HomeMy WebLinkAboutCC RES 74-47 RESOLUTION NO. 74-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE TUSTIN CITY HALL. COMMUNITY BUILDING, AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS. WHEREAS, it is the in%ention of the City Council of the City of Tustin, California, ~o construct the Tustin Ci%y t{all Community Building· and, WHEREAS, the Building Official has presented plans and specifications for the construc%ion of said work at this location, NOW, THEREFORE, be it resolved that the plans and specifications presented by the Building Official be and are hereby approved as the plans and specifications for the Tustin City Hall Community Building.' BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications which said advertisement shall be substan%ially in the following words and figures, to-wit- "NOTICE TO CONTRACTORS" SEALED PROPOSALS will be received at the office of the Ci-hy Clerk, Tustin City Hall, 140 Wes% Second Street: Tustin, California, until 11 o'clock A.M. on the llth day of July, 1974, at which time they will be publicly opened and read, for performing work as follows- In the City of Tustin, construction of the Tustin City Hall Community Building. Bids are required for the entire work described herein- Item No. Quantity Description of Work 1. 1 L.S. Base Bid: Includes heating, ventilating, air conditioning, plumbing, electrical, and related work including connections to and extension of existing site utilities. 481 The foregoing quantities are approximate only, being given ~ as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of. work will correspond therewith, but reserves %he right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work as may be deemed necessary or advisable and in the best interest of the City by %he Engineer. Two sets of plans and specifications will be issued to the Contractor for bidding purposes, upon receipt of one hundred dollars ($100.00). Make deposit checks payable to City of Tustin. Additional sets will be available at a cost of fifty dollars ($50.00). Deposit will be 'returned upon return of documents in good condition within one week after bid opening. Documents are available at the Tustin City Hal!, Tustin, California. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security- Cash. Cashier's check made payable to the ~ity of Tustin Certified check made payable to the City of Tustin Bidder's bond executed by an accredited surety insurer, made payable to the City of Tustin. a~ The security shall be in an amount equal to at least ten percent (10%) of th~ amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Surety Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract price in the form attached to the contract documents. Said bonds shall be issued.by a company having a rating of A+kA or better. City of Tustin reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bids for a period of thirty (30) days after the date set for the opening thereof. . . Provisions of the State Contrac~o Act are not applicable, and prospective bidders will not be required to be prequali~ied. Ail work to be done under the direct supervision of the City of Tus%in. Ail work to be paid for at the unit prices bid from appropriate raonies. 482 Said City of Tus~in, pursuant to the Labor Code of the State of California, has ascertained and determined that the general prevailing rate of hourly and per diem wages in the locality in which the said work herein described is to be performed, for each craft or type of workman or mechanic needed to execute the contract and also the general prevailing rate for legal holidays and overtime work for each craft or type of workman or mechanic, to be as indicated in Resolution 70-42 as previously published in a newspaper of general circulation, and on file in the office of the City Clerk. Employer payments other than those itemized therein, as defined in Section 1773.1.of the Labor Code, are to be paid in accordance with the terms of the collective bargaining agreement applicable to the type or classification of the workmen or mechanics employed on the project. Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research.
