A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA ADOPTING COUCIL POLICY
NO. 30-4 RELATED TO FEES AND CHARGES FOR GENERAL
PLAN AMENDMENTS
The City Council of the City of Tus%in h. ereby adopts
the following Policy No. 30-4 related to fees and charges for
General Plan Amendments.
PURPOSE
To establish means and methods for General Plan kmendments
within the framework of the California Environmental Quality
Act-and Sec.tion~ 65361 of the State Planning and Zoning Act which
reads:
No mandatory element of a general plan shall be amended
more frequently'than three times during any.calendar
year, which amendment or amendments may occur at any
time· as determined by the legislative body.

PROCEDURE
1. General Plan Amendments may be initiated by a majori~
vote of the City Council, with waiver of fees and environmental
impact report requirements satisfied at public expense,, at any
time within the calendar year, within the limitations of the State
Planning and Zoning Act.
2. The Planning Commission,... anually within the month of
July, shall review the mandatory elements of %he General Plan
and by majority vote schedule for public hearing and amendment
those elements recommended for change in the interest of the
total community. Amendments initiated by the Planning Commission
'shall be without fee to the property owner, with environmental
impact report requirements satisfied at public expense.
3. General Plan AmJndments initiated by the proDertv
owner or agent shall be scheduled by the Planning Commission
concurrentlv with the Annual General Plan review, and at such
other times as may be permissible within the context of %he
State Planning and Zoning ACt.
Private property owners or· their agents shall be required
.to pay a $250.00 filing fee for general plan amendments in
addition to the fees and charges necessary for implementation of
the California Environmental Qualitv Act. ~
