SUBJECT: EMERGENCY REPAIR OF WELL NO. 4 AT THE 17TH STREET DESALTER
SUMMARY
Well No. 4 at the 17th Street Desalter recently experienced a mechanical failure. Detailed inspection
has determined that the well pump and motor need to be replaced. It is critical that Well No. 4 be
returned to service as quickly as possible to meet operational, emergency and fire flow requirements
within the City of Tustin's water service area. Resolution No. 08-27 ratifies the Public Works
Department's decision to dispense with regular public works bidding requirements and pursue
emergency repairs to Well No. 4.
RECOMMENDATION
It is recommended that the City Council: 1) Adopt Resolution No. 08-27 by four-fifths vote of its
members declaring that the public interest and necessity demand the immediate expenditure of
public money to repair Well No. 4 to safeguard life, health and property; and 2) Authorize the
$77,115.28 for the replacement of a pump and well motor from the Water Division's FY 2007-08
Operations Budget.
FISCAL IMPACT
There is an adequate fund balance in the Water Division's Operations Budget for FY 2007/2008 to
cover this unexpected expense of $77,115.28. This repair expense may be partially reimbursed to
the City through the existing Maintenance Agreement with Metropolitan Water District of Southern
California governing the 17th Street Desalter Plant along with submittal of a claim to the City's
insurance carrier for mechanical equipment failure.
BACKGROUND
Well No. 4 at the 17th Street Desalter unexpectedly experienced a mechanical failure, requiring the
City to make up lost groundwater production through purchases of imported water from East Orange
County Water District. Well No. 4 is the City's largest well, with a design production rate of 2,200
gallons per minute (gpm). The City retained a well contractor, General Pump Company, to remove
the pump and motor and determine what caused the mechanical failure. General Pump Company
found extensive deterioration of bronze-cast well components, and attributes this problem to the
quality of the groundwater pumped by Well No. 4. Note that the well pump and motor for Well No. 4
operate completely submerged in water on a 24/7/365 basis. Additionally, the water treated by 17tH
Street Plant contains nitrates, perchlorates and other chemical constituents which may have
corrosive effects on well equipment over time. A stainless steel replacement pump will be specified
to maximize pump life, and minimize O&M expenses. General Pump is proposing to replace the
pump and well motor at an estimated cost of $77,115.28. Due to the lead time required to obtain
replacement equipment, Well No. 4 is projected to be back on-line by June 30, 2008. A copy of
General Pump's letter proposal dated March 26, 2008 is attached for the Council's information.

The loss of Well No. 4 is of major concern to staff for the following key reasons: (1) Well No. 4 is the
City's largest production well; (2) water production from Well No. 4 is being used to temporarily offset
the loss of storage from Rawlings Reservoir until its replacement is completed in 2011; (3) overall
operational, emergency and fire flow water demand within Tustin's service area will start increasing
in the next few months with the onset of warmer weather; and (4) in light of Metropolitan Water
District of Southern California's drought allocation plan, there exists a possibility of reductions in
imported water supplies. Without the capacity of this well, the City's water system may not be able to
adequately respond to potential emergencies that may occur during peak demand periods.
The adoption of Resolution No. 08-27 would authorize the Public Works Department/Water Division
to dispense with the time consuming bidding requirements, and enter into a contract with General
Pump to complete the repairs. Note that if the City's Purchasing Policy and Procedures are applied
to Well No. 4: (1) valuable time would be lost in bringing the well back on line, especially with
growing warm weather demands and emergencies; and (2) they are administratively impractical to
implement because the pump and motor for Well No. 4 are currently at General Pump's facility (in
Upland). To conduct a public bid, the well equipment would either need to be delivered back to the
City's Maintenance Yard for inspection by prospective bidders, or arrangements made to inspect the
equipment at General Pump's facilities.

RESOLUTION NO. 08-27
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
DECLARING THAT THE PUBLIC INTEREST AND NECESSITY DEMANDED THE
IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO REPAIR WELL NO. 4 AT THE
CITY OF TUSTIN'S 17T" STREET DESALTER TO SAFEGUARD LIFE, HEALTH,
AND PROPERTY
WHEREAS, groundwater production at Well Number 4 at the 17th Street Desalter has
stopped due to the mechanical failure of the well pump and motor; and
WHEREAS, Well No. 4 is a critical component of the City's water supply system, and is
the largest production well with a capacity of approximately 2,200 gallons per minute; and
WHEREAS, water production from Well No. 4 is also temporarily offsetting the loss of
emergency, fire and operational storage from Rawlings Reservoir until its replacement is
completed; and
WHEREAS, without groundwater production from Well No.4, the City's water system
may not be able to adequately respond to an emergency that may occur during peak demand
periods; and
WHEREAS, the City's imported water supplies may be reduced in the event Metropolitan
Water District of Southern California implements its Drought Allocation Plan for 2008.
NOW, THEREFORE, BE IT RESOLVED that in accordance with Section 22050 of the
Public Contracts Code and based on the substantial evidence set forth in the agenda report,
that this emergency repair will not permit a delay resulting from competitive solicitations of bids
and that this action is necessary to respond to the emergency;
AND BE IT FURTHER RESOLVED that the Public Works Department's decision to
complete the repair of Well No. 4 without soliciting competitive bids is hereby ratified.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 15th day of April 2008.
