RESOLUTION 76-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE CITY OF TUSTIN
PERSONNEL RULES AND REGULATIONS AND ADOPTING FURTHER
PERSONNEL POLICIES
·
The City Council of the City of Tustin, CalifOrnia, does hereby
resolve as follows-
1.. That the City Personnel Rules and Regulations are hereby
amended as follows effective July 5, 1976, except as otherwise
noted-
Section 5G(1)(d) is hereby deleted.
Section 5G(2) i's hereby amended to read as follows:
(.2) Fire Department Personnel on 24 Hour Shifts. Fire. Department
personnel on 24' hour shifts shall receive a minimum of
two (") hour~ ~c~ ~ach instanc.-~ of ca~l back (~~~.~,, or
.... · ,... ~ ,.... ~,.,........ ~
non-emergency) but no guaranteed minimum for hold-over
overtime.
Time required to be spent beyond normal working hours,
such as, but not limited to, special training sessions
and staff meetings, shall 'be included within the scope
compensable hours.
Section' 5H is. hereby ~ended as' follows:
The last sentence of paragraph one is hereby deleted.
Numbered paragraph "2" is hereby deleted.
Numbered paragraph "3" is hereby renumbered "2" and sub-
paragraph (d) is amended by the addition of' the following:

"This maintenance requirement for Firemen and Fire Engineers
shall be reduced after five years of service 'to three accept-
able. college semester units every two years, after ten years
of service to three such units every .t.h..r. ee_ years, and shall
be eliminated completely for any such employee receiving a
related B.A. or B.S. degree."
Numbered Paragraph "4" is hereby renumbered "3" ar.,d the
first paragraph amended to read as follows:

3. The standard for "all other full-time embloyees except
department heads" shall be subject to the following
definitions:
Section 8B(1) is hereby amended to read as follows:
(1) Work Week. The work week 'for all full-time positions shall
be 40 hours except thht the average, work week for Fire
Department positions having 24-hour work shifts shall be
56 hours.

A. Salaries and Wages
Salary increases as agreed uFx~n'in the Memorandums of
Understanding shall be incorporated in the final budget
and so imp.lemented.
B. Police Unifo~?ms and Equipmen'h
(1) The City shall be responsible to provide all sworn
officers with necessary and reasonable safety equipment.
This equipment will include: handcuffs, handcuff case,'
flashlig~ht, baton, holster, belt, se~'ice weapon and.
bullet case. Further, there shall be a two-year phase-in
period before the new service ·weapon is mandatory.
(2) The ini'tial and subsequent annual uniform allowance
for uniform mainten'ance shall be. increased to $160 per
year and may be used for the replacement of any
.authorized uniform item includin¥ shirt, t'r. ousers, belt,
·
hat, jacket and shoes..
C. Semi-_~nn'nal Physical Fitness Testing
. ..
The City 0'f Tustin will adopt for the Fire Department the
semi-annual physical fitness testing program installed
as a tentative program for fiscal year 1975-76 and will
work .with the Police Employees Association to develop a
similar test for the Police Department reasonably calculated'
to insure that Police personnel are capable, of fulfilling
the physical requirements of their jobs.
D. Medical Insura~nce
For ea.ch employee without dependents, for' each employee-
who does not elect dependent coverage, and for each
employee with dependents who elects dependent coverage',
the City will pay up tO the follo%~ing amounts toward the
present and future premiums for the health and dental
coverage.
Firemen and'Fire Engineers·- $89.-10 per month but not
.to exceed'95% of the com-
bined employee and dependent
rate ..
All other personnel
- $74'.10 per month
E. Police Department Policy Regarding Overtime
The Police Department shall publish a departmental order
relating to nhe conditions under which an employee may not
refuse overtime .work and other overtime provisions, said
policy statement shall follow the guidelines approved in
the Memorandta~ of Understanding with the Police Employees
As sociation.
