SUBJECT: AWARD OF CONTRACT TO PROCURE TWO MOBILE AIR
COMPRESSORS FOR WATER DIVISION CONSTRUCTION AND
MAINTENANCE ACTIVITIES
SUMMARY
Bids to procure two (2) mobile air compressors for Water Division construction and maintenance
activities on the City of Tustin's water distribution system were solicited via public
advertisements. One bid was received from a qualified bidder on May 22, 2008. Staff has
reviewed the bid, and determined that the prospective vendor, Volvo Construction Equipment
and Services, has fully met the bid and specification requirements.
RECOMMENDATION
Staff recommends that the City Council award the contract to purchase two (2) mobile air
compressors for Water Division maintenance/construction activities to Volvo Construction
Equipment and Services in the amount of $28,876.15.
FISCAL IMPACT
Adequate funds are available in the City's Vehicle Lease Fund Program and the Water Division's
Operations Budget for the purchase of two (2) mobile air compressors. The total cost for both air
compressors is $28,876.15.
BACKGROUND
Per the City of Tustin's Municipal Code Section No.1625, staff requested authorization from the
City Council to solicit bids for the acquisition of two (2) mobile air compressors at the City
Council's March 18, 2008 meeting. The proposed replacement of two (2) mobile air
compressors for the Water Services Division is scheduled in accordance with the current FY
2007/08 City Vehicle Lease Fund Program.
The mobile air compressors are required to operate 90 Ib jack-hammers used to break up
concrete and asphalt surfaces to repair City water mains. The current mobile air compressors
are beyond their useful expected operating life, and are ready to be replaced. This important
replacement will minimize equipment maintenance cost: increase efficiency, and ensure the
safety of Water Services field staff engaged in construction activities required to maintain the
City's water distribution system.

A notice inviting bids for the compressors was placed in the Tustin News, and ran twice --- on
April 24, 2008 and May 1, 2008. In addition, the notice was also placed in the appropriate state
mandated trade publications. Sealed bids were opened on May 22, 2008 in the City Clerk's
Office. There was only one bid received and the result is summarized as follows:
Volvo Construction Equipment and Services ............................................$28,876.15
The original estimated cost for the compressors was $36,000. Staff has reviewed the bid, and
determined that the prospective vendor has fully met the bid and specification requirements.
