SUBJECT: AWARD OF BID FOR THE TUSTIN AREA SENIOR CENTER KITCHEN
RENOVATION (PROJECT NO. 1047)
SUMMARY:
The bid opening for the Tustin Area Senior Center Kitchen renovation project was held
on March 31, 2008. City Council is requested to award the bid to Pacific Landmark,
International in the total amount of $306,877.00
RECOMMENDATION:
It is recommended that:
1. The City Council award the contract to Pacific Landmark, International of Santa
Ana, California in the amount of $306,877.00 subject to the approval of contract
requirements by the City Attorney and final execution.
2. The City Council reject the bid of Joe's Sunrise Construction Inc. of a, San
Bernardino, California as being non-responsive.
FISCAL IMPACT:
The renovation of the Tustin Area Senior Center Kitchen is funded through Community
Development Block Grant Funds year 07 and 08 in the amount of $295,000 and Park
Development Fund 11 allocation of $65,000. The Senior Center Fund has also
encumbered $70,000 of funding toward the completion of the project. The total
appropriation of $335,000 was included in the 2007/2008 Capital Improvement
Program.
BACKGROUND:
The scope of work includes the improvement of the Senior Center Kitchen located at
200 S. "C" Street. The work to be completed consists of improvements including
demolition, kitchen equipment, utilities, electrical, mechanical, plumbing, repair to the
existing structure, and all appurtenant work as detailed on the plans and specifications.
Joe's Sunrise Construction, Inc., which submitted a base bid lower than Pacific
Landmark, International failed to be responsive due submitting a bid amount of zero for
bid item #10 which is the specified kitchen equipment required to complete the
renovation project. The City Attorney has reviewed the bid submittal of Joe's Sunrise
Construction and has deemed their submittal as non-responsive.
SUMMARY:
Sealed bids were opened on March 31, 2008; twelve bids were received. The three
lowest bids were as follows:
Contractor Base Bid
Pacific Landmark, International $306,877.00
Lehman Construction, Inc. $315,486.00
Construct 1 One Corp. $323,855.00
References check of the contractor, review of the bid documents, and a determination
that the contractor possesses a valid contractor's license have been completed. The
Risk Manager will complete a review of the required bonds and insurance certificates
and the City Attorney will review the contract. Construction is scheduled to begin
toward the end of April. The project should be completed by the end of June .
