RESOLUTION NO. 74-62
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION
FOR 1974 STATE GRANT FUNDS FOR PROSPECT-BENETA
PARK PROJECT

WHEREAS, the people of the State of California have enacted
the ';State Beach, Park, Recreational, and Historical Facilities Bond
Act of 1974 which provides funds to the State of California and its
political subdivisions for acquiring lands and developing facilities
for public outdoor recreation and historical purposes; and
WHEREAS~ the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program
within the State, setting up necessary procedures governing application
by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certi~fy by resolution
the approval of applications prior to submission of said applications
to the state; and
WHEREAS, said applications contain assurances that the applicant
must comply with; and
WHEREAS, said procedures further r.equire tt~e applicant to
possess an adopted plan showing parks and recreation lands and facil-
ities, existing and proposed; and
WHERE~S, the City's General Plan was first adopted by the City
Council ~h-i966 and ~he' Open Space-Recreation-Conserva~iop. Elements
were adopted by the CJ. ty Council on July 24, 1972; .and
WHEREAS,-the proposed Prospect-Beneta pz-oject appears on the
city's plan, is consistent' with the California Outdoor Recreation
Recources Plan and is in conformity with the State Environmental Goal~
and Policy Report; and
WHEREAS, the project must be compatible with the land use plans
of those jurisdictions immediately surrounding the project;
NOW, THEREFORE, BE IT RESOL%~D that the City Council hereby:
1. Approves the filing of an application for ].974 State Grant assis-
2. Certifies that said agency understands the assurances i~ the
application; and

with the City's park naming policy), and
3. Certifies tha't said agency has or will have sufficient funds to
operate and maintain the project; and
4. Certifies that said agency mee~s the planning requirements and that
the pro.ject is compatible with' the land use plans of those jurisdictions
in%mediately surrounding the project; and
5. Appoints the City Administrator as agent of the City to conduct
all negotiations, execute and submit all documents including but not
limited to applications, agreements, amendments, pay~nent request£:, and
so on which' may be necessary for. the completion of the aforementioned
project.
