RESOLUTION NO. 76-17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN URGING THE ORANGE COUNTY BOARD OF SUPER-
VISORS TO GIVE SERIOUS CONSIDERATION TO ONTARIO
INTERNATIONAL AIRPORT AS THE SOLUTION TO THE
FUTURE AIR TRANSPORTATION NEEDS IN ORANGE COUNTY
WHEREAS, the Southern California Association of Governments
Regional Aviation Systems Study has concluded that "The role of 0range
'County Airport' is to be limited to that of a short-haul metroport with
a continuation of administrative limitations .on Commercial use of the
airport;" and
WHEREAS, the Orange County 'Board of Supervisors has stated in
Resolution No. 70-96 that "Commercial passenger operations at Orange
County Airport has reached the capacity of existing facilities; and that
further increases in the number of jet. operations from the Airport could
have a severe effect upon the residential environment in areas surrounding
the ~irport;" and
WHEREAS, in addition, the Board of Supervisors has concluded that
the Orange County Airport should be maintained and operated as a "short-h'aul"
airport a~d that this classification should not be changed to permit air
carrier service to areas outside the "short-haul" market; and
WHEREAS, it is generally recognized that the Orange County Airport
cannot, under any circumstances meet the· future commercial air transportation
needs .for Orange County due to existing physical, and environmental
constraints; and
WHEREAS, in addition to the physical and environmental limitations,
any further expansion of commercial jet flight operations at the Orange Count
Airport could aggrevate any safety problem which may exist; and
WHEREAS, the Orange County Board of Supervisors should be urged to
reconsider the feasibility of utilizing the facilities of Ontario Inter-
national Airport (OIA) to meet the future commercial air transportation needs
for Orange County; and . .-
WHEREAS, the Board of Supervisors should be encouraged to work with
the Los ~geles Department of Airports and the City of Ontario in order to
provide a means of adequate passenger ~ransportation between Orange County
and OIA; and ·
WHEREAS, the Board of Supervisors should consider exploring the'
possibility of a Joint Powers Agreement with the City of Ontario and the Los
Angeles Department' of Airports to insure the proper future development of
OIA; and
WHEREAS, the Board of Supervisors should go on record guaranteeing.
that the current maximum level of commercial jet flight operations out of
Orange County Airport will not be increased, and that the Orange County Airport
is to continue as a general aviation airport and as a short-haul com~nercial
jet metroport; and
~ WHEREAS, the City of Tustin recognizes that even if the application
for joint use of the Marin~ Corps Air. Stati6n, E1 Toro, and the Naval Air
Station, Los Alamitos, are to come back negative at this time, there is
always the possibility that attitudes may change and approva! of joint use at
either of these airports could eventually occur; and

WHEREAS, the City of Tustin believes that it may be to the advantage
of the cities surrounding these airports to join together in adopting a
Resolution urging the Board of Supervisors to do everything possible to make
Ontario International Airport a viable airport for Orange County residents; and
NOW, THEREFORE, BE IT RESOLVED that the City Council .of the City of'
.Tustin hereby strongly recommends and urges that the Orange County Board or
Supervisors give immediate and serious consideration to utilizing Ontario
International Airport as a solution to Orange County's regional airport needs.
BE IT FURTHER RESOLVED that.every city in Orange County should join
together in devoting their full effort to convince the Board of Supervisors
the Ontario International Airport provides a feasible solution to Orange
County's commercial air transportation needs.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to
transmit a copy of this Resolution to the Orange County Board of Supervisors..
