RESOLUTION NO. 76-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN PETITIONING THE DIRECTOR OF CALTRANS TO
PROVIDE THE NECESSARY IMPROVEMENTS FOR THE
SANTA ANA-NEWPORT INTERCHANGE
The City Council of the City of Tus'tin does hereby resolve' as
follows:
1. The City Council finds and determines as follows:
a. The interchange of the Santa Ana Freeway I-5 and
Newport Faeeway 55 is an extremely hazardous interchange
recognized by all governmental agencies to be of critical·
concern due to the accidents, conjestion, inadequacy of
design-, and capacity:
b. That the Santa Ana Freeway coordinating committee has
indicated that the Santa Ana Freeway I-5 within Orange County
should be widened to four lanes and requests, have been made
to CALTRANS to have the freeway reclassified by the Federal
Government to enable its qualification for Interstate
Federal Highway Funds:
c. A recen~ request of the City Council directed toward the
CALTRANS District Supervisor of District 7 has indicated
that the subject interchange has been removed from the
20-year plan and CALTRANS has no plans to significantly
revise the interchange largely due to its own assessment
of priorities and funding of other projects:
d' That the Department of Transportation is proposing to sell
the property known as Utt Park in the City of Tustin
identified as 07-ORA-5 and 55, parcel 000-220-0101
though that property is vitally needed if the necessary
safety improvements are to be accomplished in the subject
interchange: -
e. The sale of the aforementioned parcel will require its
future reacquis'ition a~ a significantly higher, cost to the
taxpayers to the State of California when' the necessary
safety impr6vements are accomplished to the interchange of
the I-5 and Route 5 freeways.
2. In view of the above, the City Council does hereby petition the
County Board of Supervisors and the City Council of the City of Santa Ana to
join together with the City Council of the City of. Tustin to mutually work
· toward the improvement of the Santa Ana Freeway and Newport Freeway interchange.
Our joint efforts should be directed toward bringing the proper attention to
this severe safety hazard and impeditment to transportation that exists and
effects so many. Further, the effort of these three jurisdictions should be
directed through appropriate resolutions, correspondence, and meetings with
the Governor, area legislators, and representatives from California Department
of Taansportation. This matter is of extreme concern to the residents of these
three jurisdictions and the total welfare of our County.

City of Tustin, California, held on the 15th day of November, 1976.
