HomeMy WebLinkAboutCC RES 76-090 RESOLUTION NO. 76-90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN OPPOSING ASSEMBLY BILL 1246, CREATING A COUNTY TRANSPORTATION COMMISSION WHEREAS, the State.of California has proposed Assembly Bill 1246 to create a County Transportatid~n Commission in order to allow more local authority in the implementation of regional transportation plans; and " 'WHEREAS, the responsibility for ~-he implemen'tation of Regional Transportation Plans is vested in the Southern California Association of Goverrunents and the Orange County Transportation District; and WHEREAS, AB 1246 would require that SCAG. allocate funds only for' proposals approved by the proposed coma~.issJ, ons to achieve a coordinated public transportation system; and WHEREAS, the proposed county commissions would have the responsibility to plan, design and construct an exclusive public mass transit system; and WHEREAS, AB 1246 would provide the proposed County Transportation. Com. miss-;on with the responsibility of implemen- tation of all short term capitol and service planning', schedule - of improvements and financial .plans; and WHE6u?,c~.~, AB1246. could allow th~ proposed, c'oun=~.~-- corem.- issions to .bypass SCAG and enter into agreements with the Department of Transportation for the provision of Transportation se rvi ces; NOW THEREFORE BE IT RESOLVED that. the City Council of the City of Tustin does go on record as opposing AB 1246, since. it would duplicate and constrict the transportation respon- sibilities of SCAG and OCTD, and offers support for the respon- sibility for regional planning to remain in SCAG, the Orange County Transit District, FAU, and. AHFP programs. BE IT FURTHER RESOLVED that the City Council of the City oF Tustin supports the retention of regional transportation planning and operation in SCAG and OCTD.
