HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF A NO STOPPING ZONE ON BRYAN AVENUE BETWEEN MAIN STREET AND RED HILL AVENUE FOR THE PURPOSE OF INSTALLING A CONTINUOUS TWO-WAY LEFT TURN LANE SUMMARY Requests have been received to provide a left turn lane on eastbound Bryan Avenue at Cindy Lane. In order to address these requests a traffic evaluation has been prepared for Main Street/Bryan Avenue between Newport Avenue and Red Hill Avenue, which includes the intersection of Bryan Avenue and Cindy Lane. From the study it was determined that a two-way left turn lane is justified on Bryan Avenue between Main Street and Red Hill Avenue. In order to install atwo-way left turn lane, parking must be restricted on each side of Bryan Avenue, resulting in the elimination of approximately 24 parking spaces on Bryan Avenue. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 08-37, approving a No Stopping Zone on both sides of Bryan Avenue between Main Street and Red Hill Avenue, except at the Pine Tree Park parking bay. It is further recommended that the existing double yellow centerline striping on Bryan Avenue be modified to provide a continuous two-way left turn lane between Main Street and Red Hill Avenue. FISCAL IMPACT The cost to implement the signing and striping changes for a continuous two-way left turn lane is estimated to be $11,200 and would be funded from the City's annual citywide striping program budget (Account No. 01-402-6230). BACKGROUND Main Street/Bryan Avenue between Newport Avenue and Red Hill Avenue is classified a Secondary Arterial on the City's Circulation Element and the Orange County Master Plan of Arterial Highways. The road carries a traffic volume of about 15,000 vehicles per day, with two lanes in each direction separated by a double yellow stripe. The posted speed on Main Street from Newport Avenue to Bryan Avenue is 35 mph, and on Bryan Avenue the posted speed is 40 mph from Main Street to Red Hill Avenue. Approval of a No Stopping Zone on Bryan Avenue between Main Street and Red Hill Avenue for the Purpose of Installing a Continuous Two-Way Left Turn Lane June 17, 2008 Page 2 Parking is generally allowed on Main Street between Newport Avenue and Bryan Avenue and generally prohibited along most of Bryan Avenue between Main Street and Red Hill Avenue. As shown on the attached exhibits, some parking is allowed along the south side of Bryan Avenue between Cindy Lane and Charloma Drive, at 1372 Bryan Avenue (single family residence), and at the parking bay along the south side of Bryan Avenue at Pine Tree Park. Some parking is also allowed on the north side of Bryan Avenue at the 1331 Bryan Avenue single family residence. The following streets form "Tee" intersections with Bryan Avenue between Main Street and Red Hill Avenue: 1. Cindy Lane 2. Charloma Drive 3. Utt Drive 4. White Sand Drive There are several driveways on Main Street /Bryan Avenue between Newport Avenue and Red Hill Avenue, as shown on the attached exhibits. DISCUSSION Requests have been received to provide a left turn lane on eastbound Bryan Avenue at Cindy Lane. Accident information was collected for this intersection and others on Bryan Avenue in the area. Upon review of the data it was determined that other intersections were experiencing accidents similar to those at Cindy Lane. Therefore a traffic evaluation was prepared for Main Street/Bryan Avenue between Newport Avenue and Red Hill Avenue, which includes the intersection of Bryan Avenue and Cindy Lane. The study reviewed current conditions, including speed zones, accident data, and traffic volumes. Presently vehicles turning left from Bryan Avenue onto adjacent streets and driveways must wait in the travel lane adjacent to the double yellow centerline to make left turns, leaving them exposed to rear-end collisions. Also, vehicles turning left onto Bryan Avenue from the adjacent streets and driveways must merge into a travel lane. Based upon review of the accident data for Bryan Avenue from Main Street to Red Hill Avenue, there were a significant number of accidents that may be preventable through the installation of a continuous two- way left turn lane configuration. In particular, six rear-end accidents over a three year period might have been prevented if a two-way left turn lane had been present. Since there are no street intersections (and few driveways) on Main Street between Newport Avenue and Bryan Avenue, no changes are recommended in this area. A letter dated