Beswick
schoolchildren dropping candy wrappers. We believe that most of the litter was generated by
adult-aged people -- it was fast food wrappers from vendors across town, pieces of discarded
carpeting, bits of household products, even discarded adult-sized shoes and clothing.
Moreover, we noticed that day that many of the street parked cars in the area are old and
poorly maintained. Our streets are becoming pitted and stained with pools of oil and other
leaking auto fluids. This can't be good for our road surfaces and sewers, much less the
general environment.

The fair way to deal with all this is to institute a city-wide ban on overnight street
parking. Period. All residents will share equally in the responsibilities and benefits of an
end to car blight in our town. No individual, area or group will be able to claim they were
unfairly targeted or inconvenienced. Ending street parking isn't personal, it's a city-wide
health and safety issue. We all need to pitch in equally.
