SUMMARY
Proposition 1 B funds have been allocated by the California State Legislature and include $550
million for cities in Fiscal Year 2007-08. Adoption of Resolution No. 08-29 will allow the City to
provide the necessary documentation to the State to secure the City's portion of these funds,
which is $1,166,788.68 in Fiscal Year 2007-08.

Program budget and increase appropriations for the Jamboree Road Rehabilitation Project by
$1,166,788.68.
DISCUSSION
In 2006, the voters of California approved Proposition 1 B authorizing the sale of various bonds
for infrastructure improvements. Proposition 1 B specified that a portion of the bond proceeds be
allocated directly to cities for local street and road improvements. The City of Tustin is
designated to receive $1,166,788.68 of the $550 million allocated for cities in Fiscal Year 2007-
08.
On June 19, 2007, the City Council, through the adoption of Resolution 07-53 adopted the City's
Seven Year Capital Improvement Program (CIP), which included .the Jamboree Road
Rehabilitation Project between 2750 feet north of Tustin Ranch Road and the north City limits.
The project cost was budgeted in Fiscal Year FY 2008-09 at $2,000,000 with the source of funds
uncertain at the time of approval of the CIP. Since adoption of the City's Seven Year CIP, staff
has revised the cost of the project to $2,20b,000.

Now that Proposition 1 B funds are available to cities, it is now recommended that the
$1,166,788.68 allocated to the City of Tustin be used for the Jamboree Road Rehabilitation
Project. This can be accomplished through the adoption of Resolution No. 08-29 which
dedicates the entire allocation to the subject project. Furthermore, it is recommended that
the City Council authorize staff to apply to the State Department of Finance for release of
Proposition 1 B bond funds for this project.
The project will also be funded by the County of Orange Proposition 42 City Aid Program
and Measure "M" Turnback. On February 5, 2008, the City Council approved Agreement
No. D07-162 with the County of Orange which allocated $236,075 in County of Orange
Proposition 42 City Aid Program funds to the City of Tustin. The remaining funds required to
design and construct the Jamboree Road Rehabilitation project ($797,136) will be budgeted
from Measure "M" Turnback funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AMENDING RESOLUTION 07-29, THE CAPITAL
IMPROVEMENT BUDGET APPROPRIATION FOR FISCAL YEAR 2007-
08, TO ADJUST THE CAPITAL IMPROVEMENT PROGRAM BUDGET
TO RECOGNIZE FUNDING FROM PROPOSITION 1B
WHEREAS, in November of 2006, the voters of California approved Proposition
1 B, which allocated $2 billion to the cities of California to fund the maintenance and
improvement of local transportation facilities; and
WHEREAS, the City of Tustin desires to secure Proposition 1 B funding in the
amount of $1,166,788.68 and make a corresponding amendment to the Fiscal Year
2007-08 Capital Improvement Program budget for the Jamboree Road Rehabilitation
Project; and
WHEREAS, on June 19, 2007, the City of Tustin City Council approved
Resolution 07-53, which approved the Capital Improvement Program budget for Fiscal
Year 2007-08;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Tustin, California, hereby amends
Resolution 07-53 to recognize the additional revenue of $1,166, 788.68 from the State
of California Proposition 1 B funds for the Jamboree Road Rehabilitation Project
between 2750 feet north of Tustin Ranch Road and the north City limits.
SECTION 2. The City Clerk shall certify as to the adoption of this resolution
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of May 2008.