June 10, 2008 (attached) from Mr. and Mrs. Bryant at 1331 Bryan Avenue was received on June 11, 2008 in protest of the proposed striping revisions. Their concern is the loss of on-street parking in front of their home, resulting in a long walk to White Sand Drive or Charloma Drive. The distance from their driveway to White Sand Drive is approximately 280 feet and to Charloma Drive approximately 180 feet. Retention of parking was considered at this location while implementing the proposed two-way left turn lane configuration. However, Approval of a No Stopping Zone on Bryan Avenue between Main Street and Red Hill Avenue for the Purpose of Installing a Continuous Two-Way Left Turn Lane June 17, 2008 Page 3 this would result in substandard travel lanes. It is felt that the reduction in accidents as a result of a two-way left turn lane outweighs the burden created with the elimination of parking at the Bryant residence. The letter also includes a request for stop signs on Bryan Avenue to slow traffic. With about 15,000 vehicles per day traveling Bryan Avenue, a posted speed of 40 MPH and a minimal number of vehicles traveling the adjacent streets, stop signs on Bryan Avenue will not be justified. In fact, such unwarranted stop signs frequently result in drivers running the stop signs, thereby creating the potential for broad side accidents with side street traffic. By implementing the proposed continuous two-way left turn lane on Bryan Avenue between Main Street and Red Hill Avenue approximately 24 parking spaces will be eliminated (see attached exhibit). However, the following benefits are anticipated: • Traffic flow along Bryan Avenue will be improved because vehicles turning left onto adjacent streets and driveways will not have to stop in the travel lanes when accessing the adjacent streets and driveways; • Rear end accidents along Bryan Avenue will be substantially reduced or eliminated; and • Vehicles entering Bryan Avenue from adjacent streets and driveways will have a center lane "refuge" to enter, if needed, prior to merging into travel lanes. For the reasons listed above, staff recommends approval of a No Stopping Zone on both sides of Bryan Avenue between Main Street and Red Hill Avenue so that a continuous two- way left turn lane can be implemented on Bryan Avenue within these limits. Bryant RE: Bryan Ave Striping Revisions (PWFile No. 1093) As owners and residents of the house and property at 1331 Bryan Avenue, Tustin, we strongly protest the striping plan which would eliminate pazking in front of our property. We purchased this home in 1970 and have taken part in various organizations in the city, my husband, David, having been Man of the Year in 1997 and president of the Tustin Area Historical Society for several years. We feel that this is our community. We aze suddenly told that we will no longer be able to entertain guests in our home because there is no place for them to park! It is an impossibly long walk from White Sand on the east and Chazloma on the west. Both streets have driveways and fireplugs which limit the pazking space available. When we host the annual Historical Society "thank you" coffee for our volunteers each October we have from 30 to 40 in attendance. Many of these folks, like we, are in their senior years and have physical problems which would keep them from being able to attend. For smaller affairs several cars can pazk in our driveway but then they have to back out into the rapid traffic on Bryan. Our 1918 vintage house will be on the Home & Garden tour next spring. Where can people park? We enter and leave our driveway several times each week but certainly not in a manner to cause great traffic backups. We feel that the main danger is the speed with which the autos travel. Why not slow them down with a couple of stop signs between Newport and Red Hill? Perhaps at Utt Street or at Chazloma? Chazloma is across from the entry to the former Tustin Royale and might be a good place to have a crosswalk and stop signs. It would certainly slow traffic down. We believe the proposed plan would seriously restrict access to our property by both friends and delivery vehicles and would constitute a partial taking of our property value.. Please consider other ways of solving this problem. We would hate to take legal action, but feel the proposed plan, including the left turn pocket for eastbound traffic is both unnecessary and an unreasonable reduction of the value and usefulness of our property.
