SUBJECT: RESOLUTION NO. 08-28 AUTHORIZIN T CREATION OF A VOLUNTARY
DONATION OPTION TO BE APPLIED TO CUSTOMERS OF THE CITY'S
WATER SYSTEM
SUMMARY:
The City Council directed staff to create a voluntary donation program for the benefit of the
Tustin Community Foundation that can be implemented through the City's Utility Billing System.
The attached Resolution formally creates this program and authorizes staff to include it as a
separate line item on future water bills.
RECOMMENDATION:
Adopt Resolution No. 08-28 authorizing the creation of a voluntary donation option to be applied
to the bimonthly customers of the City of Tustin Water System.
FISCAL IMPACT:
The first year implementation expense should not exceed $1,250 and can be absorbed in the
current adopted budget.
DISCUSSION:
The City Council initiated the process to create Tustin Community Foundation (TCF) in 1992.
Over the years, they have encouraged the community to make donations to the TCF to support
its various philanthropic programs. TCF now assists the City Council in screening requests for
Community Development Block Grant funds and is actively involved in a number of community
benefit fundraising events.
The City's Communications Manager will prepare a marketing program to introduce this new
opportunity to participate in fundraising efforts to benefit Tustin via voluntary contributions. A
sign up form will be sent to all water customers.

RESOLUTION NO. 08-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN ESTABLISHING A VOLUNTARY PROGRAM
FOR MAKING DONATIONS TO THE TUSTIN
COMMUNITY FOUNDATION FOR THE BENEFIT OF
TUSTIN COMMUNITY SERVICE PROVIDERS
THE CITY COUNCIL OF THE CITY OF TUSTIN RESOLVES AS
FOLLOWS:
Section 1: The City Council hereby, finds, determines, and declares as
follows:
A. The Tustin Community Foundation is anon-profit organization
that promotes and advances gifts, donations, and contributions
in support of non-profit organizations and public institutions that
meet and effectively address the needs of the Tustin
community.
B. The Tustin Community Foundation assists the City and the City
Council in the screening and review of applications for
Community Development Block Grants and makes
recommendations regarding funding to the City Council.
C. It is the desire of the City Council to significantly reduce and
eventually eliminate requests from community service providers
for grants or contributions from the City's general fund, which
consists of various tax revenues intended for governmental
purposes.
D. The City Council finds that the Tustin Community Foundation is
uniquely situated to serve as a general clearinghouse for
requests for funding from community service providers,
including private non-profit entities and public institutions
providing services to the Tustin community.
E. The establishment of a voluntary program, involving the City's
Utility Billing System, for making donations to the Tustin
Community Foundation will encourage and facilitate charitable
giving for the benefit of Tustin residents.
F. The City Council specifically finds that any contribution under
this Program shall be a voluntary contribution or donation to the
Tustin Community Foundation and shall not be deemed in any
respect to be a tax, fee, or assessment of any kind.
Section 2: The Finance Director of the City is authorized to
implement as soon as practicable a voluntary donation program that will
facilitate the making of monetary contributions or donations to the Tustin
Community Foundation through the use of the City's Utility Billing System as
generally described in the Agenda Report to the City Council dated May 6,
2008.
Section 3: The City Manager is authorized to execute any agreement or
amendment to any agreement with the Tustin Community Foundation that the City
Manager and the City Attorney find are reasonably necessary or appropriate to
ensure that the intent of this resolution is implemented.
Section 4: This Resolution shall be operative from and after adoption thereof.
ADOPTED this 6th day of May, 2008.
