HomeMy WebLinkAboutCC RES 74-083 RESOLUT!.ON NO. 74-83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN ADOPTING IN CONCEPT THE WATER QUALITY CONTROL PLAN REPORT FOR THE SANTA ANA RIVER BASIN. WHEREAS, the City of Tustin is dependent upon the Orange County roundwater basin to supply in excess of fifty ti percent of the water consumed in the City of Tustin; and ' . WHEREAS, continuation of the pres'ent watershed prac- .i ~.{c.es will have significant adverse effects on the water quality within the ~roundwater basin; and WHEREAS, the Water Quality Control Plan Report (Basin Plan) recently prepared bY the Regional Water Quality Control Board, Santa Ana Region, represents 'the most comprehensive effort ever undertaken to understand and identify solutions to the exkr'emeiy complex water quality management problems of the Santa Aha Watershed; and WHEREAS, the ..Basin Plan makes it clear that achievement of the water cuality objectives requires implementation of both" wa-her supply and ~.~,aste discharge raanagement programs; and WHEREAS, the short time schedule in which the Regional Board has provided representatives of agencies interested in water quality to respond to the Basin Plan is unresponsive to the needs of the agencies to undertake a comprehensive review and respon- sible decision making process; and , WHEREAS, the Orange County Water.District, serving as the lead acency for protection of the Orange County groundwater basin, has recommended that the City of TUstin support adoption of the Bas in Plan. NOW, THEREFORE, BE IT RESOLVED that the City of Tustin adopts in concept the Water Quality Control Plan Report for the Santa Ana River Basin, and, further, requests additional time to conduct a more comprehensive review of the Basin Plan prior to adoption by the Regional Board.
