JORDAN, CHIEF OF POLICE SUBJECT: SALE OF SURPLUS POLICE EQUIPMENT SUMMARY Sell used/surplus Tustin Police Vehicles to the Public Safety Department of Allan Hancock College. RECOMMENDATION The authorization to sell one (1) surplus Police Ford Crown Victoria patrol unit and one Ford Expedition Police Services Vehicle to Allan Hancock Community College, in the amount of $3000 for the Ford Crown Victoria and $2000 for the Ford Expedition, which is the fair market value for a police vehicle based on year, mileage and maintenance. The Ford Expedition has a non functional engine and will be sold as is. FISCAL IMPACT The City of Tustin will be paid $5000 by Hancock Community College for the sale of the two surplus/used patrol units. All transfer and title fees will be paid by Hancock College. BACKGROUND Allan Hancock College is located in Santa Maria, California. The Public Safety Department is desperately seeking replacement patrol vehicles. Due to budget restraints and the cost of new police units, Hancock Community College does not have the funds to purchase two new patrol vehicles. If Hancock College is able to purchase the surplus police units they will be able to continue their patrol service for approximately four additional years. During that time, they hope to secure the funds needed to buy replacement vehicles. Sale of Surplus Police Equipment April 15, 2008 Page 2 of 2 The units scheduled for replacement are described as: • 2003 Ford Crown Victoria, License # 1071863. Current mileage is 62,815. • 2002 Ford Expedition, License # 1115322. Current mileage is 57,500. Both surplus vehicles have already been kept in service beyond the normal replacement time. The 2003 vehicle has been scheduled for replacement in 2007 and the 2002 Expedition has been forced into early retirement due to mechanical conditions. Both vehicles have been completely depreciated as an asset to the City of Tustin. In the past, the City of Tustin has donated or sold surplus equipment and police vehicles to law enforcement agencies, including Golden West College, the Santa Ana School District, Hancock College and the Mexicali Police. Typically, the emergency equipment is dismantled and removed from the surplus police units. The Units are then sent to auction and their eventual sale and price are not assured. This authorization would allow us to quickly dispose of surplus equipment and assist the Public Safety Department of Hancock Community College and save the cost of labor to remove equipment and sell the equipment on an individual basis.
