WHEREAS', the Env:[ronmenta]. Protection Agency has adopted certain Parking Management Regulations applicable to Southern- California, and WttEREAS, said Parking Management' Regulations would impose such stringent and restrictive limitations up0'n the use. of motor vehicles in Southern California as to completely curtail and make 'impossible personal, commercial and industrial .life and activities in .any manner remotely like that presently enjoyed, and WHEREAS, the proposed Parking Management Regulations of the Environmental Protection Agency are not supported by substantial, established or accepted data as to the benefits · and detriments to be reasonably expected as consequences of said Regulations, and WHEREAS, said Regulations are so comprehensive, far- reaching and drastic in tha impact they will have on life and activities in Southern California, ,. reasonably be"pu.t into effect after the that they should only full effect, indirec't impact and consequent effects have beenthoroughly analyzed,.. · evaluated and understood, and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN, · CALIF0;RNIA, DOES HEREBY RESOLVE AS FOLLOWS' That the Parking Management Regulations of the E~[viroomental Protection Agency should not be in effect at t~.~is time. 4 6 10 11 2. Complete and adequate studies of the full impact and :indirect impact and effects of any proposed Parking Management Regulations should be thorougt~ly studied, analyzed, evaluated and .understood before being placed into ef'fect. 3. The elected representatives in the Congress of United States are urged to take ali_ appropriate steps to cause the rescission of the Parking Management Regu].ations of the Environmental Protection A~ency ~ The City Clerk of the City of Tustin is hereby authorized and directed to cause copies of this Reso].ution to be forwarded to appropriate persons and organizations to effect dissemination thereof.
