'b) ¢) Said Resolution has been duly published according to law, and Said Notices of said hearing have been pos ted as required by law, and A public' hearing has been duly called., noticed and held according to law, and all persons interested in or objecting to the proposed vacation and abandonment appearing at said hearing were heard. · o e) · Said portion of streets are not necessary for present or 'prospective public street purposes, except for public utilities. f) That the Planning Commission by adoption of Resolution No. 1566, dated November 8, 19 76 has determined that the subject property should be declared excess to the City's needs and disposed of for private development. g) CategOrical ments. exemption from EIR require- 2.
