225 WEST MAIN STREET
WIRELESS FACILITY AT TUSTIN PRESBYTERIAN CHURCH
PROPOSAL: The property is an existing church located in the Cultural Resources
Overlay District. The property is listed on the Tustin Historical
Resources Survey (under the address 201 W. Main St.) as having been
constructed in 1929 in the Spanish Gothic/Colonial style. The church
has an "A" rating, which is the highest possible rating indicating
buildings which are clearly historically and architecturally significant in
the city. The proposed project is a new stealth, building -mounted
wireless telecommunications facility consisting of six (6) panel
antennas and one (1) microwave dish mounted and screened inside of
the existing church bell tower. The project will also involve four (4)
equipment cabinets mounted inside an existing room in the basement,
a GPS antenna mounted on a condensing unit placed on the roof of the
existing building, and placement of a receptacle for an emergency
generator on the exterior of the building. The project was approved on
December 13, 2007, as Design Review (DR) 07-017.
In accordance with Ordinance No. 1001 which was adopted lune 20, 1988, by the Tustin
City Council, the Community Development Director has the authority to approve, approve
with conditions, or deny Certificates of Appropriateness for improvements requiring a City
building permit for property located within a Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable design
standards in that the proposed project meets development standards of the zoning
district and the Wireless Communication Facility Regulations and Guidelines of the
Tustin City Code, and any exterior improvements will match the colors and
materials of the existing building.
B. The proposed work does not adversely affect the character of the District or
Designated Cultural Resources within the District in that the proposed facility is
located behind an existing bell tower at an existing church, is adequately screened
from public view, and incorporates design characteristics that minimize aesthetic
intrusion to the surrounding community.
C. The proposed work is harmonious with existing surroundings in that the proposed
improvements are largely concealed within the existing church structures, the new
condensing unit will be mounted on the roof at a location so not to be visible from
the public right-of-way, and the new generator receptacle installed on the exterior
will be painted to match the building and screened by landscaping; therefore, the
proposed facility will not conflict with the architectural style of other surrounding
structures.
The proposed work is hereby approved, subject to the following conditions:
1. Prior to the start of any work, the applicant shall obtain a building permit and pay
all applicable plan check and permit fees.
2. Any replacement or repair of any part of the existing structure shall match the
existing exterior materials, finish, and colors of the existing structure.
3. All improvements shall be made as shown on the approved plans, on file with the
Community Development Department, and subject to field verification prior to final
permit approval and/or activation of the facility.

PROPOSAL: The property is improved with a "C" rated Spanish Colonial Revival style structure
per the Tustin Historical Resources Survey. The property is not located within the
Cultural Resource District. The proposed project involves installation of a solar
electric system, with solar panels on the rear half of the existing flat roof.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City
Council, the Community Development Director has the authority to approve, approve with conditions,
or deny Certificates of Appropriateness for improvements requiring a City building permit for property
located within a Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work will not detrimentally alter, destroy or adversely affect the resource, and in
the that the proposed solar panels will be installed on the existing flat roof and shall be
substantially screened from view by the existing parapet. No exterior alterations to the
existing building are proposed.
B. The proposed modification will retain the essential elements which make the structure, site or
feature culturally significant in that the proposed work involves minor modification to the
existing home, thus the home will retain the essential elements and features of the existing
structure.
The proposed work is hereby approved, subject to the following conditions:
Prior to the start of any work, the applicant shall obtain a building permit and pay all
applicable plan check and permit fees.
2. Any replacement or repair of any part of existing structure shall match the existing exterior
materials, finish, and colors of the existing structure. The solar mount panels shall be flush
and/or substantially screened by the existing parapet.

PROPOSAL: The property is improved with a "D" rated California Bungalow style
structure per the Tustin Historical Resources Survey. The proposed
project is a new six (6) foot tall redwood lattice fence, 105 feet long,
along the east property line towards the rear of the property.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin
City Council, the Community Development Director has the authority to approve, approve
with conditions, or deny Certificates of Appropriateness for improvements requiring a City
building permit for property located within a Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable design
standards in that the proposed fence conforms to the City's height restrictions, and
the fence will be constructed of a decorative wooden lattice design that is consistent
with the traditional architectural elements of the Old Town District. The applicant
also proposes to install landscape vines along the fence to further enhance the look
of the structure.
B. The proposed work does not adversely affect the character of the District or
Designated Cultural Resources within the District in that the proposed fencing will
have minimal visual impacts to the surrounding neighborhood because it will be
constructed along the side property line and is situated fifty (50) feet from the front
of the property.
C. The proposed work is harmonious with existing surroundings in that the proposed
natural redwood finish of the fence material is consistent with the historical character
of the neighborhood and will be compatible with the existing house.

Window Replacement
Dear Justina:
This letter is to request a certificate of appropriateness as referenced above.
Attached is a summary of the proposed window changes entitled "Master Bedroom
Windows Renovation" dated March 15, 2008. This document explains the proposed
changes and provides a sample of the replacing style and architecture of the windows.
Overall, our goal is to have the proposed changes compliment the overall architecture of
the house while obtaining current energy standards. Since we are not proposing to
increase the window openings, a building permit is not anticipated for issuance.

PROPOSAL: The property is a "C" rated residential, structure per the Tustin Historical Resources
Survey. The proposed project is a 494 square foot addition of a master bedroom,
master bathroom, and a new detached two -car garage. The proposed addition
and the new two -car garage will be constructed to match the existing home in
terms of style, exterior wall material, exterior color, roof pitch, and roof materials.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City
Council, the Community Development Director has the authority to approve, approve with conditions,
or deny Certificates of Appropriateness for improvements requiring a City building permit for property
located within a Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable design standards in
that the proposed addition complies with the development standards for single family homes
which include, but not limited to setbacks, lot coverage, open yard area, parking, and building
height.
B. The proposed work does not adversely affect the character of the District or Designated
Cultural Resources within the District in that the proposed project is a single -story addition to
the rear of the existing structure and is not visible from the public right-of-way. The new
detached two -car garage is also a single -story structure, with design and exterior materials to
match the existing home. As such, the proposed work maintains the character and style of
the existing structure's street frontage.
C. The proposed work is harmonious with existing surroundings in that the design of the
proposed addition and new garage match and complement the exterior wall material, exterior
color, roof pitch, and roof materials of the existing style of the house.

match the existing home in terms of exterior wall material, exterior color, roof pitch,
and roof materials.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City
Council, the Community Development Director has the authority to approve, approve with conditions,
or deny Certificates of Appropriateness for improvements requiring a City building permit for property
located within a Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable design standards in
that the proposed project meets zoning code requirements and would match the exterior
colors and materials of the existing dwelling. The addition of the "brick veneer" on the porch
complements the style of the dwelling and would match the existing brick cap on the low front
yard fence.
B. The proposed work does not adversely affect the character of the District or Designated
Cultural Resources within the District in that the proposed project is a single -story addition
and new front provides more architectural articulation to the existing fagade and enhances the
house street frontage.
C. The proposed work is harmonious with existing surroundings in that the proposed project is a
single -story addition and the new porch addition is proposed to match the existing structure in
terms of exterior stucco, roof height, roof style and pitch and materials, and will not conflict
with the architectural style of other surrounding structures.
