The City Council finds and determines: a. That a draft Environmental Impact Report (76-5) was prepared under the staff supervision for the purpose of evaluating the impact upon the environ- ment of the annexation of the Irvine-Myford lands to the City of Tustin and the ultimate development. under various alternative land uses. b. That contact and discussions were held with ali agencies having jurisdiction by law and with those having knowledge and interest in subject land, as a basis for the evaluation of environmental impacts of subject project. · c. That a.'public hearing was duly advertised and con- ducted by the City Council for the purpose of evaluating EIR 76-5 on December 20, 1976. 2. The City Council hereby finds and determines that the subject annexation proposal and ultimate development the area will have the following adverse impacts: a. The loss of agricultural food production of unique character. b. Urbanization with its growth inducing elements con- comitant with the adverse factors of noise, traffic, congestion, potential demands for public services including public safety, transportation and other governmental services. c. The loss of open space. d. Potential degradation of water quality. e. Energy consumption. f. Potential flood plain hazards. 3. The City Council hereby finds and determines that the following factors mitigate adverse impacts to a degree that justifies the annexation and ultimate development ol the project: .. a. There is no assurance that agricultural production will continue within the area and it is reasonable to assume that agricultural operations will be abandoned at such time as it is no longer economical] feasible. b. Open space can be provided by design to be of total public benefit and access rather than that which is limited by private owner.ship. 8 9 10 11 12' 15 15 16 18 19 2O ~5 ~6 ~8 ~9 3O 31 32 c. The annexation of the Subjeet area to the City of Tustin will permit the expenditures of time, effort and manDower toward the planning of the ultimate development of the subject lands with concei'n for· the. total environment. d. Ultimate development .enables the opportunity to satisfy some of the pressures for housing within the proximity of places of employment and to accommodate the housing requirements of all economic segments of the community. e. The planning and development of the subject area Will enable the control and direction of storm water as an amenity rather than a hazard to the area by providing for collection, percolation, and retardation of flow. f. By ultimate development of the subject, land, the pro- cess of urban sprawl within Orange County can be retarded to provide for development in urbanized and adjaeent to urbanized areas rather than the present policies of remote developments causing an economic burden for transportation, road networks., urban services, and utilit~ies, which are ref].ected upon the costs of the existing residents of Orange County with a net increase in energy consumption. g. The opportunity exists by the annexation and develop- ment of the subject property within the jurisdiction of the City of Tustin to provide for economic feasibility for both future residents and serving governmental agencies, by assuring an economic cost/ benefit ratio for present and future generations. h. The early identification of environmental factors to include physical and social elements, will contribute to the objectives of achieving a balanced community. 4. Environmental Impact Report 76-5 for Annexation No. 81 (as amended), is hereby certified by the.City Council of the City of Tustin. .
