HomeMy WebLinkAboutCC RES 76-139 RESOLUTION NO. 76-139 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA SUPPORTING THE CONTINUTATON OF THE ORANGE COUNTY GENERAL REVENUE SHARING COOPERATIVE PLAN WHEREAS, General Revenue Sharing has made available a signifi- cant portion of federal income tax collections for relatively unrestricted state and local expenditures in a vital partnership approach to urban problems; and . WHEREAS, another aspect of this successful relationship has been the unique Orange County General Revenue Sharing Cooperative Plan initiated by adoption of a resolution of the Board of Supervisors on March 13, 1973, which has enabled the appropriation of 50 percent of the County's allocation to city-county projects that were reviewed by an Advisory Committee and approved by the Board of Supervisors; and WHEREAS, to date, over $25-million of County federal revenue sharing funds have been redistributed to cities on a 50-50 matching basis under allocation formula guidelines based on each city's assessed valua- tion and population and the Board of Supervisors' policy for expenditure of the County's revenue sharing funds of 50 percent for tax reductions, 25 percent for parks, recreation and open space., and 25 percent for social programs; and o WHEREAS, without the successful assistance of the Cooperative Plan, many of the 26 cities which represent 87 percent of the County's population would have been forced to raise their tax rates to meet the needs for basic, traditional municipal services and to abandon valuable environmental, recreational and social service program development; and . . WHEREAS, Orange County is soon to receive another substantial allocation of federal funds with the extension of General Revenue Sharing through the fiscal year ending September 1980; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin, California, does again support the County Cooperative Plan, with proportionate increases to reflect the federal funding levels through fiscal year 1980, as being'essential to the growth and well-being of all Orange County. · PASSED AND ADOPTED at a regular meeting of the Tustin City Council, held On the 20th day of December, 1976. ~ITY CLE I~K 515 STATE OF CALIFORNIA) .
