CLOSED SESSION - Councilmember Doyle announced that
the City Council would convene in closed session to confer with the
City Attorney regarding (1) Pending litigation to which the City is a
party 1. Garcia v. City of Tustin, Case Number 01CC02149 (state
court matter), 2. Santa Ana Unified School District, et al. v. City of
Tustin, et al., Case Number 01'CC02595 (state court matter), and
3. Santa Ana Unified School District, et al. v. City of Tustin, et al.,
Case Number CV-01-3426.WJR (CTX) (federal court matter); and
(2) Significant exposure to litigation pursuant to Government
Code Section 54956.9(b)(3)(A).

PUBLIC INPUT
Presented Dinosaur Dash T-shirts to Council; described the Tustin
Public Schools Foundation; said the Foundation donated over $1
million to Tustin schools; noted the Dinosaur Dash would be held
November 4, 2001; and said Dinosaur Dash T-shirt art Iogos were
designed by students.
Spoke on the parking problem and trash in the area of Myrtle,
Medallion, and Pacific Avenues.
Spoke On the waste hauler strike and stated Federal Disposal
Service would continue working without interruption.

Mayor Worley opened the Public Hearing at 7:35 p.m.
There were no speakers on the subject and the Public
Hearing was closed.
It was moved by Kawashima, seconded by Thomas, to
adopt the following Resolution No. 01-92 approving an
amendment to Tentative Tract Map 15568'

CONSIDERATION OF AN AGREEMENT FOR HEALTH
SERVICES BETVVEEN THE CITY OF TUSTIN AND THE
COUNTY OF ORANGE
Recommendation: Authorize the Mayor and City Clerk to
execute the Agreement for the Provision of Environmental
Health Services between the County of Orange and the City
of Tustin as recommended by the Community Development
Department.

RESOLUTION NO. 01-94- A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF
COMPLETION FOR FRONTIER PARK BRIDGE REPAIR
RENOVATION
Recommendation: Adopt Resolution No. 01-94, accepting
said work as complete, authorize the recordation of the
Notice of Completion and direct the City Clerk to:
1) Release the Labor and Materials Bond no sooner than
thirty-five days after the date of recordation of the Notice of
Completion, and 2) Release the Faithful Performance Bond
no sooner than one year after the date of recordation of the
Notice of Completion as recdmmended by the Director of
Parks and Recreation Services.

OTHER BUSINESS
VETERANS DAYS PARADE
Councilmember Doyle commented on a recent newspaper article that the Cities of
Santa Ana and Brea had required permit fees and were uncooperative to veterans who
requested to conduct a Veterans Days parade in their cities; noted that the City of La
Palma waived fees to allow the parade to be held in their city; said he could not
understand Santa Ana and Brea's decision not to assist the veterans group stage the
parade; and commended the veterans for their service to the country.
Mayor Pro Tem Thomas agreed with Councilmember Doyle's comments on the
Veterans Day parade and stated he would like a future Veterans Day parade be held in
Tustin.
GREAT PARK
Councilmember Bone said he attended the Great Park financial presentation and noted it
would cost $2.1 billion to construct and take 63 years to build.
REDISTRICTING
Councilmember Bone noted state and federal redistricting changes; said that 92% of
Tustin would be in Assemblyman John Campbell's district; and 100% of Tustin would be
in Senator Ackerman's and Congrossman Cox's districts.
TUSTIN OLD TOWN ASSOCIATION
Councilmember Kawashima said he attended the Tustin Old Town Association ribbon
cutting ceremony.
TUSTIN POLICE DEPARTMENT GANG UNIT
Councilmember Kawashima stated he went on a ride-along with the police gang unit and
complimented staff on their professional conduct.

FLAGS
Councilmember Kawashima commended staff on the flag displays throughout the City.
TILLER DAYS
Councilmember Kawashima and Mayor Worley invited everyone to attend Tiller Days on
October 5, 6, 7, 2001.
PATRIOTISM
Mayor Pro Tem Thomas remarked on the patriotism shown throughout the community
during the past several weeks.
FUNDRAlSlNG
Mayor Worley commented on the success of a two-day fundraiser conducted at Yorba
Street and Santa Clara Avenue by a retired firefighter for families of police and fire
..personnel killed during the September 11,2001 terrorist attacks, and said she was proud
of Tustin residents who contributed to the fundraiser which raised approximately $13,000.
GOLF TOURNAMENT
· Mayor Worley stated she had participated in the recent Chamber of Commerce golf
tournament.
COMMITTEE REPORTS
TUSTIN PRIDE COMMITTEE
Councilmember Bone stated the Tustin Pride Committee would be awarding prizes for
residential Halloween decorations and encouraged the community to decorate their
homes.
ORANGE COUNTY SANITATION DISTRICT
Councilmember Kawashima commented that the Sanitation District offshore testing
was completed; analysis of the testing would continue through spring 2002; and he
would keep Council apprised of the results.
ADJOURNMENT- Mayor Worley adjourned the meeting at 8:04; p.m. The next regular meeting
of the City Council was scheduled for Monday, October 15, 2001, at 7'00 p.m. in the Council
Chamber at 300 Centennial Way.
