HomeMy WebLinkAboutCC RES 74-101 RESOLUTION NO. 74-101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, ADOPTING A GROWTH POLICY FOR THE TUSTIN AREA AND PETITIONING FOR THE IMPLEMENTATION OF A COUNTY- WIDE GROWTH POLICY WHEREAS, the Board of Supervisors of Orange County did on July 2, 1974, reques.t that each c,ity within~ the County of . Orange determine the preferred policy of' the governing' body for i%s physical, social and economic growth and development; and WHEREAS, public hearings were duly noticed and held on a proposed growth policy for the Tustin area by the City of Tustin Planning Co]~nmission and by the City Council on December 2, 1974; and . WItEREAS, a grog~th policy for the Tustin area was adopted by the City Council of Tustin which projects a population of 84,000 by the year 2000, representin.q the. desired txolding capacity of the urbanized land area; and WHEREAS, %he managemen~ or non-management of growth in the unincorporated areas of Orange County is the jurisdictional prerogative of the Board of Supervisors of Orange County; and WHEREAS, the approval of subdivisions within a City's Sphere of Influence or in non-urbanized areas of the'County may have an adverse economic and social impact upon the existing in{5orporated areas as well. as upon the economic health ....... of the total county. : NOW, TIJEREFORE;' be it resolved that ~he City Council of TUstin petitions the Board of Supervisors of Orange Counky to implement a county-wide grow%h policy encompassing i:he following. procedures: . 1. Any' proposed subdivision or development within a City's Sphere of Influence be subject to the City's determination'of its ability to provide urban services and subject to those conditions of approval that. will assure against' adverse impact upon the social, [shysical and economic environment of the cormnunity. · 2. The iimita~ion of subdivision approval %o urbanized areas, whereby rural areas are preserved exclusively for agricultural use, pursuant to the policies · adopt:ed by the County of Madera and sus[ained by . the Court of Appeals (Gis].er_v' County ........ of Madera_,. 38 c.a. 3d 303; Mar. 29, 1974). BE IT FURTHER RESOLVED, that the Council petitions the cities and County of Orange through the Intergovernmental Coordinating County to manage the growth within Orange County .... by programs and policies that promote the rehabilitation and development of existing urban areas, and preclude urban spra~,,1, · loss of productive farm lands, and economic burdens upon present and future residents caused by the high costs of . · providing urban services to rural and. remote areas.
